Mission: Rapid Transport Description: Provides Combatant Commands
(COCOMs) a 35 knot intra-theater transport of over 600 tons of combat ready units over 1200 nautical miles with ability for off-load in austere environments without reliance on shore infrastructure
Platforms: Merges Theater Support Vessel (TSV) and Navy High Speed Connector (HSC) Programs. Leverages Navy’s Core Ship Acquisition Competency. Provides cost effective, common logistics support platform for Army, Marine and Navy warfighters.
Employment: Provides the ability to transport combat ready units rapidly over intra-theater distances without reliance on shore based infrastructure and in austere environments
• Intra-theater Littoral Maneuver
• Seabasing Support
• Support to Global War on Terrorism EPF is leveraging commercial technology and commercial design.
System Description
Distribution Statement A: Approved for Public Release; distribution is unlimited 1212
Rapid Transport:
Focused technology to meet warfighting needs. Provides COCOMs a 35 knot intra-theater transport of over 600 tons of combat ready units over 1200 nautical miles with ability for off-load in austere environment without reliance on shore infrastructure.
Program Structure:
Post Milestone B. The Navy awarded a fixed price incentive contract on November 13, 2008 to Austal USA in Mobile Alabama for detail design and construction of the lead EPF plus 9 EPF ship construction options. All 9 ship options have been exercised and the program is on schedule. EPFs 11/12 were awarded on September 15, 2016. EPFs 1-9 have been delivered to the Navy, 10 – 12 are under construction.
EPF
Concept Contract Award Delivery
Joint Focus:
Merges Theater Support Vessel (TSV) and Navy High Speed Connector (HSC) Programs. Leverages Navy’s Core Ship Acquisition Competency.
Provides cost effective, common logistics support platform for Army, Marine, and Navy warfighters.
Commercially Based:
Leverages extensive commercial investment in high speed vessels possessing organic cargo handling capability to provide effective, affordable military capability from a non-developmental item
Streamlined Acquisition:
Concept to Shipbuilding Contract in 2 ½ years with ship delivery 48 months after contract award, greatly accelerated over typical Navy development and ship construction approaches. Keys to success:
(1) Stable requirements; (2) Minimize change; (3) Production efficiency
