The vessel will operate up to 250 days per year with maximum 20-day deployments. Responses are due by March 28, 2025, with anticipated RFP release in FY2026 and contract award in FY2027. The RFI is open to U.S.-only parties, though foreign vessels may be proposed if the prime contractor meets U.S. manufacturing requirements. PURPOSE:

The Naval Sea Systems Command (NAVSEA) is hereby issuing a Request for Information (RFI) on behalf of the U.S. Navy and Foreign Military Sales Boats and Craft Program Office (PMS300) to disseminate to industry information on the anticipated acquisition and conversion of an Offshore Supply Vessel (OSV) for the Atlantic Undersea Test and Evaluation Center (AUTEC) Range Support Vessel, hereafter referred to as Multi‐Mission AUTEC Range Vessel (MARV). The U.S. Navy is pursuing information regarding conversion capabilities and available vessel inventory information for OSVs with a nominal length overall (LOA) of190‐220 feet, aft deck approximately 100’x36’ and draft less than 15.’ The U.S. Navy is pursuing industry feedback on the following potential acquisition strategies:

1. Purchase of a vessel as‐is, where‐is. The Government would perform a marine survey to assess material condition of the vessel.

2. Purchase of a vessel in an operational or laid up status and the bidder would be required to re‐ activate the vessel per ABS OSV Lay Up Guide and obtain ABS classification. Purchase of vessel including bidder executed conversion to meet U.S. Navy requirements. Major conversion items include installation of working deck sockets, deck crane, and heavy weight torpedo tubes/hold. The Government can provide additional information on the desired modifications to interested bidders if requested.

Additionally, the Navy seeks to understand the technical, cost and schedule risks associated with modifying existing OSV platforms to meet the notional Capabilities in this RFI.

DESCRIPTION:

The MARV will be capable of operation in open ocean high sea states to support Department of Defense (DoD) Test and Evaluation (T&E) and Crew Certification. The MARV will be operated in the Bahamas and make routine trips to the United States to support fleet events. The OSV will support Anti‐Submarine Warfare Training, deployment and retrieval of Unmanned Vehicles, and routine harbor maintenance.

The MARV will need a crane capable of deploying and retrieving torpedoes, buoys, and small Rigid‐Hull Inflatable Boats. The MARV will host AUTEC specific equipment for T&E which will be provided as GFE for installation. This vessel will be constructed and operated as a Government owned public vessel. The vessels are expected to be operated up to 250 days per year with individual at‐sea durations not exceeding 20 consecutive days to permit researchers onboard to collect data, deploy scientific equipment, and perform scientific calculations. Desired Operational Requirements and Characteristics are provided below.

ACQUISITION OVERVIEW:

The MARV Project encompasses efforts to solicit a contract for the purchase and conversion of an existing OSV. The contractor shall provide a suitable vessel for conversion which meets the general principal characteristics and performance requirements below. After completion of all work and delivery to the area of West Palm Beach, FL the U.S. Navy will take ownership of the vessel and operate it as a government‐owned, Public Vessel.

It is envisioned that the vessel offered for conversion may have been in layup. Potential requirements will be:

1. Purchase As‐IS: The Government would perform a marine survey to assess material condition of the vessel. The contractor would be providing a vessel as‐is and would include all documentation, drawings, latest completed marine survey and spares (if applicable) on board the vessel.

2. Purchase with Activation & Conversion for Navy Requirements: The Contractor shall be responsible for directly obtaining the services of ABS and submitting an activation plan for approval. The Contractor shall supply all work necessary for the activation of the vessel from layup status to achieve active Class status for all survey requirements including any Special Periodic Surveys due.

The requirements for other actions or services may be required for delivery of the vessel to the end user, ready for sea in accordance with the ABS approved reactivation plan.

Other Deck GFE will be provided for installation such as: Ramp Recovery System, Telescoping Target Launching System (TTLS) , and overhead crane.

It will be required for the contractor to complete all the inspection and survey requirements for delivery of the supplied vessel with an International Load Line Certificate complete and valid for 5 years. The ship, once converted, shall be classed under ABS Offshore Supply Vessel, Ⓔ, A1, AMS, ACC, APS. The contractor shall be responsible for directly obtaining the services of ABS and then coordination of all inspection requirements and any repairs as a result. The services will include submission of all drawings necessary for approval and obtaining all analysis, inspections and surveys necessary for ABS class and International Load Line assignment.

The method for achieving this goal will be based on attracting potential bidders, with OSV construction/conversion and repair experience, to become primary contractors for overall project and delivery of a turnkey, completed vessel to government specifications. The contractor shall be responsible for meeting all requirements per #2 above and the following Navy Specific Requirements. With regard to Acquisition Overview Item 2, Activation and Conversion, only shipyards located in the United States would be eligible to submit a proposal. Accordingly, if a solicitation were issued under that paradigm a vessel owner not proposed to accomplish the Activation and Conversion would need to partner with a shipyard as the prime contractor. The Government is requesting industry’s expertise in consideration of the two approaches.

