This document contains a Request for Information and Sources Sought Notice from the Department of the Navy Naval Sea Systems Command regarding the replacement of the Navy Cable Ship T-ARC(X).
The Navy seeks information on existing cable ship designs or other ship designs that could meet stated requirements to replace the aging USNS ZEUS (T-ARC 7) with a new class of one to two Navy cable ships. Interested parties are requested to provide descriptions of proposed designs, engineering and construction capabilities, experience on similar ships, company information, and risk areas to consider. Responses are due by April 7, 2020.
The Navy anticipates holding an industry day in April 2020 and releasing a request for proposals for industry studies in fiscal year 2020. A second request for proposals for lead ship detail design and construction with an option for a follow ship is planned for fiscal year 2023. The new cable ship(s) are intended to have a service life of 40 years and be delivered within 48 months of contract award.

| How many vessels are expected in the T-ARC(X) class? | Two vessels are expected. |
| Can a design agent also act as the required Propulsion SSV? | As long as the prime contractor is not acting as the design agent, the Propulsion SSV and the design agent may be the same company. Note that the prime contractor is required to have facilities capable of building a T-ARC(X) vessel. |
| What is the Navy's plan for the shipboard C5ISR suite? | Naval communications equipment will be provided as GFE and installed by the Government with shipyard support. This will be detailed in the Naval Communications System Turnkey Approach to be provided for the DD&C contract. Communications equipment apart from naval communications equipment will be CFE. |
| Who does the Navy anticipate as the C5I platform system integrator? The Navy or industry? | The roles for Navy and industry will be defined in the Naval Communications Systems Turnkey Approach to be provided for the DD&C contract. |
| Has the Navy identified any special C2 requirements? | C2 requirements will be provided in the T-ARC(X) System Specification. |
| Is the vessel to be built to ABS Steel Vessel Rules (SVR) or ABS Naval Vessel Rules (NVR) requirements? (With which Notations ACU, ACCU, etc.?) | Vessel will be designed and built to ABS Marine Vessel Rules (MVR). ABS Notations, which include Baltic 1C Ice Class, will be provided in the T-ARC(X) System Specification. |
| Does the T-ARC(X) have any specific noise specifications? | T-ARC(X) does not have a radiated noise requirement. The T-ARC(X) System Specification includes airborne noise requirements and sonar self-noise requirements. |
| Are there any MIL-SPEC or shock requirements? | The T-ARC(X) System Specification does not include any shock requirements and limited MIL-SPEC requirements. |
| Are the T-ARC(X) vessels required to meet SOLAS, 46CFR, 33CFR, and/or 40CFR requirements? | Yes, the T-ARC(X) vessels will be design and built to these regulations, current EPA and IMO air emission requirements. |
| What is vessel's operational profile, i.e. fast transit, slow transit, DP, tracking, plowing, loitering etc.? | A Notional Annual Operating Profile that includes days per year and speeds for each operation condition is being developed, and will be included in the T-ARC(X) System Specification. |
| Anticipated power available for main propulsion? | The RFI posted to beta.SAM.gov included notional vessel characteristics. The T-ARC(X) System Specification will include the requirements from which power can be estimated. |
| Are both diesel mechanical and diesel electric to be considered for main propulsion? | The T-ARC(X) System Specification allows both options for main propulsion. |
| The RFI states a 15 kt Speed Requirement, but speed was not included in the Industry Day Brief. Can the Government clarify if 15 kts is still a key requirement? If so, can the Government clarify what is the associated conditions for meeting this speed requirement in terms of sea state, percent MCR, and load condition? | The vessel is required to have a sustained speed of 15 knots measured at full load displacement, calm water (no current, wind or waves), clean bottom, and propeller(s) using no more than 85% of shaft horsepower. |
| What Bollard Pull will be required? | The T-ARC(X) System Specification includes a 120 MT bollard pull requirement. |
| Any specific issues with Zeus' propulsion system? | Lessons learned from the ZEUS have been incorporated into the T-ARC(X) System Specification. |
| The Government noted the "cable deck" and "cable highway" during Industry Day. Is there a requirement for the cable deck/highway to be enclosed or can it be open on weather deck? | The Cable Highway shall be enclosed as defined in the System Specification. The Cable Highway includes the cable tank tops, cable troughing, repeater facilities and cable machinery. The aft working deck is open to the weather. |
| How will the lay down and touchdown point of the cable be tracked? | The cable touchdown point will be monitored via MAKAILAY cable lay software using sensor inputs such as ship position, ship speed, cable speed, cable tension, current profile, water depth, and bottom contour. |
| Will an ADCP current meter be installed on the ship? | An ADCP system is required as well as an Acoustic Navigation and Tracking System. |
| How many acoustic sensors are expected to be installed on the T-ARC(X) ship? | Acoustic systems will include a Deep Water Multibeam Survey System, a Sub Bottom Profiler, an Acoustic Navigation and Tracking System, an Acoustic Doppler Current Profiler, and a Singlebeam Survey System. |
| What are the frequency ranges and resolutions for required acoustic sensors? | Acoustic system requirements, including frequency range, will be provided in the T-ARC(X) System Specification. |
What sensors will be used on the ROV to be deployed through the Moonpool? The ROV will be deployed over the side, not through the moonpool. ROV sensors include forward looking sonar, cameras and lights, altimeter, fluxgate compasses, inclinometers, responders compatible with the ANTS system, pressure transducers, and a battery powered beacon.
