REQUEST FOR INFORMATION (RFI)

BACKGROUND

PMS 505, Fleet Introduction and Sustainment, is responsible for life-cycle management for Littoral Combat Ships in the US Navy. In-service life cycle support of these ships comprises: integrated planning, programming, and execution of the maintenance, repair and fleet modernization program, including the provision of all technical and logistics support required to maintain, repair, modernize, and improve performance of these ships.

The Navy contemplates the following:

The Naval Sea Systems Command (NAVSEA) is considering rolling admissions per the terms and conditions of previously issued solicitation N00024-18-R-4325. The purpose of this rolling admission is to expand the contractor base of ship yards capable of performing the required maintenance, repair, and modernization of LCS Class Ships by awarding additional IDIQ MAC prime contracts.

NAVSEA may release a solicitation in the FY20Q4 timeframe for rolling admissions to the current LCS ship repair Indefinite Delivery/Indefinite Quantity (IDIQ) Multiple Award Contracts (MACs). The ship repair Indefinite Delivery/Indefinite Quantity (IDIQ) Multiple Award Contracts (MACs) are supply contracts with incidental service elements. The supply being procured is the repaired, mission-ready vessel, which is returned to service within the Fleet. An offeror may propose to be MAC I contract holder. IDIQ MAC I HOLDERS (“BIG MAC”) have the capability of performing all work both CONUS and OCONUS (Ref Below Capabilities 1 - 5), and must have a certified drydock. The work will be for LCS ships homeported in San Diego, CA. Provide all required facilities and supporting services and equipment (except those furnished by the Government under express provisions of this contract or subsequent Delivery Orders (DOs)) in the San Diego, CA homeport.

After rolling admissions awards, the Government will solicit individual Delivery Orders amongst the MAC- IDIQ holders based on actual work packages. This solicitation is for a Firm Fixed Price type contract that includes provisions to issue cost type delivery orders. Since there are firm fixed price CLINs anticipated to be included in the solicitation, a DCAA approved accounting system is not required to be eligible for award of a prime contract. However, successful awardees would not be eligible to receive a cost type or flexibly priced delivery order until a pre-award survey of the offerors accounting system design complies in all material respects with the criteria contained in the Pre-award Survey, SF1408. The Government would expect to compete Delivery Orders among the MAC-IDIQ holders on a Fixed Price basis to the maximum extent possible. However, Cost Orders and sole source orders may be issued as necessary if requirements’ fidelity and urgency precludes Fixed Price and/or competitive action.

NAVSEA is currently contemplating awarding MAC-IDIQs in the San Diego, CA homeport area to complete the following types of work via rolling admissions:

1. Maintenance, Modernization and Repair on LCS homeported in San Diego, CA and CONUS. (MAC I

Efforts)
