Question:
Answer:

9/8/2016
RFP Page 2-16; Section B, Supplies or Services and Prices (CLINs 002-004, 0102-0104, 0202-0204, 0302-0304, 0402-0404)
The “OPTION” note that accompanies each of the referenced CLINs states “xxx shall be built IAW TDP Drawing No. 8664665 (SEE NOTE A, B, G and H)”
Referencing only drawing 8664665 is not sufficient to adequately describe the material listing that comprises each of the three CLIN types (JCREW I1B1 MOUNTED/FIXED SYSTEMS, JCREW I1B1 MOUNTED AUXILIARY KITS, and JCREW I1B1 FIXED AUXILIARY KITS).
Please provide a unique Ordering or Parts List number (for example 8664665-1, 8664665-2, 86647667-2, or otherwise) that explicitly defines the contents of each of these three CLINs. A complaint proposal cannot be provided without a better definition of what is being requested.
Note H states "The RT box and Auxiliary kits are detailed in Section J, Attachment 6." The specifics to this note are defined in two main drawings: 1) The Drawing PL8664665 lists multiple parts of which all are considered Auxiliary Kit item except 8664667-1 (Mounted) and 8664667-2 (Fixed Site). 2) The Drawing PL8664667 lists multiple parts of which All parts with the "Notes" column filled with "NOTE 3" are Auxiliary Kit items and the remaining parts without "NOTE 3" are considered the RT Box.

9/9/2016
RFP p. 176 paragraph (d) "Disposition of Technical Data Package"
Last sentence of this paragraph states that, " Offerors shall not download any files from the CD/DVD onto any local area network (LAN) or integrated digital environment (IDE)." Does this statement apply only after contract award or to the entire proposal process including the time before the award?
This statement applies to the entire proposal process including time before award.
28
9/16/2016
RFP Page 53, Stepladder Pricing
The table for Stepladder Pricing does not include an estimated start date for the Base Year. Can the bidder assume that the estimated start date for the Base Year is 6/01/2017, and that it will run for twelve months with each Option Year starting at the end of the previous year? If not, can you provide estimated start dates for Base/Option Years?
An estimated date of award of 01 July 2017 has been added to the Solicitation in Section L in Amendment 0002.
29
9/16/2016
RFP Section C Paragraph 3.6, Page 82
This SOW section (3.6 Engineering Services) lists vehicle installation and integration. In order to assign appropriate labor rates please confirm the OCONUS support will not be required?
OCONUS support will not be required for vehicle installation and integration

9/19/2016
RFP Page 2-16; Section B, Supplies or Services and Prices (CLINs 0002, 0003, 0004, 0102, 0103, 0104, 0202, 0203, 0204, 0302, 0303, 0304, 0402, 0403, and 0404)
The note that accompanies each of the referenced CLINs states “xxx shall be built IAW TDP Drawing No. 8664665 (SEE NOTE A, B, G and H)” Referencing only drawing 8664665 number does not adequately describe the ordering item (i.e. Parts List) for the JCREW I1B1 MOUNTED/FIXED SYSTEMS and AUXILIARY KITS. Understanding that the 8664665-1 is the MOUNTED system and 8664665-2 is the FIXED system, each uses a different configuration of the Receive/Transmit box (8664667-1 or 8664667-2) with the difference being the inclusion of the parts that make up the shock isolation solution. In order to improve the government’s desire for equivalent competitive proposals, suggest that the government provide a Parts List number for the common Receive/Transmit box (CLINs 0002, 0102, 0202, 0302) and prove a Parts List for each of the MOUNTED AUXILIARY KIT (CLINs 0003, 0103, 0203, 0303) and FIXED AUXILIARY KIT (CLINs 0004, 0104, 0204, 0403).

RFP Section C 3.7.1, Attachment 5 GFE
Will test fixtures/test software and test stations be furnished to support FE/AT ?
No test fixtures, test stations, or test software will be furnished as part of a contractual requirement. The Government may provide data related to testing as GFI via the Bidder's Library as reference material only post-award.
