Of note, the Contract Summary for Payment Office (Cost/Fixed Price)(Feb 1997) also depicts the only FFP CLIN is 0004, which is for informational purposes only as the SLINs need to be priced (no FFP SLINs, as stated). Since there are no FFP SLINs provided in Section B correlating to 0004, it is suspected that there will be no Orders issued with FFP CLIN/SLINs.
Did the Government intend to release the RFP without FFP SLINs to support CLIN 0004? If yes, please remove. Does the Government intend to issue any Orders with FFP SLINs? If yes, what SLINs are to be utilized for FFP under CLIN 0004 as none are depicted in Section B, within the Offeror's proposal? If yes, what effort within the SOW is attributable to the FFP CLIN and SLINs?
CLIN 0004 is the parent CLIN and the Ordering period for this CLIN is for the duration of the contract. SLINs will be created when the needs of the Government arise and when issued by the Contracting Officer.
See 5252.216-9110 on page 109 of the solicitation for more info.
Section B, CLINs/SLINs 0003, 0203, 0303, and 0403.
CLIN 0003 depicts CPIF and informational only with an estimated cost of $2.5M. Of note, there are no SLINs within Section B that seem to correlate to this CLIN, unless SLINs for 0203, 0303, and 0403 do.
Are the corresponding CLINs/SLINs to
CLIN 0003 0203 (0203AA‐AM), 0303
(0303AA‐AR), and 0403 (0403AA‐AP)?
This does not appear to be the case. If not, what SLINs are to be priced within the Offeror's proposal for CLIN 0003?
CLIN 0003 is the parent CLIN and the Ordering period for this CLIN is for the duration of the contract. SLINs will be created when the needs of the Government arise and when issued by the Contracting Officer. See 5252.216-9112 on page 106 of the solicitation for more info.
SLINs 0203AA-AH and SLINs 0203AJ-AM correspond to CLIN 0203.
SLINs 0303AA-AH, SLINs 0303AJ-AN, and SLINs 0303AP-AR correspond to CLIN 0303
SLINs 0403AA-AH, SLINs 0403AJ-AN, and SLIN 0403AP correspond to CLIN 0403
Section B, CLIN 0002 and Note C. Section L, 3.1, Volume II, 3.2 Proposal Structure for Volume II, 2.1.2.
Should CLIN 0002 also include "material" based on Note C?
Material is not included in CLIN 0002. Note C is deleted.
Section B, CLIN 0002 and Note C. Shouldn't Note C also include the EDM (CLIN 0001) and not only to support the Engineering and Technical Services CLINs/SLINs based on CLIN 0002?
Currently, Note C, 3rd sentence reads as follows:
"Incidental material shall include all hardware, software and other material needed to maintain or upgrade the Contractor’s development, integration and test facilities to enable the Contractor to perform under the Engineering Services efforts for the duration of the contract".
Recommended language:
"Incidental material shall include all hardware, software and other material needed to maintain or upgrade the Contractor’s development, integration and test facilities to enable the Contractor to perform under the Engineering and Technical Services CLINs (0101, 0201, 0301, and 0401) and Engineering Development Model (CLIN 0001) efforts for the duration of the contract."
Should CLIN 0103 also be included?
Note C is not included in CLIN 0001 and CLIN 0103.
Note C, 3rd sentence remains intact.
Recommended language is not incorporated.
Section B, CLINs 0002, 0102, 0202, 0302, 0402 and SLINs 0102AA, 0102AB, 0202AA, 0202BA, 0302AA, 0302BA, 0402AA, and 0402BA. Section L‐ 3, 3.2 Proposal Structure for Volume II, 2.1.2 (pg.
176). Referenced 2.1.2. states to provide burden at the SLIN level as identified in Section B. However, CLIN 0002 has an estimated amount that requires burden.
Should referenced 2.1.2 include CLIN 0002 for Offerors to apply their burdens?
It appears the intent of the Government is for Offerors to only provide burdens to CLIN 0002 and SLINs 0102AA, 0102AB, 0202AA, 0202BA, 0302AA, 0302BA, 0402AA, and 0402BA per Section M.