The contractor will be responsible for supplying all services (engineering, design, production, etc.) as necessary for the conversion to include design and installations of the foundations and modifications for Government Furnished Equipment (GFE). Conversion includes, but is not limited to, the following:

a. The conversion of any existing liquid mud tanks to ballast water tanks and the removal of any existing bulk mud tanks. Removal of all cargo rails.

b. The design, installation, and certification of a Contractor furnished, knuckle‐boom, deck crane. The crane shall be rated for 5,000lbs capacity in SS4 at 60’ reach, designed and certified to API 2C & ABS Guide for Certification of Lifting Appliances. The crane and foundation shall be designed, tested, and certified to OP‐4 requirements for ordnance handling.

c. The design and installation of a Contractor furnished hydraulic system to power the deck crane and GFE mission equipment.

d. Installation of deck sockets for the installation of GFE mission equipment listed above.

e. The installation and testing of the following (GFE):

1. Telescoping Target Launching System (TTLS) which is a modified hydraulic shipboard crane with a 24’ operating radius.

2. Ramp Recovery System (RRS), which is comprised of a centerline‐mounted U‐frame, a 10’ x 30’ recovery ramp for operation off the stern, and various other deck, hydraulic, and electrical installations.

SCHEDULE:

The notional schedule provided herein is for planning purposes only. The Government is not obligated to pursue this schedule or a future solicitation associated with this RFI. As a basis for response to this request, it should be assumed that an RFP would be issued in Fiscal Year 2026 and a contract for providing, converting and delivering an ARSV would be awarded in Fiscal Year 2027.

INFORMATION SOUGHT:

Interested parties are free to submit any information which may assist the Navy in its market research.

There is no page requirement/limit and a detailed proposal is not requested. Submission in PDF format is desired. Drawings sized to 8.5”x11” or 11”x17”. All other documentation sized to 8.5”x11”.

At a minimum, please provide the following technical data. If the Respondent has multiple OSV candidate vessels that meet the RFI requirements, a separate response should be submitted for each.

I. Vessel and Company Information

The following information is requested (Please use as a checklist):

1. Provide data and/or information on any vessel meeting or exceeding the key requirements identified in Table 1. If the proposed vessel does not meet an attribute or requirement then provide information on modifications required to address the requirement shortfall in the column provided. Data must be submitted on existing vessels only. If available, please include general arrangement drawings, and photographs.

2. Provide a description of the company's relevant experience.

3. Provide location of the vendor and vessel.

4. Provide company contact information.

5. Provide size of company as small or large. The North American Industrial Classification System

(NAICS) Code applicable to this acquisition is 336612, Boat Building. Small Business Size Standard for this acquisition is 1000 Employees. If your company is a small business please note whether you are HUB Zone, Service Disabled Veteran Owned Small Business, 8(a) or Women Owned Business.

II. Acquisition Approach Information

Additionally, please provide the following technical data based on the various acquisition approaches provided in the overview section.

Purchase of a Vessel As‐is

1. Provide a ROM Price for as‐is in the vessel’s current condition and location.

2. Provide the vessel’s most recent marine survey

3. Provide a list of spare parts if applicable and estimate for purchase

Purchase & Activation & Conversion for Navy Requirements

1. Estimated price for design, construction and delivery of a vessel meeting the requirements above.

2. Estimated schedule from day of contract award to delivery of vessel to Fort Lauderdale, Florida. Further breakdown of the schedule is requested, if possible, e.g., design phase, production, delivery.

3. Provide a separate rough order estimate to include installation of GFE Torpedo Tube into a vessel with the above characteristics listed in Table 1. This would include but not limited to design work with a naval architect, as well as an additional tank, or structural requirements to integrate the GFE into the vessel. Reference drawings can be provided to US DoD contractors who are able to receive Distro D CUI. The Navy welcomes any feedback/information related to the request for integration of a GFE Torpedo Tube into the proposed vessels.

Note: As a reminder interested parties do not have to meet all requirements listed in this RFI to submit a response. All responses received will be reviewed by the Government.

This RFI is open to all U.S.‐only interested parties. Should an RFP for acquisition of an existing Offshore Supply Vessels (OSV) vessel be issued, vessel proposals which originate outside the U.S. may be permitted as long as the prime contractor can meet all domestic United States manufacturing and solicitation requirements.

Respondents are solely responsible for properly marking and clearly identifying any proprietary information or trade secrets contained within their response. The Government will not be liable for, or suffer any consequential damages for any proprietary information not properly marked and clearly identified. Proprietary information received in response to this RFI will be safeguarded and handled in accordance with applicable Government regulations.

Responses to this notice are not offers and will not be accepted by the Government to form a binding contract or agreement. The Government will not be obligated to pursue any particular acquisition alternative because of this RFI. Responses to the RFI will not be returned. Not responding to this RFI does not preclude participation in any future solicitation, if one is issued, except that incomplete, or the absence of, responses from small business will inform a determination on whether there is an expectation for small business participation.
