About this file
This document is an attachment to a draft Request for Proposal (RFP) for the dismantlement and disposal of the former USS Enterprise (CVN 65). The attachment outlines a Performance-Based Payment Schedule, which requires that 15% of the total contract price be tied to the milestone of "Navy Approval of Site Release for Unrestricted Use." Offerors are allowed to propose additional payment milestones, which must be tied to measurable and essential events with clear completion criteria. The final Performance-Based Payment Schedule is subject to government approval prior to incorporation into the awarded contract. The draft RFP indicates that the Navy plans to award a Firm-Fixed-Price contract for the complete dismantlement and disposal of the Ex-Enterprise, including obtaining the necessary certificate of release from the Nuclear Regulatory Commission.