CLINs 0102, 0202, 0302, and 0402 would not be priced based on the informational only and priced at the SLINs statement. Is this the intent of the Government?
Offerors are to propose burden amount for CLIN 0002 and SLINs 0102AA, 0102BA, 0202AA, 0202BA, 0302AA, 0302BA, 0402AA and 0402BA.
Section B, CLINs 0102 and 0103, SLINs 0102AA and 0102BA
Should CLIN 0103 be supported with CLINs 0101 and 0102, and SLINs 0102AA and 0102BA as currently there is not travel, material, and subsistence to support same?
CLIN 0103 stands alone
Section B, HQ B‐2‐0015. Should this clause clearly depict the
CLINs in the Alternate?
Yes, CLIN 0003 will be added.
Section B, HQ B‐2‐0015 (pgs 62‐63), maximum fee is 10%; Establishment of Target Fee on Orders (Applicable to CLIN 0003, pg.58), maximum fee is 10%; Note A (pg. 59), maximum fee is 10%. Section
What is the correct maximum fee?
Recommendation is 12% based on the effort.
The correct maximum fee is 10%. Section I FAR 52.216-10(e) updated accordingly.
L‐3, 3.2 Proposal Structure for Volume II, 2.1.3 (pg.
176), maximum fee is 10%. Section I FAR 52.216‐ 10(e)(pg. 119), maximum fee is 12%. For this type of work, maximum fee is generally higher than 10%.
Section B, Notes F and G. What is the reasoning Notes F and G are included if Not Applicable (N/A)? If not applicable, please remove all instances within Section B (e.g. CLIN structure and notes).
See response provided in Question #21.
Section B, CLINs 0001‐0004, 0101‐0403 and associated SLINs, and Note I.
Should stated CLINs/SLINs include Note I (Price Group and Estimated Total Price are required to be filled in within each CDRL) since the applicable costs should be included in same, where applicable as CLIN 0005 is not separately priced?
See paragraph 2.1.5 on pages 176-177 of the solicitation.
Section C, HQ C‐2‐0065(a)(4)(pg. 79), reference to CMMI therein. There is only one reference within the entire solicitation to CMMI, which is within referenced clause.
Can the Government modify this clause to remove "Such processes shall be equivalent to those articulated by
CMMI®"?
See response provided in Question #23.
Section C, TI‐18 (CAC) Systems for SSN 688i and SSGN (pg. 69). "The Contractor shall integrate contractor furnished hardware/software with the Government furnished enclosure identified in Attachments 6 and 7." Attachments 6 & 7 both state "to be completed at contract award". An enclosure is not identified.
Can the Government please state in the applicable Attachment what this enclosure is? Will this be the same enclosure utilized for the TI‐16 EDM?
The Government will provide the enclosure (i.e., cabinet without internal components, connectors, and status panels) as GFM per the CAC Spec, Section
3.1.2. The same enclosure utilized for the TI-16
EDM.
Section D, ITEMS 0101, 0201, 0301, and 0401 (pg.
81). These CLINs are labor only as other supporting CLINs/SLINs include material, travel, and subsistence. Of note ITEM 0005 (pg. 81) covers reports, data, and documentation.
Can the Government confirm referenced Engineering and Technical Services CLINs (0101, 0201, 0301, and 0401) are labor only? If yes, please remove this statement in Section D. There should be no supply delivered under said CLINs, if only labor.
Engineering and Technical Services CLINs (0101, 0201, 0301, and 0401) are labor only. The statement is deleted.
Section F, DELIVERY INFORMATION (pgs. 90‐ 93). Section B, CLINs/SLINs with "(FY)" depicted.
Should the delivery dates within Section F reflect the CLINs/SLINs with FY stated?
For example, Section B, CLIN 0101 depicts FY, however, Section F for CLIN 0101 has a POP of "01‐OCT‐2016 TO 31‐ DEC‐2017", which is not a FY. The POP of CLIN 0101 in Section F is more than a fiscal year and a calendar year. This will affect pricing, therefore, it is important to have this clarified. If it's not a FY and the delivery dates/POP shown in Section F is accurate then Section B and all other applicable Sections should reflect what it is.
