SUMMARY OF CHANGES

SECTION SF 1449 - CONTINUATION SHEET

SOLICITATION/CONTRACT FORM

The required response date/time has changed from 30-Jul-2015 02:00 PM to 17-Aug-2015 02:00 PM.

The following have been modified:

52.212-1 ADDENDUM – ADDITIONAL INSTRUCTIONS TO OFFERORS--COMMERCIAL ITEMS

GENERAL INSTRUCTIONS

(A) Terms and conditions.

(1) This is a FAR Part 12 procurement that uses FAR Part 13 Simplified Acquisition Procedures conducted under the FAR 13.5 test program. After receipt of quotes the Government may, with or without notice, negotiate with and, if desired, seek quote revisions from as many or as few quoters as it, in its discretion, deems appropriate.

(2) The terms “offeror” or “offer” as used in FAR 52.212-1 shall be understood to mean “quoter” and “quote,” respectively. Further, the term “award” shall be understood to describe the Government’s issuance of an order in response to a Request for Quotations (RFQ).

(3) Quoters shall submit the quote by 1400 Eastern Standard Time (EST) on 17 August 2015 to the point of contact (POC) listed in paragraph (2) below. The quantities of electronic copies of the quote are identified in paragraph (b) below. The electronic copies shall be submitted via email attachment in Microsoft Office products for PC applications, or Adobe Acrobat .pdf files.

(4) The Government will consider all quotes that are timely received. Whether the Government considers a late quote is at the sole discretion of the Contracting Officer. Failure of a quote to address any items listed in the RFQ may make a quote unacceptable.

(5) All offers in response to this RFQ shall be submitted electronically to sarah.s.gallagher@navy.mil as email attachments in either Adobe or Microsoft Word format, with the exception of the signed SF 1449 and any amendments, which must be included in the quotation as scanned .pdf files, and the price quote, which must be submitted in Excel format. Quoters are advised that the Government may be unable to receive other types of electronic files (e.g., .zip files) or files in excess of 10 megabytes. To be timely, an email quotation must be received in its entirety in the designated email inbox by the due date and time for proposal submission specified in paragraph (3) above. An email quotation that resides on a Government server, but has not appeared in the designated email inbox by the due date and time for quotation submission will be considered late unless the exception at FAR 52.212-1(f)(2)(i)(A) applies. The exception at FAR 52.212-1(f)(2)(i)(B) shall not apply to email quotations.

(6) The point of contact to address any questions, concerns, or requests for clarification, and submission of quotes for this solicitation is as follows:
