SUMMARY OF CHANGES
SECTION SF 30 - BLOCK 14 CONTINUATION PAGE
The following have been added by full text:
Reponses to Bidders’ Questions:
1. QUESTION: Request for an extension to the RFP due date. Given the current global supply chain market conditions due to the ongoing COVID19 pandemic, suppliers are taking up to 8 weeks to provide quotations. As a result, offeror respectfully requests an extension of 45 days until 22 April 2022 for this proposal.
RESPONSE: The Government has extended the proposal submission date to 07 April 2022 at 2:00PM.
2. QUESTION: Will the existing TSMS baseline software source code be made available upon contract award? Intent is not to re-use but to be used as a resource for GFI that is not provided and needed for software development (e.g. interfaces to ATOMS (reference 7/8 in the ATOMS IRS), DDCS, STDA, AI&R), missing sensor files (e.g., DT713 hydrophone, accelerometer, and other sensitivity), machinery contact and STP PS interface mapping, HJSCB IRS).
RESPONSE: The Government intends to provide available TSMS software codes for informational purposes only, post award. The government may have the TSMS baseline software source code from the ARCI release be available for TI20 VA BLK V NEWCON and VA BLK I-IV Modernization configurations at contract award, but will not include Columbia Class. Software can be provided at the conclusion of each release until the existing TI20 TSMS contract has concluded.
3. QUESTION: Attachment 6 is referenced, No GFP/E/M list was provided with solicitation. Can it be assumed that all existing non-production government property equipment will be made available for use, development and testing purposes? If not, please elaborate.
RESPONSE: Attachment 6 is a reserved attachment. If during award the Government determines that GFP/GFE/GFM is available for used, this attachment will be updated accordingly. However, offerors should not depend on GFE/GFE/GFM when proposing their technical solution.
4. QUESTION: In order to meet the requirement of using COTS and NDI hardware to minimize developmental cost, will the existing Technical Data Package (TDP) of the TSMS systems, applicable to the scope of work, be made available with unrestricted data rights enabling offeror to "build to print" and to maintain configuration of previously developed equipment? As examples, NDI equipment of any existing designs, which are not quotable / procurable through the incumbent, for cabinet structures and internal related components such as status panels, unit installation kits, Hydrophone Junction Signal Control Power Supply (HJSCB PS), Junction Signal Control Power Supply (JSCB PS) would require redesign if engineering documents are not provided with rights. Optimally, the entire TDP with traceability to bill of material OEM part number and manufacture be made available as well as any CAD models developed over the previous TSMS contracts.
RESPONSE: All cabinets and hardware including interfaces should be built to specification. The government does not plan to provide any existing design documents from previous TSMS contracts for a built to print.
5. QUESTION: The Non-Acoustic Data (NAD) assembly designed and manufactured by Elma Electronics, part number CAP005257 CAGE Code 76096, is not quotable due to a Non-Disclosure Agreement (NDA) in place. As such, non-recurring re-design of NDI equipment is the only option unless procurement rights are granted. Will the additional NRE and logistics costs associated with redesign of this or any other NDI items, Note Question 3, whereas existing "build to print" or permission to procure is not enabled be evaluated negatively? Please elaborate.
RESPONSE: All cabinets and hardware including interfaces should be built to specification. It is up to the offeror to decide whether they will design their NDI equipment or contract to the existing NDI manufacturer.
6. QUESTION: The SOW requires contractor to supply source information needed to run the TIGER model whereas the RFP requires contractor to perform.
Reference - SOW: Contractor shall participate in RMA WG and provide source data as required to support Readiness Based Sparing (Tiger Model) and TRIDENT Model calculations….
RFP: Contractor shall perform TIGER model prediction for a NAVY Sheltered environment (as approved by NAVSEA) to define the spares complement for the proposed design.
Please provide clarification if the offeror will need to actually perform or more simply provide source information for the TIGER modeling. If offeror must perform the modeling, will the application be provided as GFE?
RESPONSE: The offeror will need to provide source information for the TIGER model and TRIDENT model. The contractor is required to participate in RMA WG and provide source data to support sparing model calculations. In the RFP, it states that the "Contractor shall perform TIGER model prediction…" meaning to provide the reliability data for use to define/calculate the required TSMS spares. No application will be provided as GFE.
7. QUESTION: Similar to other recent NAVSEA contracts, offeror recommends that consideration be given to adding Long Lead CLINs for each production year to this RFP. Due to current global supply chain market conditions resulting from the ongoing COVID19 pandemic many supplier lead times have increased by over a year, including examples of 70 weeks for some electronic parts. The addition of long lead CLINs will allow for early procurements of these long lead parts, enabling yearly production schedules to be met.
