7 August 2018 Responses to Questions:

1. Question: Regarding the response to question #8 in the Q&A release of August 1, 2018, the Government noted that “Attachments will not be accepted.” The RFP in section L.2, first paragraph (page 184) states that “The drawings, specifications, Classification Society and Regulatory Body certificates, test data, analyses, and other technical documentation related to the commercial vessel design and the Proposed EPF 13 Baseline Design required by Factor 2.0 are excluded from the page count.” Our interpretation of this sentence is that supplementary material that provides details or supporting data can be added as attachments to Volume I. Can the Government confirm that these attachments can be added to Volume

Answer: “The drawings, specifications, Classification Society and Regulatory Body certificates, test data, analyses, and other technical documentation related to the commercial vessel design and the Proposed EPF 13 Baseline Design required by Factor 2.0 are excluded from the page count.”

2. Question: Additionally, Factor 3 includes the statement “The offeror shall provide facility qualifications or certifications, by whom, and when, expiration/renewal dates, and provide a copy of the qualification or certification.” Since this requirement may run to several thousand pages, can the Government add Factor 3 to the sentence cited above that excludes technical material from the page count of Factor 2? This would apply the same standard to Factor 3 as for Factor 2 and allow offerors to meet the facilities requirement while staying within the page

Answer: The RFP will be updated.