32
9/19/2016
RFP Section C 3.1.6.2, Attachment 5 GFE
Will the Navy provide FE/AT test cycle times?
Test Cycle times are defined in Attachment 5, Item #16, FE/AT Plan, Figure 2.
33
9/20/2016
Page 181, Paragraph 2.4.1 b) 4.,
Page 191, Paragraph 2.7.1.1.1
Section 2.4.1 Solicitation Set, b), 4. Completed Attachment 2 requires the Cost and Price Summary Workbook in Volume I. However, Paragraph 2.7.1.1.1 Cost and Price Summary Format Workbook (attachment 2) states that Attachment 2 is required in Section IV Cost Price Proposal. Should Attachment 2 be included in both volumes?
Attachment 2 shall be included in Volume IV. Attachment 2 will be removed from Section L 2.4.1 in RFP Amendment 0002.
34
9/20/2016
Page 191, Paragraph 2.7.1.1
Will the Labor Categories provided in the table for the Labor Mix be incorporated into the contract for billing purposes? Or are the categories for evaluation purposes only and each contractor will bill its applicable approved direct labor rates with approved indirects if awarded?
The Labor Categories provided in the solicitation are for evaluation purposes only. Actual contractor specific labor categories may differ in title and shall be clearly mapped to the solicitation labor categories as stated in RFP Section L 2.7.1.1 as follows: "The Offeror shall provide a mapping of any contractor specific labor categories it, or one of its subcontractors, proposes in the “ESS Cost Summary” Tab of Attachment 2 to the Government Labor Category Definitions above in the Cost Narrative described below. "
35
9/20/2016
Page 176, Paragraph 2.2,
Page 178, Paragraph 2.2.3
On RFP page 176, the table states that 1 original and 4 copies (5 total) of electronic files for each volume are required. However, on page 178, the RFP states that 1 original and 2 copies (3 total) of electronic files for each volume are required. Please clarify the correct number of electronic CD-ROM copies required.
RFP Section L 2.2.3 has been amended to correspond with RFP Section L 2.2 in RFP Amendment 0002. One (1) Original and four (4) copies of electronic files shall be submitted.
36
9/20/2016
Section B, Note G
The RFP requests stepladder pricing for a minimum quantity of 1 to a maximum quantity of 1000. How many systems of each variant (# of units)are anticipated in the base year and option years?
As solicited the Government could potentially order anywhere from 1 to 1,000 units of each variant in each contract year.
37
9/20/2016
Page 74, Paragraph 3.1
The RFP states this is a build-to-print effort and the contractor shall build systems in accordance with the TDP as provided as GFI. Has the TDP baseline system passed all qualification tests? Will the test artifacts be provided? Will the test plans and procedures as well as test limits be provided?
TDP baseline systems will be qualified by Contract Award. All test limits are documented in all test plans, currently available in Bidder's Library as documented in Attachment 5, GFI list, Items 3, 15, 16.
38
9/20/2016
Page 74, Paragraph 3.1
If the LRIP systems have passed FAQT and the TDP meets all requirements, why is it necessary for the contractor to execute FAQT (assuming the contractor passes PCA)? Does FAQT include all environmental testing, reliability demonstration, EMI/EMC, shock & vibration, etc.?
Production start mandates a new PCA and FAQT. FAQT shall be executed in accordance with FAQT Plan and Procedures (A005) as specified in the RFP.
39
9/20/2016
Page 80, Paragraph 3.1.6.2.1
Does an ESS profile already exist for the system? If so, will it be provided? What is the time duration estimated for each cycle?
No ESS Profile currently exists for the system. This Profile shall be required to be developed and delivered for USG approval prior to test execution. Development of ESS Profile shall be IAW MILHDBK-2164A. Delivery of ESS Plan shall be under CDRL A015 (Environment Stress Screening Plan and Procedures)
40
9/20/2016
Page 80-81, Paragraph 3.1.6.2.2
The duration of PRAT (16 hours) is long for each manufactured system, and appears to include thermal and electrical stresses. Because the system has already been through ESS for 5 thermal cycles, is there an opportunity for the contractor to update test plans and procedures to optimize for manufacturing while ensuring the system meets all requirements?
