STATEMENT REQUIRING CLARIFICATION OR QUESTION ANSWER

ACOMS PAGE NO. Page

To effectively participate in the Barracuda Program, potential offerors will need access to the mine threats critical energy (Ec) requirement to sympathetically detonate the energetic mine fill. Will the government provide the Ec values for all the mine threats identified?

General target information is included in the classified annex of the SPS, which will be provided with the final RFP both as GFI and the Bidders Library. The Ec values are not available.

ACOMS PAGE NO. Page

To effectively participate in the Barracuda Program, potential offerors will need access to the ACOM technology developed by ONR funding SS DTE.

Presumably, the Government obtained Government Purpose Rights or Unlimited Rights to the technical data associated therewith. In order to promote competition under the Barracuda Program, what steps will the Government take to provide this technical data to potential offerors?

Yes, Acoustic Communications data will be provided as part of the Bidder's Library and/or GFI for the final RFP.

3 RFP Statement of Work

1.0 “The Contractor shall design, build, and test the Barracuda mine neutralizer (herein referred to as Barracuda”). “The Barracuda consists of an in-water expendable mine Neutralizer Vehicle and Communications Buoy, and its associated support equipment.”

3.2.2 Design and Development: “The Contractor shall design and fabricate three variants of the Barracuda system. Three variants are: a War Shot, an Exercise Variant, and an Inert Variant.”

3.2,8: Analysis: ..Refers to modeling of communications buoy

The solicitation defines no CLIN or deliverable for communications Buoy, and there is no reference to design or build of a buoy in the SOW, and scope in section 1.0 is explicit that design, build , and test applies to the Neutralizer component.

The solicitation points to attachment J for government furnished, but there is no GFE list contained or referenced in attachment J.

Conflict: there appears to be no tasking in the SOW to design or build a Comms Buoy, suggesting it will be GFE, but there is no reference to it as a GFE item.

Section 1.1 1 System Overview states Barracuda will be deployed from a USV and USV acts as the relay back to LCS. Not sure how the comm buoy referred to in 3.2.8 fits into the overall system architecture. Will the comm buoy also transition as one of the payload requirements for the USV?

The Contractor will design and build the Barracuda system, which includes a communications buoy. Clarification is being added to the System Performance Specification and the SOW, which will be issued with the final RFP. Specifically, the Barracuda conceptual physical configuration consists of an in-water expendable mine Neutralizer Vehicle and Communications Buoy. The Neutralizer Vehicle and Communications Buoy will be capable of being packaged together into a single A-sized sonobuoy launcher container as the payload requirements.

Performance Specification for the

Barracuda Mine Neutralizer, pg 7

If any of the following conditions occur, a neutralization run will not count for or against the calculation of PK:

• a false contact was provided by the original detection system,

• Barracuda does not safely separate from the deployment platform,

• the location uncertainty of the precursor detection system exceeds the MILCO Detection Volume (MDV),

• an invalid mission plan is provided to Barracuda,

• or if Barracuda is launched outside of the target engagement window (for example, greater than 450 meters, as a projected horizontal distance on the sea surface, from the target)

The MDV is defined as the cylindrical volume in which a single target has been previously located and classified as a MILCO. MDV size depends upon the localization error from the previous detection system. The parameters of the MDV are enumerated separately for Near Surface, Volume, and Bottom targets (see Classified SPS).

The Target Engagement Window is described as the area in which the Barracuda will be launched, but is not otherwise defined. Please define the Target Engagement Window and how it relates to the MILCO Detection Volume (MDV).

There is no direct relationship between the MILCO Detection Volume (MDV) and the target engagement window. The target engagement window is intended to define an acceptable water entry point for the Barracuda to engage the MILCO. It is not expected that the Barracuda would meet the Pk requirement when placed outside of the target engagement zone, so those events would not be counted against the system Pk. The target engagement window will be defined during the design process.

