Q1: The solicitation provisions at M.1.2 are clear and unambiguous with respect to allowable teaming arrangements for proposals submitted in response to the IDIQ (and rolling admission) solicitation. What is not clear is the impact of these restrictions on teaming arrangements for post award task orders, including those where IDIQ awardees are provided a fair opportunity to compete in accordance with FAR 16.505(b)(1).
(a): Is it the government’s intention that the same restrictions apply to delivery orders or task orders issued under the resulting IDIQ contracts?
(b): Under what circumstances will awardees be required to obtain consent to subcontract (IAW FAR 52.244-2) for additional teammates on individual delivery orders or task orders?
R1: (a) Yes, the same restrictions do apply to delivery orders and task orders. (b) The MAC IDIQ’s do not restrict the Prime contractor from adding subcontractors after award. The Prime shall notify the PCO of the planned addition to the team. By doing so, the PCO can make sure the subcontractor being added is not part of another team which could create a conflict.