Conversion to a sampling plan shall be IAW PRAT Plan, provided as GFI, Section J, Attachment 5
41
9/20/2016
Page 83, Paragraph 3.2.2.4, 3.2.2.5
If the contractor builds the system exactly to print and in accordance with the TDP and the resulting unit does not pass qualification tests, the RFP states the contractor is responsible for failure analysis and corrective actions. Does this include design changes to make the system meet the requirements? Where is this funded? Does the contractor have access to the OEM of JCREW I1B1 for design discussions?
Failures shall be handled as outlined in RFP Section C paragraph 3.2.2. All design discussions will be handled by the Government.
42
9/20/2016
Page 90, Paragraph 3.9
Is it anticipated that the system will be exported? Is FMS a consideration? Does an ITAR approval/exemption exist for the system?
At this time FMS is not a consideration.
43
9/20/2016
Page 79, Paragraph 3.1.6.1
Is special-purpose test equipment necessary for conducting FAQT or PRAT? Does automated test equipment (ATE) exist? If so, will the ATE or ATE documentation be provided to the contractor?
The Government will not provide ATE or ATE documentation. ATE is not required per the solicitation requirements, however the Offeror must demonstrate a viable test approach and identify manufacturing risks in CDRL A001.
44
9/20/2016
Page 74-75, Paragraph 3.1
All systems are subjected to FE/AT, ESS, and PRAT. Is this a valid assumption?
All systems will go through FE/AT and ESS. PRAT will be executed on systems according to RFP Section C paragraph 3.1.6.2.2.
45
9/20/2016
Page 89, Paragraph 3.8
The RFP states that "Effective Program Security requires the Contractor to address a variety of security disciplines - Program Protection Planning, Security Systems Engineering (SSE), Information Assurance (IA)/Cybersecurity, Information Security, Key Management, and Operations Security". Does the system currently meet all of the program security requirements? Should the contractor anticipate making changes to the system due to SSE and/or Cybersecurity?
The system currently meets all program security requirements. All changes will be intiated through ECP's/TI's as required.
46
9/20/2016
Page 74, Paragraph 3.1
Will system software and firmware be included in the TDP? Who is responsible for maintaining the software and firmware for the system (e.g., the contractor or the Government)? Are SW/FW issues treated the same as hardware defects in the FRACAS? Will the source code for the SW/FW be provided? Do the LRU components (such as circuit cards) have unique unit-level test software/firmware? Does the system have unique test SW/FW or is the tactical SW/FW used for testing? Does the Government own the system SW/FW?
No SW/FW is included with the TDP. Source code will not be provided. SW/FW required to operate the system will be furnished and maintained by the USG. SW/FW required to to validate subassembly, assembly, and system production will be the responsibility of the contractor. USG owns the SW/FW used to operate the system. SW/FW discrepancies will be managed IAW the contractual requirements, including the FRACAS process.
47
9/20/2016
Page 92 HQ C-2-0002
Is proprietary SW associated with the system and/or test requirements? If so, is it expected that the contractor maintains this software? If faults are identified in the proprietary SW, who is responsible for corrective actions (e.g., the contractor, the OEM, or the Government)?
USG will maintain Configuration Management of all software. All software required to operate the system will be furnished by USG. No proprietary software is associated with the system.
48
9/20/2016
Page 136, Paragraph (a)
The RFP states that 1 unit of each lot will undergo FAQT Because the contractor/Government will have strict CM control and each system will be subjected to FA/AT, ESS, and PRAT, would the Government reconsider the requirement to conduct FAQT on each lot?
FAQT will be conducted in accordance with RFP Section C paragraph 3.1.6.1 .