STATEMENT REQUIRING CLARIFICATION OR QUESTION ANSWER

Performance Spec Draft, page 1, section 1.2, page 21, section

3.14 and page 24 (SPS- 14)

Is GPS acceptable for use in the buoy to support navigation for localization and if so is commercial GPS acceptable or does it need to be SASSM based military GPS?

Localization methods are within the proposed design trade space for the Offeror.

GPS is within the trade space for the contractor. As such, there are no specific requirements in the SPS or IRS regarding GPS. However, there are requirements regarding the use of GPS in the revised SOW (to be released with th final RFP): "If GPS is employed within the design of Barracuda, the Contractor shall ensure that Barracuda is capable of a neutralization run can be conducted when operating in a GPS degraded or denied environment. Additionally, the NDAA of 2011 requires GPS units procured after 2017 to be M-code compatible unless a waiver is received from the Secretary of Defense.

16 Draft Solicitation The draft solicitation does not contain an OCI Mitigation clause for the incumbent NAVSEA or ONR Barracuda/NEMO support contractors. Does the government intend to remedy this OCI omission or has it already been determined that an unfair advantage does not exist as defined in FAR 9.505?

Section L will contain the OCI clause which all contractors are required to comply with.

SF-33 Table of

Contents, Part III, page

The draft solicitation does not contain Sections L or M despite the indication marked in part III of the Table of Contents. Since these sections are key to any offerors successful bid strategy and advance planning, will the government provide these sections in advance of the formal release of the RFP? If not, why?

The Government does not intend to provide sections L or M prior to final RFP release.

18 N/A

1) The draft solicitation does not contain a GFE listing. Will the Government GFE/GFM developed under previous or existing contracts be made available to the successful offeror to support their proposal and bid?

2) Will an offeror be able to propose required GFE/GFM/GFI as part of their respective bid? The Government will provide data related to SSDTE and other efforts as part of the

For questions 1 and 2, sensor data to accomplish identification is within the proposed design trade space of the offeror.

Terms of Use Agreement--

Attachment 1, page 1-

The distribution Guidance contained in the Terms and Use Agreement is contradictory. Paragraph 1 states:

“To respond to the draft and final solicitation N00024-R-17-6300, you may receive the Barracuda Mine Neutralizer Performance Specification (P-Spec) and access to the bidders’ library via a Government issued CD, after Government receipt of the executed Terms of Use Agreement herein. These documents shall only be used to generate questions, comments, proposals, and the resulting contract for the successful offeror in regards to the above referenced solicitation. Please note – Distribution Statements and restrictions may vary with each of the documents. You shall follow the specific Distribution Statements, Markings, and guidance on each individual document.” (Italics added) However, on page 2, a specific warning states:

“You may NOT:

a. Duplicate, transmit, or post the above documents/data in a manner contrary to the guidance provided herein or the restrictive markings contained on and within the specific documents.

b. Disclose the above documents to anyone without proper clearance.

c. Disclose the above documents to foreign nationals (regardless of clearance, export licenses, or international agreement) or transmit said enclosures outside the geographical bound or custom territory of the United States of America. (Italics Added) Request the government clarify these apparently contradictory statements. Para 1 would allow a foreign national with a specific DSP-5 export license access to Distribution D materials, but page 2 clearly excludes access. Which statement is correct/applicable to this solicitation?

An updated Terms and Use Agreement is provided with these questions and answers.

Performance Spec

Draft, Section 1.1, page

It is stated that “This specification was derived from a flow down of requirements from the Barracuda Capability Development Document (CDD), Barracuda Developmental System Concept of Operations (CONOPS), and the Design Reference Mission Profile (DRMP) for the Barracuda Mine Neutralizer.”

Since these documents are critical to the design of the potential system. When will these be available to offerors?

Is it reasonable for the government to expect a qualified offeror to coalesce a well-engineered design in less than the 60 days for RFP response and evaluation purposes?

The CDD and CONOPS will not be provided to the offeror, however these documents flow down to the SPS. The Government expects a 60 day proposal submission is adequate. Detailed design and engineering will be accomplished prior to the Critical Design Review (CDR).

