APPENDIX 1: Purpose and Objectives

The Government is seeking a mix of both conventional and innovative solutions to the performance of Operations and Maintenance of the AEGIS Sites. The proposed contract would be for the contractor to perform Operations and Maintenance of the Naval Systems Computing

Center (NSCC), Combat Systems Engineering Development Site (CSEDS), SPY-1A Test

Facility, associated functions including but not limited to network connectivity, cyber security, equipment maintenance, and Configuration/Data Management (CM/DM). Contractors must have experience in providing this type of support in a private or Government setting. The

Government will review capability statements from industry partners to see if they can meet, improve upon, cost effectively adjust or transform, or exceed the proposed requirements.

SCOPE OF WORK

The work scope is herein provided to enable qualified business firms to understand the minimum, yet complex level of support necessary to provide for the operation and maintenance of the AEGIS Sites. This program requires continuation of a long range plan to support the development, upgrades and acquisition of the AWS by maintaining high availability of installed development assets. Support requirements are driven by AN/SPY-1 Radar System requirements, AWS new baseline developments, upgrades and incremental improvements, the Fleet

Modernization Plan and scheduled ship availabilities. Efforts related to this work are also directly tied to other Government Baseline Development contracts and the scope of work requires continuity between development, integration, and test support. Any contract awarded based on a subsequent Request for Proposal is expected to provide operations and maintenance support of development efforts.

REQUIREMENTS

The contractor shall provide engineering, logistics, quality assurance, configuration management, common tools maintenance and administrative support for the operation and maintenance of the AEGIS Sites. Support and maintenance includes the Navy's Combat System

Engineering Development Site (CSEDS), SPY-1A Test Suite (SPY-1A) and the Naval Systems

Computer Center (NSCC), which consists of the Program Generation Center (PGC), Computer

Program Test Site (CPTS), Remote Network Facilities, Computer System Engineering & Test

Center (CSETC), and Analysis and Data Reduction Center (ADRC). These sites are utilized in research, development, testing, training, special Navy-directed experiments, production, and maintenance of the AEGIS Weapon System (AWS) and AEGIS Combat System (ACS) for U.S.

Navy AEGIS Cruisers (CG), Destroyers (DDG), other ship efforts, and AWS and ACS sold under the Foreign Military Sales (FMS) Program. These sites can also support the utilization of other government programs, such as Littoral Combat Ship (LCS), Future Frigate, United States

Coast Guard (USCG), and ship modernization as approved by the Navy.

The contractor shall provide AEGIS trained and qualified engineering, technical, administrative and support personnel to continue the operation, maintenance and administration of CSEDS, SPY-lA, and NSCC.

The contractor shall support AEGIS Technical Representative (AEGIS TECHREP) maintenance of Cyber Security accreditation per DoD Risk Management Framework (RMF) [DoD Instruction

8500.0 I]. The contractor shall perform the functions of the Information System Security

Engineer (ISSE) for the AEGIS Classified and Unclassified Core Enclaves at CSEDS on an ongoing basis. The contractor shall also perform regular operational management and maintenance of the CSEDS Cyber program under the direction of the Command Information

System Security Manager (ISSM), including Information Assurance Vulnerability Management

(IAVM), IA risk assessment of all site configuration changes, and completion of IA documentation to include Platform IT Risk Approval (PRAs), Authority to Operate with conditions (ATOs), Interim Authority to Test (IATTs), and Interim Authority to Build (IATBs).

The contractor shall maintain the certification requirements of DFARS 252.239-7001, Information Assurance Contractor Training and Certification.

The Contractor shall provide building/facility maintenance and services at CSEDS in addition to telecommunications for CSEDS, SPY-1A, and NSCC. The Contractor shall also provide utilities required to operate AEGIS sites.

The Contractor shall provide security at all sites to protect facilities, equipment, computer programs, documentation and data. Security is under the jurisdiction of AEGIS TECHREP and

Navy Criminal Investigative Service (NCIS) except in specific areas approved by AEGIS

TECHREP.

The contractor shall support the construction of the space required to incorporate new Technical

Insertion (TI) development suites and installation of TI equipment in CSEDS and NSCC. This includes, but is not limited to, procurement support for non-GFE as required, logistical support for receipt of materials, both GFE and Contractor Furnished Equipment (CFE), identify and fit-up required facility modifications, physical installation of TI suite at CSEDS and NSCC, perform

Initial Light Off and manage all tasking and budgeting.

The contractor shall employ Continuous Process Improvement (CPI) techniques -- the on-going systems engineering and management actions of assessing, tailoring, implementing, and improving processes. This requirement ensures that the contractor will continually monitor processes in order to ensure efficiency and cost effectiveness.

LOCATION OF SUPPORT

The contractor will manage and operate the AEGIS Sites.

Support will be provided at the following locations (unless they are relocated or otherwise moved or established) as a minimum:

Contractor’s Facility