49
9/20/2016
Page 136, Paragraph ( c)
Given that this is a build-to-print effort, the contractor assumes the TDP baseline meets all design requirements and that no engineering design changes are necessary to meet the design specifications. The RFP states that the contractor bears all costs associated with rerunning FAQT. Does this include failures that result from the TDP baseline not meeting design specifications?
Failures shall be handled as outlined in RFP Section C paragraph 3.2.2. All design discussions will be handled by the Government.
50
9/20/2016
p. 176, Section L, Paragraph 2.2
Volume II is limited to 130 pages. Within this paragraph there are two places that list several items that do not count against the page count. Section L, paragraph 2.5.1.1.1.g requires a Quality Assurance Plan be submitted with the proposal that includes objective evidence to all of the ISO 9000 standards. Section M, paragraph 1.1.1.1.1.g also validates the Government will be evaluating the contractor’s submitted Quality Assurance Plan. Since a full Quality Assurance Plan can easily exceed 100 pages (especially in order to meet all ISO and program-unique requirements), can the Quality Assurance Plan be included as one of the documents excluded from the page count requirements?
Concur, QA Plan(s) and supporting QA documentation submitted as compliance with RFP requirements should not count towards the page number total of the proposal. RFP Amendment 0002 will reflect this change.
51
9/06/2016
Overall
Please advise if you would permit an offshore division to perform portions of this requirement to help save overall labor costs.
A Potential Offeror is expected to comply with all RFP terms and conditions including security requirements listed in the DD254, Buy American Act, and procedures for handling ITAR controlled material.
SECTION L - INSTRUCTIONS, CONDITIONS AND NOTICES TO BIDDERS
The following have been modified:

- AECOM
- Science Applications International Corporation
The Government has both hardware and information exclusion clauses as well as proprietary data protection clauses in Government contracts with the above listed firms. All support contractor personnel acting in an advisory role will be required to fill out non-disclosure agreements and organizational conflict of interest forms. Offeror shall provide written notification to the PCO no later than ten (10) days after issuance of the Solicitation if Offeror does not consent to the use of the firm listed above in the proposal evaluation process. Otherwise, submission of a proposal will be considered consent of use of the abovementioned firms.

In the event of discrepancies between the two, the content of the original hard copy will prevail. All data submitted shall be unclassified.
Duplicated information within a given factor may be included in full once and referenced thereafter, as long as there is a clear reference to the duplicated information. If the duplicated information is for different evaluation factors then it must be included in full text individually under each factor.
A date shall be placed on each page of the proposal corresponding to the date of the initial proposal in the footer section. Any pages that may be revised as a result of discussions or correspondence (if required) shall contain revision numbers and dates.
The page count shall include all material (printed matter and figures) except where explicitly stated and does not include cover pages, title pages, Table of Contents (TOC), lists of figures and tables, tab pages, index pages, Integrated Master Schedule (IMS), Glossary of Abbreviations and Acronyms, and the Cross Reference Matrix (CRM). Pages excluded from the page count must contain only material pertinent to the page heading or be blank and marked "Intentionally Left Blank." Index pages and Tabs are required and shall be cross-referenced to the TOC. Every page, except those marked as blank, shall be numbered. Pages exceeding the page count shall be removed from the end of the Volume that exceeds the page count and will not be evaluated.
In the event that any portion of the technical proposal is written by someone who is not an employee of the Offeror submitting the proposal, a certificate to this effect shall be signed by a responsible officer of the Offeror and shall show the person's name, employment capacity, the name of this person's firm, the relationship of the firm to the Offeror's, and the portion of the technical proposal written by that person.
Offerors must comply with the detailed instructions for the format and content of the proposals. Proposals that do not comply may be considered nonresponsive, and may render the Offeror ineligible for award. In order to maximize efficiency and minimize the effort involved in the Proposal evaluation process, all Offerors shall submit their proposals in accordance with the format presented below.
PROPOSAL VALIDITY
The Offeror’s proposal shall be valid for a period of two-hundred and seventy (270) days from the date specified in Block 9 of the Standard Form 33. For proposal pricing purposes the Offeor shall assume a contract award date of 01 July 2017.
