Overall
With regards to the N00024-16-R-6327 JCREW FBO posting of September 1, 2016, is this merely an update to the draft documents posted July 14, 2016 or is this the actual/final RFP posting. The reason I am asking for clarification is that the September 1, 2016 posting did not include the RFP.
Final RFP posted on 9/2/2016

Overall
One question that stands out, in the 1 Sept release of the RFP on FBO, the documents listed at amendment 1 does not list final RFP. Are we to use the draft version released on 14 July or is the final RFP document still to be published?
Final RFP posted on 9/2/2016

Page 2-16; Section B, Supplies or Services and Prices (CLINs 0001, 0101, 0201,0301, 0401)
The “OPTION” note that accompanies each of the referenced CLINs states “xxx shall be built IAW TDP Drawing No. 8664660 (SEE NOTE A, B, and G)”
Referencing only drawing 8664660 number is not sufficient to adequately describe the ordering item (i.e. Parts List) for the JCREW I1B1 DISMOUNTED SYSTEMS.
Please provide an Ordering or Parts List number (for example 8664660-1 or otherwise) that explicitly defines the contents of these CLINs. A complaint proposal cannot be provided without a better definition of what is being requested.
There is only a -1 for 8664660, therefore 8664660-1 is implied.

p.154 Section J- list of Documents, Exhibits and Other Attachments
The solicitation Section J provides a list of exhibits and attachments. Within the listing is Attachment 5, entitled “Government Furnished Information (GFI) List”. Within this list are 21 items in which several are labeled as “Will be delivered upon contract award”. It appears that those not labeled as such should be provided with the solicitation. As such, can the Government provide the other items as soon as possible (e.g. item 3 FAQT Plans and Procedures, item 15 PRAT, item 16 FE/AT, etc.)?
GFI can be found in the Bidder’s Library. Please see Attachment 4 – “Process for Access to Bidder’s Library for Government Furnished Information (GFI)” to gain access to the Bidder’s Library.

Bidder's Library
"I am attempting to create an NSERC Account in order to access the Bidder’s Library for JCREW (solicitation number N00024‐16‐R‐6327). I do have a PKI Certificate but am unable to access the account request website. The instructions indicate to complete and submit form “FW (FireWall) Mod Request Form” to which the only form enclosed within the instructions is titled “Static Firewall Rule Change Request Form”. Is this the form that I should complete to request access?"
Yes

Page 52 of RFP
Per the RFP the maximum number of systems to be ordered per CLIN is 1,000. On Page 52, the RFP states the Gov’t may exercise any given CLIN more than once, and up to the maximum identified for the CLIN prior to the latest exercise option dates noted in 52.217-7. However, the RFP does not specify the earliest exercise date of each option. Based on this direction, it appears that the USG could order all 10,000 production JCREW systems covered by CLINS 0001/0002, 0101/0102, 0201/0202; 0301/0302, and 0401/0402 in the first year. Please clarify USG ordering options. Is it the USG’s intent not to order more than the maximum number of systems (1,000), in a twelve month period?
The Government does not intend to exercise more than 1,000 total units in a 12-month period. Clarifying language will be added to the RFP in Amendment 0001.

9/16/2016
Page 126 FAR/DFAR Clauses
The RFP contains the Progress Payment FAR 52.232-16. The Performance Based Payment Clause 52.232-32 was not included in the RFP. Will the awarded contractor have the option to negotiate Performance Based Payments after award of the contract?
The awarded contractor will not have any opportunity to negotiate Performance Based Payments. The competitive award will include Progress Payments as solicited.

9/16/2016
CLINs 0006, 0106, 0206, 0306 and 0406, ODCs
Per the RFP “Incidental material” is included as a cost reimbursable cost element under ODCs in support of scope performed under the ESS CPFF CLIN. Please clarify the definition of “incidental material?” Can the contractor correctly assume that incidental material would include such items as cables, wiring, nuts, bolts, etc., and would not include boards, modules, cards, chassis, batteries, antennas or other major components of a production system?
Incidental material includes material used or consumed directly in connection with performance ESS tasking. Major components are intended to be procured under the Provisioned Item Ordering line item.

9/16/2016
Paragraph 3.7, Pages 82 & 83
This SOW section (3.7 Management) specifically excludes CLINs 0005, 0105, 0205, 0305 & 0405 (Engineering Support Services). Are CLINs 0006, 0106, 0206, 0306 & 0406 also excluded (ODC associated with Engineering Support Services)? Can you confirm that these excluded CLINs (CLINs 0005, 0105, 0205, 0305, 0405, 0006, 0106, 0206, 0306 & 0406) will assign PMO support via separately authorized Technical Instructions and be reported via the “Contractors’ Progress, Status and Management Report” as referenced in section 3.6 of the Statement of Work?
The Government does not assign specific labor categories via Technical Instruction. PMO support for a given task may be required as deemed necessary by the contractor and shall be reported in accordance with the solicitation. Tasks included under Section 3.7 of the SOW shall be priced under FFP line items and shall not be billed under Engineering Support Services CLINs during contract execution.

Paragraph 2.5.1.3.1, Page 180
Section L, paragraph 2.5.1.3.1 refers to “…the Government’s required production rate of up to 100 units per month”. Does this rate refer to 100 units each for Dismounted and Mounted/Fixed variants? And is it the Government’s intent to exercise base and option ordering patterns to stay within a 100 units per month demand?
The 100 units stated are cumulative and may represent a combination of all variants. The 100 units per month represents a maximum monthly throughput that the Offeror must be prepared to deliver. The Offeror shall provide information as requested in Section L.

Page 6
Section B – CLIN 0009 is defined as: “CLIN 0009 includes delivery of two (2) units of each variant and associated auxiliary kit priced separately under CLINs 0101, 0102, 0103, and 0104. Delivery of these two (2) units of each variant and pricing under CLIN 0009 shall include the Production Readiness Review, Physical Configuration Audit, and First Article Qualification Testing as detailed in Section C, Statement of Work.” Please confirm that: (a) CLIN 0009 is labor only to support PRR, PCA and FAQT of these two systems each, and that price for production of the two systems each are to be priced as part of CLINs 0101,0102, 0103, and 0104; and (b) Since the CLIN description identifies the delivery units under CLIN 0009 as option CLINs 0101, 0102, 0103, and 0104, is it the government’s intent to exercise these options CLINs concurrently with the base CLIN 0009?
CLIN 0009 includes delivery of two (2) units of each variant and auxiliary kits to include labor associated with Production Readiness Review, Physical Configuration Audit, and First Article Qualification Testing. As stated in the RFP CLINs 0101, 0102, 0103, and 01014 are options and may be exercised any time up to the latest option exercise date.

N/A
There are no option CLINs to replicate CLIN 0009 for PRR, PCA and FAQT. Is the expectation that these events are not required in the option years?
Yes

Page 171
What are the government’s expectations in regards to Index Pages? There is no Index listed in Section 2.2.1 Paper Format however there is a reference in the page count description. “The page count shall include all material (printed matter and figures) except where explicitly stated and does not include cover pages, title pages, Table of Contents (TOC), lists of figures and tables, tab pages, index pages, Integrated Master Schedule (IMS), Glossary of Abbreviations and Acronyms, and the Cross Reference Matrix (CRM). Pages excluded from the page count must contain only material pertinent to the page heading or be blank and marked "Intentionally Left Blank." Index pages and Tabs are required and shall be cross-referenced to the TOC.”
Section 2.2.1 includes a reference to index pages as stated on RFP release on page 172 of 206.