RESPONSE: Updated Attachment 7, Production Quantity Pricing, to breakout the pricing of Long Lead Material (LLM) from the system. Long lead items are items with 14 months or more. These items are such as Connectors, Power Supplies, TSMS Interface Unit (TIU) Servers, Hydrophone Junction Signal Conditioning Box (HJSCB), Transmitter Junction Signal Conditioning Box (TJSCB), Maneuver Junction Box (MAJB), Optical Fiber Cable Components (OFCC). Updated Note E in Section B to provide a definition of LLM.
8. QUESTION: The RFP states the “Offeror must perform greater than 50% (inclusive of similarly situated entities) of the contract”. Additionally, the paragraph continues with “production cost will be included in the Offeror’s costs”. FAR 52.219-14, the cited reference, excludes materials for determination of the 50% threshold for supplies. Does the calculation for “greater than 50%” exclude the costs of material?
Reference: FAR 52.219-14 (e)(2) (2)Supplies (other than procurement from a nonmanufacturer of such supplies), it will not pay more than 50 percent of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count towards the prime contractor's 50 percent subcontract amount that cannot be exceeded. When a contract includes both supplies and services, the 50 percent limitation shall apply only to the supply portion of the contract.
RESPONSE: The cost of all materials is excluded from the calculation of the 50% threshold.
9. QUESTION: There is a conflict between RFP Paragraphs 1.4, 1.5, and Clause 52.215-20 regarding the method of proposal submission, i.e., para. 1.4 states to submit Volumes I and II of the proposals via the Solicitation Module of the PIEE suite https://piee.eb.mil/, and that proposals submitted via FTP or DoD SAFE will not be downloaded. Para. 1.5 states to submit Volumes I and II of the proposals via DoD SAFE, with the exception of classified information. Clause 52.215-20 states to submit the Cost Proposal via DoD Safe. Which method of submission should be used?
RESPONSE: Proposals shall be submitted via the Solicitation Module of the PIEE suite. References to DoD Safe in paragraph 1.5 and clause 52.215-20 have been updated in this amendment.
10. QUESTION: “If an Offeror’s proposed labor mix differs from the Government’s estimate by 10% or greater, in terms of the labor category distribution, the Offeror shall provide a rationale to explain how the Offeror’s proposed labor mix is more appropriate than the Government’s estimate.” Offeror could not find government mix estimation. Is the estimation available or should offeror submit labor mix as best determined?
RESPONSE: Attachment 12, TSMS Labor Mix, has been provided in this amendment.
11. QUESTION: The RFP requires an “Offeror Establishment Code for each prime and major subcontractor.” What is this code? Please explain.
RESPONSE: This requirement has been removed from the solicitation.
12. QUESTION: Is EVMS required under this solicitation? If so, is the Deviation 2015-O0017 applicable?
Under 2.2.1.2 Subsection 2.2 Other Information the solicitation notes that the offeror shall provide: Earned Value Management System Information in accordance with DFARS 252.234-7001 and IPMDAR is a required CDRL. However, the DFARS EVM clause is not included in Section H or I (252.234-7001, Notice of Earned Value Management System (DEVIATION 2015-O0017)(SEP 2015). Please confirm that the intention was for 252.234-7001, Notice of Earned Value Management System (DEVIATION 2015- O0017)(SEP 2015) to be included in the solicitation, and 252.234-7002, Earned Value Management System (DEVIATION 2015-O0017)(SEP 2015) would be included in any subsequent award.
RESPONSE: SOW par. 3.1.1.2 page 6 states, The Earned Value Management requirements within the Statement of Work are applicable to the production CLINs only. The engineering design development CLINs are waived from these requirements.
13. QUESTION: RFP paragraph 4.1 states the contract is for one base year plus eight additional option years.
This disagrees with other references including the CLIN structure which detail a base + 6 option years. Is
(1) one base year plus (6) six option years the correct period?
RESPONSE: This requirement is for one (1) base year plus six (6) option years. The paragraph has been updated in this amendment.
14. QUESTION: There are no quantities provided for TI26 Columbia production systems in attachment 7, CLINs 0111, 0311, and 0411 define them. It was assumed attachment 7 was for step ladder pricing in which deliveries of qty(1) were purposely not included. Please provide the desired production quantities for TI26 Columbia systems.
RESPONSE: The contractor is required to provide the prices for Attached 7, Production Quantity Pricing, which is for a procurement of more than one (1) quantity. Under Section B of the RFP, the offeror should provide the unit price for CLIN items with a quantity of one (1). The following Columbia production has a quantity of one (1) as identified under Section B. CLINs 0111, 0112, 0113 (TI24 Columbia), 0311, 0312, 0313 (TI26 Columbia), 0411, 0412, 0413 (TI26 Columbia).
