About this file

This document is a Sources Sought Notice for the AN/BYG-1 Applications contract (Solicitation Number: N00024-25-R-6223) issued by the Department of the Navy Naval Sea Systems Command. The procurement seeks to establish a new capability delivery framework for developing, testing, and integrating AN/BYG-1 applications across current, future, and legacy submarine combat systems. The primary objectives include decoupling applications from hardware dependencies, containerizing capabilities, transitioning to Submarine Warfare Federated Tactical System (SWFTS) Common Computing Environment, and developing tactical decision aids leveraging artificial intelligence.

Key contract details include a five-year contract duration (one base year and four option years), with a notional award date of July 2027 and a response deadline of September 2, 2025 at 4:00 PM EDT. The scope encompasses applications supporting sensor information processing, tactical picture integration, weapons employment, mission planning, training, and payload command and control for United States Navy and Royal Australian Navy submarine platforms. The government currently plans to make a single award and is seeking sources capable of performing the comprehensive technical work, with no specific small business set-aside requirement.

A3.The intention is to identify ANY business, not necessarily only small businesses, capable of performing the work.
Q4.Given that there have been three prior sources sought / RFIs within the last 18 months, the first with combined TCS and PCS scope (AN/BYG-1 Applications); the second with just TCS Scope, and a third with just PCS scope, is the intention that the contract resulting from this sources sought notice will combine TCS & PCS scope (AN/BYG-1 Applications)?
A4.PMS 425 seeks to identify possible sources interested in fulfilling the requirements to establish a new AN/BYG-1 capability delivery framework for the development and deployment of AN/BYG-1 applications. This requirement is for the development, testing, and integration of current, future, and legacy AN/BYG-1 applications as part of a new framework to deliver streamlined capabilities. The new framework will include applications to support the processing of information from onboard sensors, integration of off-hull information into the tactical picture, and employment weapons for contact and decision management, mission planning, training, payload command and control, and other capabilities related to both current and future tactical, payload, and combat control applications.
Q5.Given that the concept in this sources sought is the development of a wide spectrum of applications (similar to the APB [i.e. Acquisition Program Baseline] process), would the Government consider multiple awards to leverage organizations best suited to their development?
A5.No, at the present time the Government does not envision multiple awards.