STATEMENT REQUIRING CLARIFICATION OR QUESTION ANSWER

68 SOW 3.25, page 16 The 3rd paragraph mentions NSA approval. Is there an expectation that data from Barracuda to the ship be encrypted, and the design must be approved by the NSA? If so, is there an NSA point of contact?

Yes, the Barracuda system will be required to comply with CNSSI No. 1253 Security Categorization and Control Selection for National Security Systems to establish the baseline set of security controls for the RMF process. Upon completion of these RMF Steps, encryption requirements will be established. Currently, there is no NSA point of contact.

69 SOW 2.1.1, page 1 to 3 Recommend the following Standards, associated with contract 'shalls' in the SOW and P-SPEC, be revised from 'Guidance' to 'Invoked': 810G, 331C, 1366E, 648D, 2105D, 461G, 464C, 1472.

Yes, the SOW will be updated in the final RFP.

70 SOW 2.1.1, page 1 to 3 Recommend removal of the duplicates of 3018, 1839D, and 3034A. Yes, the SOW will be updated in the final RFP.

SOW 3.6.2 and 3.9.3;

General, pages 45-67

Please clarify the Government's "All up Round" and Neutralizer component (warhead, battery, etc.) container deliverable requirements. Yes, this will be updated in the final RFP.

72 General Recommend re-use of non-destructive test assets are permitted. The contractor is responsible for any systems used during 3.6.2 Contractor Testing.

Performance Spec; SPS-

119, page 20 Please confirm the "length of 48 inches". Yes, the length of the tube through which the weapon must pass is 48 inches.

Performance Spec;

Section 3.6, page 10 Please clarify the need for the bare sonobuoy launch design requirement.

Yes, the Barracuda will be used "bare" or with an SLC, depending on the launcher.

More specifically, some existing sonobuoy launchers require an SLC to launch, while others require a "bare buoy" (e.g. no SLC).

The physical size and weight requirements specified in other sections of the SPS correspond to the requirements for a bare buoy.

75 SOW 3.8.3, page 54 Will the Contractor be provided SAAR-N approval, required for access to the MetCal website?

The winning contractor will have to go through the SAAR-N approval process, which will include a SAAR-N application and the completed DOD Information Assurance training certificate.

DRAFT Performance Specification / 3.8.3, When will the Barracuda Program Protection Plan (PPP) referenced in Section 3.8.3 be made available for review by prospective offerors? When will the preliminary assessment of the CPI and appropriate level of protection be shared with the offerors?

A draft PPP will be provided as GFI with the final RFP.

Initial CPI assessment has been completed by the Government with results in the PPP. Follow-on CPI assessments will be design dependent.

DRAFT Performance Specification / 3.1, Requirement SPS-14 discusses a “semi-autonomous” requirement. Please define what is intended by “semi-autonomous”. Semi-autonomous requirements are defined in DoDD 3000.09.

DRAFT Performance Specification / 3.2, Reference the requirement at SPS-26 and the ability to enable concurrent engagement events. How many concurrent engagements are required?

The number of concurrent engagements is not defined at this time as this is dependent on the Offerors design.

DRAFT Performance Specification / 3.9.2, Requirements SPS-108 and SPS-109 require exposure to extreme temperatures for limited durations, consistent with external carriage air-launch operations. Are these requirements intended to address air-carriage? If so, is it required that they enter operational mode within a few minutes of soaking at the extreme temperature, or is a cool-down/warm-up period allowed?

Requirements in Section 3.9.2 Operational are intended to describe requirements that apply to Barracuda in an operational configuration as launched from a deployment platform unless specifically noted. No warm up or cool down period is anticipated.

DRAFT Performance Specification / 3.1, Is Barracuda sensor data also required to provide the mine/non-mine decision? This is design dependent.

81 Contract Award Does the Government envision award to a single, successful offeror or are multiple awards anticipated? If the latter, what further down-select criteria is planned?

