Draft RFP N00024-22-R-2105 Questions and Answers
Question Number: Source Document Reference Excerpt of Content Question: Government Response
1 Draft RFP N/A N/A
Will the Government provide draft versions of sections L & M of the RFP? If the Government is unable to provide draft sections of L and M, will the Government consider providing a minimum response period of 45 days for RFP?
Rationale: Draft sections L (Instructions, Conditions and Notices to Bidder) & M (Evaluation Factors for Award) of the RFP are two of the most important documents to help bidders understand the Government’s priorities and establish approaches to provide a competitive solution that meets the Government’s needs. Advanced copies of draft versions of these sections enable prospective bidders to assess the opportunity and prepare for a quick turn-around of a proposal once the final RFP is released. Without advanced draft versions of these sections, significant effort must wait until the final RFP is released, limiting the bidder’s ability to respond to the RFP in a timely manner.
The Government will not provide draft versions of sections L & M of the RFP. The Government will provide a minimum response period of 30 days.
2 Draft RFP Pg 41, Section C Statement of Work Paragraph
3.0
Draft RFP, Section C 3.0, Paragraph 5 states "The Contractor shall provide facilities near the Washington Navy Yard (WNY), DC, Huntington Ingalls Industries, Pascagoula, MS; Huntington Ingalls Industries, Newport News, VA; Naval Station Norfolk, VA; and Naval Station San Diego, CA. With exception to the WNY location, each facility shall be located within a 30-minute drive. The WNY facility location shall be within a 15-minute walking distance from the base. At each of these locations, the Contractor shall provide hosting capabilities for up to 25 people (at meetings near WNY support is required to host up to 100 people in a conference space) to include Virtual Teleconference (VTC), audio conferencing and audio/visual projection."
The 15-minutes walking distance requirement severely limits prospective bidders. Considering meetings requiring up to 100 people are not likely to be everyday occurrences, would the Government consider changing the WNY facility location requirement to be within either 15-minutes driving distance to WNY or 5 miles of WNY?
The Government will take this request into consideration.
3 Draft RFP Pages 2 – 32 Section B CLIN Structure provided in Section B As all labor CLINs are listed as CPFF with a pre-defined quantity of hours, is it the intention of the Government to evaluate this as a Lowest Price, Technically Acceptable competition?
The Government's source selection strategy will be released with the final RFP.
4 Draft RFP Section C Statement of Work General question Would the Government consider adding completion scope to allow bidders to differentiate themselves on something other than average hourly rates?
The Government does not contemplate completion scope for this requirement. Bidders will have an opportunity to differentiate themselves on technical factors in addition to cost factors.
5 N/A N/A N/A
In order for the Government to be able to evaluate the specific capabilities of bidders as related to SSDS, please consider including sample problems related to the characteristics of SSDS that differentiate it from other ship class SI&T contracts, emphasizing unique SSDS aspects such as:
• NATO Seasparrow Surface Missile System integration to include MK 9 Tracker Illuminator, MK-29 trainable launchers, 2T uplink, and ESSM Blk 2 integration, especially the associated complexities when conducting Waterfront Integration Testing
• RAM integration to include use of ES system inputs as part of the fire control loop
• Future rotating variant of EASR radar integrated with CEC and SSDS
• Hardware such as the Network Server Group, Command Control Group, Remote Display Processor Cabinet, Multi-Purpose Enclosure, Tactical Control Console, and Auxiliary Processing cabinets
In the final RFP the Government intends to include three (3) sample problems, with each one focused on one of the three (3) major task areas.
6 Draft RFP Pg 41 Section C Statement of Work Paragraph 3.0
3.0 …The PMP shall support the Government schedule requirements in accordance with the SSDS MK 2 Fielding Plan (Attachment J-02).
Can the Government provide an advanced copy of the SSDS MK2 Fielding Plan (Attachment J-02)? The SSDS MK2 Fielding Plan is available in the Bidder’s Library.

Section B
Section B, CLIN's X004 for Material and ODCs
As written, the RFP states no fee on Material and ODCs. Due to the contractor burdened risk in procuring material and incidentals, and precedent programs of record that receive fee on Material and ODC CLIN's, will the Government consider changing CLIN 0004, 1004, 2004, 3004, 4004, 5004, and 6004 contract type from COST to Cost Plus Fixed Fee (CPFF)?
The Government will take this request into consideration.

The government has selected (indicated with an X in the block) the following items:
c. Receive, Store and Generate Classified Information or Material
d. Fabricate, Modify, or Store Classified Hardware
l. Receive, Store, or Generate Controlled Unclassified Information (CUI)

Draft RFP
N0024-22-R-5105 Dated 19 Nov 2021
Section 3.0 Requirements
Paragraph 3.1.3.2 The Contractor shall review, modify, and update CS Element Installation/Interface Control Drawings
Paragraph 3.1.3.4.6 The Contractor shall develop and provide Installation Control Drawing, Interface Control Drawings, and Topside Sensor Models to facilitate the preparation of ship integration designs.
The Contractor shall utilize the existing 3D CAD data where appropriate
The words Review, Modify, and Update imply that the CS Element Installation/Interface Control Drawings are generated and completed by others and submitted to contractor for review, this wording appears to be inconsistent with Paragraph 3.1.3.4.6 which list the contractor as developing the Interface Control Drawings.
Suggest rewording to include "develop".
Request Government clearly articulate what documents the Contractor will develop, modify and review during execution of this contract.
The Government will clarify these task statements in final RFP.

Section B
Contract CLIN Structure
In the draft RFP CLIN structure, it appears the Government intends to utilize a SLIN construct to support ease of invoicing against CLIN's. Given the incremental funding of these contracts, would the Government consider a priced CLIN contract construct with one Task Instruction (TI) per CLIN?
This is beneficial to the Government should an emergent change to the SOW arise (e.g., additional scope to overcome an integration challenge on new equipment) the Government could induce a TI update rather than a contract modification to update the SLIN.
The Government will take this comment into consideration.

oes the Government intend these values to be burdened or unburdened?