Paper Format
The proposal(s) paper copies shall be divided into four (4) volumes, subject to the page limitations and number of copies indicated above. In presenting material in these volumes, the Offeror is advised that the quality of information is significantly more important than quantity. In this respect, the page limitation must be strictly observed. Pages in excess of the applicable page limit shall not be read or evaluated, and will be removed by the Procuring Contracting Officer from the back of the respective volume prior to evaluation. It is not necessary to supply the maximum number of pages allowed for each volume; fewer pages may be submitted. Index pages and tabs are required and shall be cross referenced to the table of contents. All pages subject to page limits shall be consecutively numbered within each volume (e.g. 1, 2, 3....). Information requested in the paragraphs below shall be provided in the volumes indicated. If additional information is provided in other sections, reference shall be made to those sections where this information can be found. UNDER NO CIRCUMSTANCES SHALL CONTRACT COST AND PRICING DATA BE INCLUDED IN VOLUMES II or III.
Each volume of the proposal shall be separately bound in such a manner as to facilitate the inclusion of the RFP amendment(s). Accordingly, proposal volumes shall be bound in three ring binders to permit removal of sections.

Cover and title page Title of proposal and proposal number as applicable Offeror’s name, address and POC Date of Submittal RFP Number Volume Number and Title (e.g., Volume II – Technical Proposal (Part 1)) Copy Number DUNS Number and CAGE Code of the Offeror Page Size and Format
The material in all four (4) Volumes of the Offeror’s proposal shall be typed or printed on standard 8-1/2 by 11 inch paper. Text line spacing shall be one (1) line. One-inch margins on each side, including top and bottom are required. Fold-out pages may be used for diagrams, charts or graphic material only and may not exceed 11 inches by 17 inches. Fold-out pages will be counted as two (2) pages; double- sided fold-out pages will be counted as four (4) pages.
Proposals must be prepared using the 12-point Times New Roman font. Text lines must be single-spaced, and must not exceed 46 lines per column, per page, including headings. Line spacing before and after a heading must be double-spaced. Typesetting, font compression, and other techniques to reduce character size or spacing are not permitted, and will be considered a deliberate attempt to circumvent the page limitations. No pen-and-ink changes are allowed. Two-column presentation and use of bold face type for paragraph headings is acceptable. The font size for illustrations and tables must be no less than:
Art: 8-point Tables: 8-point Titles: 10-point, bold, title case
Unless otherwise specified, fold out pages may only include narrative sufficient to describe the diagram, chart or graphic material. Every figure and table shall be numbered. Paragraphs shall be clearly formatted. Proposal material shall be presented on double-sided pages only. Each double-sided page counts as two (2) pages.

CELLS MAY NOT BE LINKED TO CELLS IN OTHER WORKBOOKS (I.E., SEPARATE FILES).
Cross Reference Matrix
Cross referencing between Volumes is permitted where its use would conserve space without impairing clarity. However, each Volume of the proposal shall be written to the greatest extent possible on a stand-alone basis so that its content may be evaluated with minimal cross referencing to other Volumes within the proposal. The Cross-Reference Matrices shall clearly identify the location(s) in the Offerors proposal that address or respond to each numbered requirement in Section L. Where cross referencing is necessary, the Offeror must cite the specific Volume, section and paragraph (either in Section L or its proposal) for reference. The Government is not responsible for cross referencing information not identified in the Offeror’s Cross Reference Matrices.
The following Cross Reference Matrices shall be provided:
1. Show the tracking of Government solicitation requirements to the Offeror’s proposal (i.e., traceability).
2. Show the relationship between Volumes of the Offeror’s proposal, if applicable.
A complete Cross Reference Matrix shall be provided in the front of each volume. The RFP cross-reference matrix for each volume must indicate the proposal volume section, subsection, and paragraph, cross-referenced with the appropriate Statement of Work (SOW) paragraphs, applicable RFP instructions, evaluation criteria, and CDRLs, as applicable.