The delivery dates/POP shown in Section F is accurate.
The FY shown in Section B depicts when CLINs/SLINs start.
Section F, The Contractor shall perform the work described in SECTION C, at the Level of Effort specified in SECTION B, as follows: (pg. 89), and DELIVERY INFORMATION (pgs. 90‐93). Section I, 52.217‐9 (pg. 121).
Should the Delivery Dates be removed and applied at the Delivery Order level?
For example, based on Section F (pg. 89), it would not seem likely to know the POP start if an Option isn't exercised for CLINs 0101, 0201, 0301, and 0401.
The Delivery Dates or POP will be updated to reflect the planned POP start date when option exercised for CLINs 0101, 0201, 0301, and 0401. The POP end date remains the same.
Section G, DFARS 252.232‐7006(f)(2) (pg. 99), F.O.B. Origin. Referenced CLINs.
Shouldn't all CLINs/SLINs depicted in Section B (CLIN/SLIN structure) and Section E (pgs. 84‐85) that are F.O.B.
Origin be depicted here?
Yes, will be added.
Section I, Progress Payments FAR/DFAR Clauses are missing.
Can the Government please include progress payments clauses for small businesses (i.e. 52.232‐16, 252.232‐7004, etc.)?
Progress payment clause will be added in RFP Amendment to be applicable to CLIN 0103 only.
Section L, HQ L‐2‐0005(a) (pg. 155) "Of primary concern are those contractual arrangements in which the Offeror provides support to PEO SUB/NAVSEA or related laboratories (if applicable), in support of operation of the office or any of its programs." and
DISCLOSURE OF ORGANIZATIONAL
CONFLICT OF INTEREST(a) (pg. 156) "An OCI may exist if the Offeror, its subcontractors, affiliates, and/or consultants are currently under contract to provide products and/or support services to Naval Sea Systems Command. Other situations may also give rise to an OCI." Question is specific to the underlined language herein.
Can the Government please confirm that an Offeror would not have an OCI if it is not in a support function of the operation of the office or any of its programs? For example, if an Offeror is a contractor with NAVSEA, but not in a support function, this would not be a reportable potential OCI, correct? If not, please clearly specify what constitutes a potential OCI as there are many contractors who have contracts with NAVSEA, but would not be in an OCI situation.
The Navy will not predetermine an answer for you.
If you believe that you might have an OCI, you should follow the procedures in the clause.
Section L‐3, 1.1 (pg. 161) states 9 paper & 2 CDs submitted to NAVSEA, 2 paper & 2 CDs submitted to DCMA, and 2 paper & 2 CDs submitted to DCMA of Volume I (Technical); and 7 paper & 2 CDs to NAVSEA, 2 paper & 2 CDs to DCAA, and 2 paper & 2 CDs to DCAA for Volume II (Cost). SF 33 states to submit to the location identified in Section L or Item 7, however, no addresses or POC information are provided for DCMA or DCAA.
What addresses and POC/s do we "submit to"? Please provide the addresses and POC information for each "submit to" requirement.
NAVSEA copies should be mailed to:
COMMANDER,
Naval Sea Systems Command ATTN: Peter E. Richmond, SEA 02623 1333 Isaac Hull Ave SE STOP 2050 Washington Navy Yard DC 20362-2050
Section L‐3, 1.1 (pg. 161) states 2 paper & 2 CDs submitted to DCMA, and 2 paper & 2 CDs submitted to DCMA of Volume I (Technical); and 2 paper & 2 CDs to DCAA, and 2 paper & 2 CDs to DCAA for Volume II (Cost). Of note, pg. 163, "Proposal submission shall be as follows" is not clear since it refers to Block 9 of the SF 33, and HQ L‐2‐2013 is also not clear since information is not provided to clearly identify who shall receive same (block 7 of the SF 33 is not filled in). It is not clear who the Contracting Officer is and the Contract Specialist.
One should not assume Peter or Michelle are same, as titles/positions are not stated, other than for Peter in Section G.
What is the reason DCMA and DCAA should receive Volume I? Why is the Offeror require to submit both Volumes to DCMA and DCAA?