15. QUESTION: In Section J series of Attachments 8-A, 8-B, 9-A, 9-B, 10-A, 10B 11A and 11B are listed as
TBD and were not provided with the RFP release. Will the attachments be made available for review?
RESPONSE: These attachments are marked TBD because the attachments will vary based on each offerors response to the data rights section of the solicitation. The attachments will be formed after receipt of proposals and will be included at contract award, if applicable.

SECTION B - SUPPLIES OR SERVICES AND PRICES
The following have been modified:
NOTE E
Offeror shall propose pricing for each production quantity identified in Attachment 7.
The Government may unilaterally exercise this option within the established production quantity pricing in accordance with FAR 52.217-7, incorporated in Section I. Furthermore, the Government has the right to unilaterally increase the quantity of these CLINs multiple times after it has been initially exercised as long as it occurs before the close of option exercise window stated under FAR 52.217-7. The quantity can be increased by any increment as long as the total quantity does not exceed the maximum quantity stated in the production quantity pricing for that CLIN. If this increase occurs within a 90 day period of other quantities exercised under the CLIN, then pricing for all hardware under that CLIN procured within this 90 day period shall be adjusted to the unit price from the production quantity pricing appropriate for the total quantity being procured. For quantity increases not occurring within a 90 day period of when other quantities are exercised under the CLIN, the Government shall use unit pricing from the production quantity pricing applicable to the quantity of hardware being added and the pricing of previous quantities under said CLIN shall not change.
The Government will fluctuate the production procurement quantity from year to year based upon Government needs in accordance with the established price for the quantity procured on Attachment 7.
Long lead items listed in Attachemtn 7 are items with ordering times of 14 months or more. If long lead items are not required in advance of the system option exercise, then the total unit CPIF cost will be utilized. It is the contractor’s responsibility to notify the Government at least 180 days in advance of option exercise, if the long lead items have changed (ex. An item that was not originally proposed as long lead, now has an ordering time of 14 months or more). This notification should include at a minimum, the material item and cost (traceable to the CPIF agreed to in the Attachment 7 Quantity Pricing) and an explanation of the cause of the change in lead time. However, this notification does not equal acceptance by the Government of a change to the long lead items and costs agreed to in Attachment 7. The total item CPIF cost contained in Attachment 7 shall govern at all times regardless of changes to long lead material items.

SECTION L - INSTRUCTIONS, CONDITIONS AND NOTICES TO BIDDERS
1.0 GENERAL
This procurement has been set aside for small business participation or similarly situated entities only.
Section I, Contract Clauses, contains FAR 52.219-14 (Limitations on Subcontracting). Pursuant to this clause, it is required that the Offeror must perform greater than 50% (inclusive of similarly situated entities) of the contract.
Direct and indirect costs incurred and expended for employees, engineering services, and development and production cost will be included in the Offeror’s costs for purposes of determining whether greater than 50% of the requirement has been met.
In the event multiple similarly situated small businesses join in order to meet the requirement to perform more than 50% of the effort, offerors are advised that there may be an inherent technical risk associated with no clear prime contractor in charge of ensuring successful performance. Offerors should consider this risk in determining how many partners are needed in order to comply with the greater than 50% requirement.
Each Offeror is required to submit a proposal that is sufficiently detailed and complete to fully demonstrate an understanding of, and compliance with, all of the requirements of the solicitation. Proposals shall contain only material directly related to this acquisition. Offerors shall submit all information required by this solicitation.
Offerors’ proposals shall be based on the requirements contained in this solicitation (including those documents, exhibits, and other attachments to the solicitation identified in Section J). Offerors shall submit a proposal encompassing all of the line items listed in Section B of this solicitation. FAILURE TO FOLLOW THE
INSTRUCTIONS OR CONFORM TO ALL REQUIREMENTS OUTLINED IN THIS SOLICITATION
MAY RENDER THE PROPOSAL NON-COMPLIANT AND RESULT IN REJECTION OF THE
OFFEROR’S PROPOSAL.
ONLY UNITED STATES COMPANIES ARE ELIGIBLE FOR AWARD AND SUBCONTRACTING
OPPORTUNITIES. The Offeror will need to have a Defense Security Service (DSS) issued SECRET facility clearance, providing for SECRET safeguarding capability at time of award for this contract.