The Government anticipates a single award.

STATEMENT REQUIRING CLARIFICATION OR QUESTION ANSWER

82 Techncial Data Package When will the Government make available to industry the technical data package from the ONR Single Sortie Detect to Engage FNC program?

The Government will release Govenrment-owned data related to SSDTE and other efforts as part of the Bidder's Library with the final RFP.

83 General

I would please like to request any and all of the following Barracuda documents that can be made available to us. These documents are referenced in the Performance Specification for the Barracuda Mine Neutralizer dated 10 March 2017. We intend to use this information for the purpose of considering participation in the Barracuda Mine Neutralization Program.

Design Reference Mission Profile (DRMP) for the Barracuda Mine Neutralizer, Draft DoN CIO Barracuda Cybersecurity Strategy, Draft Barracuda Milestone B Program Protection Plan (PPP), Draft External Interface Requirement Specification for the Barracuda Mine Neutralizer (Barracuda) and Littoral Combat Ship (LCS) Host Platform, Draft External Interface Requirement Specification for the Barracuda Mine Neutralizer (Barracuda) and Mine Countermeasures Unmanned Surface Vehicle (MCMUSV) Deployment Platform, Draft

We would also be interested in any similar documents or updates to those documents.

Cyber Strategy, PPPDRMP, IRS (Host), and IRS (Deployment) will be provided in the Bidders Library and/or as GFI as part of the final RFP.

84 General

Is the primary physical difference between Barracuda and the in-service Archerfish AMNS that the former (Barracuda) will use a communications buoy instead of a fibre-optic data link to communicate with the launch platform? Or will it use both methods?

The primary physical difference between the Barracuda concept and the in-service Archerfish AMNS is that the Barracuda will not be physically tethered to its launch platform when employed against a threat mine. The communication buoy will be used to provide a communication link between the Barracuda and its launch platform. The link between the Barracuda neutralizer vehicle and the communication buoy is part of the design trade space.

85 General

Could the communications buoy be similar to the one envisioned for the proposed Military Underwater Navigation System for combat divers? The communication buoy is design trade space within the constraints of the performance specification requirements. Barracuda is intended to leverage as much of the existing sonobuoy infrastructure as possible. Therefore, if the proposed Barracuda design is compatible with communication section of existing sonobuoys, then it would use the same technology.

86 General What are the other likely key differences, in specification or performance requirements, between Archerfish and Barracuda? The primary difference in the performance requirements is the Barracuda requirement to neutralize targets in the near surface region of the water column.

87 General Which unmanned surface vehicle will serve as Barracuda's initial launch platform? Barracuda willy be deployed from the mine countermeasures unmanned surface vehicle (MCM USV) as part of the Littoral Combat Ship MCM mission package.

88 General The Barracuda draft solicitation (published 11 April) refers to an LRIP acquisition of 1,000 Barracuda war shots plus 1,000 Barracuda exercise variants, but the document then seems to duplicate this reference. Does this mean the navy could expect 2,000 of each variant for LRIP?

The final RFP will provide stepladder pricing guidelines and method of evaluating those CLINs. The offeror will determine how the price breaks are best realized.

89 General

The Barracuda Statement of Work (also dated 11 April) refers to loading/unloading from a sonobuoy launcher. Is this so Barracuda can be deployed from the MH-60R (Romeo) helicopter or P-8 Poseidon MPA? The solicitation only mentions the MH-60S helo, which I don't think has sonobuoy launchers.

The draft solicitation does not mention the MH-60S helicopter. Barracuda will be deployed from the MCM USV that has a launcher, which is sized for A-size sonobuoys, integrated on it. Future deployment platforms are intended to be any craft that has or can accommodate an A-size sonobuoy launcher.

90 General What are the anticipated dates for Barracuda key program milestones (e.g. RfP, contract award, IOC, FOC)? Request for proposal release is anticipated in 3QFY17; contract award in 4QFY18;

initial operational capability in FY23, full operational capability in FY29.
