In addition to local travel, the Contractor may be required to travel throughout the Continental United States (CONUS). The program desires to keep these costs to the minimum necessary to accomplish the project requirements. The most significant costs result from travel that is extended or frequently recurring.

In order to minimize travel costs, the Contractor and its subcontractors at all tiers shall comply with DOD Joint Travel Regulations (JTR) in conducting travel of employees. All travel shall be conducted in accordance with the JTR. The JTR stresses that the duties performed while on temporary duty (TDY) travel must be temporary in nature, and assignments must not be of such frequency or duration that a place of assignment becomes, in fact, an employee’s long-term work location. The JTR specifically requires that recurring travel to one location with full short-term TDY reimbursement must not exceed 180 days in duration (inclusive of breaks such as weekend trips home). Whenever recurring travel to one location is expected to last more than 180 days, consideration of less costly alternatives is required, such as Permanent Change of Station (PCS), Temporary Change of Station (TCS), or long-term TDY at reduced fixed per diem. In any instance in which recurring travel to one location for more than 180 days is planned for personnel at any tier, the Contractor shall obtain prior written approval from the COR, and the request for approval shall include a cost comparison addressing PCS, TCS, and long-term TDY.

Recurring travel to one location for work can also result in income tax implications for employees. Starting at the point in time when recurring travel to a single location realistically became expected to last for more than 1 year, the

Internal Revenue Service treats the employment at that location as indefinite and travel reimbursements as taxable income. The Contractor will not be reimbursed for any income tax liability incurred by personnel at any tier.

C.3.8 Storage – Storage costs of Production units prior to shipment are included in the price of CLINs 0001, 0002, 0003, 0008 and if Options are exercised 1002, 1003, 1008, 2002, 2003, 2008, 3002, 3003, 3008, 4002, 4003, 4008.

If the option is exercised all other storage/warehouse costs shall be charged to CLIN0009, 1009, 2009, 3009, and 4009. Contractor storage/warehouse shall be clean and secure with contents insured to the value total identified on the 1149 transfer forms or invoices. The Contractor shall store items in a safe and economical manner through the judicious use of pallet racks, bins, and shelving, as is appropriate for the individual items. Contractor storage/warehouse and operation shall conform to industry standards and best practices. Reference MIL-STD-3018 w/CHANGE 2, 2 June 2015.

The Contractor shall only direct charge the allocable storage cost of GFM/GFE/GFP material prior to Government specified quantities being transferred for use on production CLINs. Costs of storing Government owned parts, pieces and system components shall be allocable to the Storage/Warehouse CLIN. The Contractor shall receive and log in all parts, pieces and components delivered to the storage facility. All parts, pieces and components received not in OEM packaging will be checked by the Contractor and assigned a DOD condition rating of ‘A’ through ‘F’ that is then clearly displayed on the item. All ‘F’ condition items shall be stored separate from other condition items to insure no inadvertent contamination of ‘A’ condition stocks. All ‘F’ condition items will be cataloged and reported monthly to the POC for disposition.

The Contractor shall assist the Government in setting shelf stock, minimum/maximum, quantities for parts, pieces and components. The Contractor shall maintain inventory control and notify the Government POC monthly of inventory levels by number of items and dollar value, all ‘F’ condition items, all items in the DRMO process, and all movement in or out of the Contractor maintained storage facility. Inventory data shall contain information sufficient to populate the US Navy’s ERP system but may be maintained in Contractor format.

The Contractor shall develop and deliver documentation associated with these item, and as directed in the TI, and in accordance with CDRLs A003, A004, A006, A008, A012, A013, A014, A015, A016, A017.
