The following have been modified:

4. QUESTION: Did the government receive any feedback from oil skimmer companies that said that they could meet the draft spec and if so can the government provide industry with this information?

ANSWER: The Government has verified that there are oil skimmer companies that are capabable of building a skimmer that meets the specification. It is the responsiblity of the offeror to ensure an oil skimming system is selected that will meet the full requirement.

5. QUESTIONS: The government is requiring the use of ASTM Standard F631-93 for testing, there is a newer version ASTM F-2709 shall this be used in place of ASTM F631-93 or be used in conjunction with ASTM F-2709 or not used at all?

ANSWER: The new standard (ASTM F-2709) may be used in conjunction with ASTM F631 as it does call back to use F631 for testing guidance.

6. QUESTION: The Government is requiring that the contractor to supply testing certification for the Integrated Oil Skimming System with its proposal. What exactly is the government wanting for documentation? Is it that it meets the requirement listed below. Does the government require that the Oil Skimming System documentation come from it being tested on a boat or a towed vessel or does the require that the Skimming system be tested and provided the documentation.

ANSWER: In accordance with the RFP, the Government is looking for the documentation that the skimming system will meet the requirements of Specification Section 593. Per RFP Section L-3.1.1.G, if testing data has not been validated by the National Oil Spill Test Facility available for the RFP, offerors must provide test data that shows the Oil Skimming System is capably of meeting the oil skimming effiency requirements. The Government requires the skimming system to be tested and for the builder to coordinate with the National Oil Spill Test Facility for the best approach to test the system before boat acceptance. The Government expects to receive the same documentation sent to the builder from National Oil Spill Test Facility for the TDP prior to boat acceptance in accordance with Specification Section 593.

7. QUESTION: "Is the Government interested in newer technology skimmer systems knowing that it will not be the exact same as what is being currently used within the Navy as long as it can meet or exceed the requirements of :

A. The test data must be specific to simulated recovery operations of DFM and JP-5 at towed speeds ranging from 0.5-2.5 knots in calm and protected water surface conditions. Testing shall be accomplished consistent with NAVFAC ESC Technical Report TR-2209-ENV

B. Documentation via third party testing described in Section 593 shall be provided to the government to support a minimum Throughput Efficiency of 65%, a minimum Recovery Efficiency of 60%, and a minimum Recovery Rate of 6.5 GPM using ASTM Standard F631-93 encountering a 1mm slick thickness of DFM and JP-5 at towed speeds of 0.5 – 2.5 knots in calm and protected water surface conditions."

ANSWER: In accordance with the Section M-2.1.1.G of the RFP, the Offeror’s Integrated Oil Skimming System description will be evaluated based on whether the information provided describing the Offeror’s Integrated Oil Skimming System demonstrates the ability to achieve a functional system as laid out in the Specification (Attachment 1). The Offeror’s system will also be evaluated on the test data of the proposed Integrated Oil Skimming System to determine if it meets the requirements laid out in Attachment 1.

8. QUESTION: It appears from the specifications that Government is looking for the exact same system that has been provided to the government for the last 20 years, is this what the government is expecting?

ANSWER: The Government does not require the exact same system that is currently in use. The contractor shall provide a system that meets or exceeds the specification requirements.
