| 1 | 4/27/21 | RFP | Contractor received IWO JIMA RFP on Friday, April 23rd. We are in the process of downloading, printing, and distributing specifications, and attachments that we received on 4/26/21; however, we still do not have drawings. The magnitude and complexity of this package far exceeds a normal DSRA which means that the amount of time to prepare a competitive estimate and to comply with the new technical requirements is insufficient. Before we can start we have to incorporate two Erratas in excess of 650 pages. The solicitation indicates an award in November 2021, which is 5 months after the current bid date. It is highly recommended and requested that the Government provide additional time to the Contractors, subcontractors, and material vendors to assemble very complex proposal/s in support of the newly added Section L and M requirements. For the above reasons, and others, there will be questions and requests for clarification that will drive the bid date to the right; so, extending the bid date now will result in improved proposals as required by the first time, new requirements. Please consider extending the due date to July 30, 2021. This will still leave in excess of 3 months to evaluate competitive proposals and make an award without delaying the solicited November awar | Answered in Amendment 0001 | ||||||||
| 2 | 4/27/21 | Attachment J-1 | Standard Items FY22 CH 1 | The solicitation does not talk to the FY or Change of the standard items. However the standard item index provided with the specc indicate Category I & II Standard items FY22 and the Change 1 is applied to certain standard items. Please confirm the contract is applying FY22 CH 1 | Answered in Amendment 0001 | |||||||
| 3 | 5/4/21 | Attachment J-1 | 259-80-001 | 2.2 | In the list of material on Ref 2.2, Pc F-8 has QTY REQD 1 ea. expansion joint composite kit. In general note 15, it describes the material in the kit as 25 feet long. This appears to be enough for only one expansion joint. Please confirm the material listed in F-8 is for one expansion joint only and the drawing is calling for the modification to be accomplished on 6 expansion joints. | Ref 2.2, Pc F-8: should be 6 EA. | ||||||
| 4 | 5/4/21 | Attachment J-1 | 526-80-001 | 2.2, 2.3 | Para 3.1 states to accomplish the requirement of 2.2 and 2.3. Ref 2.2 shows locations of 27 each 12" split pipe scupper assemblies. Then ref. 2.3 is for the details of ALL the scuppers on the vessel. All sizes and hardware, etc. The item should say "accomplish 2.2 using 2.3 & 2.4 for guidance. Please confirm the Contractor is only renewing the 27 each 12" split pipe scupper assembles in the locations identified on the reference 2.2 | Do not concur. General Note 5 of 2.3 states: “The purpose of this drawing and Ref. 3 is to remove steel downcomers and install new synthetic downcomer on the hull." 2.2 identifies the downcomers to be replaced and 2.3 replaces those downcomers identified by 2.2.