Proposals submitted in response to the solicitation must contain a complete description of all pertinent aspects of the effort proposed by the Offeror. General statements such as, “the Offeror understands,” “the Offeror can or will comply with the requirements,” “standard procedures will be used,” “well-known techniques will be used,” or statements which merely paraphrase the solicitation in whole or in part do not constitute compliance with the requirements for proposal content. Data previously submitted, or presumed to be known (e.g., data or services previously submitted or performed for the Government) cannot be considered as part of the proposal unless explicitly incorporated into the proposal. Discussions of each topic in the proposal shall exhibit continuity and logical progression.
The performance specifications and other related controlled and classified files will be provided only to those companies with a validated security clearance and a need to know. Offerors shall request all documents, including access to classified documents, within ten (10) calendar days of solicitation release. Section L-1.3 outlines the process in additional detail.
This posting regarding this solicitation will be made available only through Contract Opportunities portal at https://www.SAM.gov. Offerors are hereby notified that from time to time, the Government may post additional information to the Beta SAM website relating to this solicitation (e.g. responses to questions, amendments, etc.). It is the Offeror’s responsibility to check the website for any such information.

1.2 Submission of Questions and Comments
Offerors may electronically submit written questions requesting clarification of solicitation requirements by sending an email to the Government Points of Contact in Section L 1.1. Emails to the Government Points of Contact should be addressed to all individuals listed in Section L 1.1. Offerors shall submit comments, questions, or inquiries only to the Government Points of Contact identified in Section L 1.1 of this solicitation. Do not submit communications to any other Government representative other than those identified in Section L 1.1. Only written questions may receive a response.
All such questions shall be received in writing within twenty (20) calendar days after release of the solicitation to allow the Navy adequate time to prepare and issue responses to all Offerors prior to the date and time set for receipt of proposals. Only questions transmitted electronically will receive a response. The Government will continue to accept questions up to the closing date and time of the solicitation; however, time may not permit responses to be issued prior to proposal receipt. Questions received after the time set forth above will not result in an extension to the proposal due date. All questions and responses shall be distributed via a posting to www.beta.sam.gov;
responses will not be provided via email to individual Offerors. Each question shall include the document name, document date, specific page, paragraph, clause or other definitive citation requiring clarification.
https://www.sam.gov/ mailto:james.r.vossler@navy.mil mailto:ashley.houghton@navy.mil
If an Offeror needs to ask a question on classified material, it shall notify the Government Points of Contact in Section L-1.1. An appropriate channel for the Offeror to pose its classified question will then be established.
1.3 Availability of Government Furnished Information (GFI)
Unclassified GFI
The Navy has established an unclassified Electronic Technical Information Center (E-TIC) to serve as the repository for unclassified technical information related to the TSMS Program. Offerors shall request access to E-TIC within 10 calendar days of solicitation release.
In order to gain access to the unclassified E-TIC, Offerors must have a valid PKI certificate and be able to supply your Joint Certification Program (JCP) number. If the Offeror has a valid PKI certificate, access to the E-TIC is gained as follows: First fill out an AIMTC Account Request form at the following link:
https://aimtc.nuwc.navy.mil. The following fields must be completed as follows: the ‘Branch’ or ‘Code’ you support is “PMS401”, the ‘Navy Sponsor POC’ is “Hayley Liedel”, the ‘justification for your need to know’ is “Prospective Offeror for the TSMS Competition” and check ‘AN/BQQ-10 TSMS Reading Room’ under the Electronic Technical Information Center (E-TIC) as the area for which you have a ‘need to know’. When the request form is complete, hit the send button at the bottom of the page and you will be notified that the request is being processed. An AIMTC User Account Information email will follow that provides you E-TIC login and password information.
Unsuccessful Offeror(s) shall destroy all Government furnished solicitation materials associated with this solicitation within thirty (30) calendar days of award. If a decision is made not to submit a proposal in response to this solicitation, the contractor(s) who received Government furnished solicitation materials shall destroy all materials received upon the closing date/time of the solicitation.
Classified GFI
Classified GFI will only be available to view in a classified reading room at NUWC Newport. Offerors shall submit their written and visit request to obtain access to classified material within 10 calendar days of solicitation release.
Companies/individuals who are interested in obtaining access to classified technical information must submit a written visit request to the Government POCs in Section L.1.1. Instructions to submit visit requests are provided at www.navsea.navy.mil/nuwc/newport. Primary POC is Russell Ondusko, (301) 227-2993, Russell.ondusko@navy.mil. Secondary POC is Helen Douglas, (401) 832-8158, helen.j.douglas@navy.mil. Once a prospective Offeror’s “need-to-know and security clearance” is verified, classified reading room details will be provided.
1.4 Electronic Submission of Proposals
Offerors wishing to submit a proposal in response to this notification shall submit a copy of each volume through the Solicitation Module of the Procurement Integrated Enterprise Environment (PIEE) suite at https://piee.eb.mil/.
