About this file

This is a Justification and Approval (J&A) document authorizing other than full and open competition for a sole-source contract award to Oceaneering International, Inc. (OII) for Transfer Under Pressure (TUP) capability and modernization, including Surveillance Towed Array Sensor System (SURTASS-E) support.

The Naval Sea Systems Command (NAVSEA) is awarding this follow-on contract to OII for a period of performance from January 2024 through December 2028 (FY24-FY28), consisting of a base year plus separate one-year options. The TUP system decompresses rescued submariners following distressed submarine events. OII has been supporting the TUP capability since 2005 under contract N00024-18-C-4322 (ending December 2023) and is deemed the only responsible source capable of providing these services without unacceptable delays or cost duplication. NAVSEA published a sources sought notice on SAM.gov on August 3, 2022, and received no responses. The contract will use Operations and Maintenance (O&MN), Other Procurement Navy (OPN), and Research, Development, Test & Evaluation (RDT&E) funding. The contracting authority cites 10 U.S.C. 3204(a)(1) for this sole-source award.