The Cross Reference Matrices do not count against page limitations for their respective volumes. Where cross referencing is necessary, the Offeror must cite the specific Volume, section and paragraph (either in Section L or its proposal) for reference. The Government is not responsible for cross referencing information not identified in the Offeror’s Cross Reference Matrix.

It is recommended that proposals be mailed in accordance with RFP instructions. In the event you prefer to hand carry your proposal, ensure adequate time has been allowed by your representative to accommodate the additional security procedures. Detention at a NDW gate or failure to adhere to the procedures provided herein will not be considered an exception to timely proposal delivery as addressed in FAR 52.215-1, Instructions to Offerors – Competitive Acquisitions.
If an Offeror elects to deliver their proposal in-person it is required that they contact the Contracting Officer (brendan.kittredge@navy.mil; 202-781-2061) at least 48 hours prior to arriving at the WNY to make arrangements. Offerors with proper credentials (CAC) can enter the WNY via the Isaac Hull Gate off M Street SE; other Offerors must go to the O Street Gate, WNY Pass Office, where they will need to be sponsored onto the installation by a Government representative of the contracting officer. Vehicles entering NDW are subject to random searches. Packages should not be sealed as they are subject to inspection. Classified material shall be prepared in accordance with current security requirements. The contracting officer or contract specialist may receive the proposal and provide the Offeror a receipt with the time and date of delivery.
All Offerors shall mark each RFP package with the name of the contracting officer and the contract specialist, their codes and phone numbers. In the event you have not been provided with this information contact the person listed in block 5 of the SF 26 or block 7 of the SF 33.

SOLICITATION PACKAGE PROPOSAL CONTENT
Volumes I through IV in accordance with the requirements identified herein. See Section 2.2 in Section L for the number of copies to submit.
(a) Proposals shall demonstrate an understanding of the requirements and the proposed method of completing the SOW (Section C). Technical and management information shall be prepared in such a manner as to enable source selection personnel to make a thorough and complete evaluation and arrive at a sound determination as to whether or not the solution proposed and described will satisfy the requirements of the Government. To facilitate the evaluation, the Proposal should be sufficiently detailed and complete to clearly demonstrate that the prospective Offeror has a thorough understanding of the requirements and the technical and management problems inherent therein. It should also contain sufficient detail to indicate the proposed means for complying with all applicable specifications. Statements that the prospective Offeror understands and can or will comply with all specifications, statements paraphrasing the specifications or parts thereof, and phrases such as “standard procedures will be employed” or “well known techniques will be used,” etc., will be considered insufficient and potentially deficient.
(b) Offerors shall comply with all solicitation requirements, terms, and conditions. Any exceptions shall be identified to the Government prior to receipt of the Offeror’s proposal. Failure to comply with all solicitation requirements may result in the Offeror being considered ineligible for award.
(c) Proposals submitted in response to the RFP must contain a complete description of all pertinent aspects of the effort proposed by the Offeror. Offerors shall not assume that previously submitted data or prior experience presumed to be known to the Government (e.g., previous projects performed for the Government) will be considered as part of the proposal. The amount of detail to be presented in response to each section of the outline presented herein is left to the discretion of the Offeror, but information must be presented in sufficient depth for the Government to make a comprehensive evaluation of the Offeror’s understanding of and capability to meet the requirements of this RFP. Each section of the proposal shall be self-contained, i.e., data shall be organized to enable Government personnel to thoroughly evaluate the proposal against specific factors established in Section M.
(d) Disposition of Technical Data Package (TDP) and Technical Drawing List (Section J, Attachment 6): All Offerors, except the winning Offeror, must destroy all copies/media of the TDP and Technical Drawing List 30 days after contract award, whether they are on CD-ROM or in hard copy format. Offerors must provide the Contracting Officer a statement certifying that all data is destroyed. Offeror shall not make additional copies, paper or electronic, of the provided data with this solicitation, nor should Offerors transfer the data by any means to a third party. Offerors shall not download any files from the CD/DVD onto any local area network (LAN) or integrated digital environment (IDE).