Should the responsibility of submitting the Offerors' Volumes be the Contracting Officer's obligation? If yes, should all copies be submitted to the Contracting Officer with the copies for DCMA and DCAA, clearly depicted on the packaging, for the Contracting Officer to submit to DCAA and DCMA? Please clearly update same to reflect what the Offeror is required to do.
Offerors shall comply with direction as provided in the RFP.
SF33, Block 12. Section L‐3, 3.2 Proposal Structure for Volume II (pg. 175, "Cost/Price proposals shall be effective for a period of two hundred seventy (270) calendar days from closing date for receipt of offers."
Should the entire proposal be valid/effective for a period of two hundred seventy (270) calendar days from closing date for receipt of offers? If yes, if Offerors' do not fill in the SF33, Block 12 with "270" would they would be ineligible for award?
Yes, from 9 June 2015.
Section L‐3, 3.2 Proposal Structure for Volume II,
2.1.6 (pg. 176), composite rate references.
Is it the Government's intent for an Offeror to include the target cost derived composite rate in Figure 1 as the Rate per HOUR (2b)?
What is the reason the Government requires the Offeror to provide a target cost derived composite rate?
Offerors shall fill in FIGURE 1 as required by the
RFP.
Section L‐3, 3.2 Proposal Structure for Volume II,
2.1.6 (pg. 176), composite rate references.
What is the reason the Government requires the Offeror to provide a target incentive fee derived composite rate?
See response provided in Question #69
Attachment 3, CAC Performance Specification paragraph 3.1.1 (pg. 8) states, "The Common Acoustic Cabinet (CAC) will provide acoustic processing for towed sonar arrays, low frequency hull sonar arrays, spherical sonar arrays, high frequency sail arrays, auxiliary sensors, and AN/BQQ‐10 support modes on SSN 688/688I and SSGN 726 class submarines for the Acoustic Rapid Commercial‐off the‐Shelf (COTS) Insertion (ARCI) Program."
All of the requirements in the performance specification and RFP reference towed arrays only but this statement says that the CAC will support other sensors. Are we required to support these other sensors?
The requirements are found in the performance specification. Specifically-see the CAC specification, paragraph 3.0.
Attachment 3, CAC Performance Specification paragraph 4.7.4 (pg. 33) defines and altitude requirement of ‐300 to +50,000 feet.
The requirement for COTS equipment to be rated for 50,000ft may prove to be difficult to achieve. Can this requirement be lowered or waived?
This requirement cannot be lower or waive.
However, this is a non-operational requirement for Transport, Handling, and Storage.
CAC Performance Specification paragraph 4.3.6 provides painting requirements.
May it be assumed that this painting requirement does not apply to the components installed in the rack?
This painting requirement applies to any components required paint.
Attachment 3, CAC Performance Specification paragraph 4.3 (pg. 25) provides guidance regarding Hazardous and Restricted Materials.
COTS computers will have internal PVC wiring harnesses. Is this assumption acceptable?
The use of PVC wiring harnesses shall only be permitted with the prior written approval of
NAVSEA.
CAC Performance Specification, paragraph 4.3.3(2):
“Requests for NAVSEA approval shall describe specifics for each instance the material is to be used (including component, location, how used and quantity).
Attachment 3, CAC Performance Specification paragraph 4.2.6.1, 5. (pg. 21) states, "The back panel connectors shall be in the same configuration as shown on Figure 4‐3. This ensures that no modifications are required for ships’ cables or other AN/BQQ‐10 cables connecting to the CAC."
Can the Government confirm that the selection of connectors are set as they appear? Is the current configuration compliant with all other requirements?
The connectors are set as they appear on Figure 4-3.
This current configuration is compliant with the CAC enclosure requirement.
Attachment 3, CAC Performance Specification paragraph 3.1.3, 1. (pg. 9) states, "The CAC shall power the following towed arrays in accordance with their respective specifications:..." then lists four arrays, and 3.4.11.6 (pg. 14). The actual power requirements are not provided in the Performance Specification.
Can the Offeror assume that the total load on the 7.4KW includes requirements for towed array power?
Yes
No Reference Will legacy test and evaluation procedures be provided?
The Government can’t provide legacy test and evaluation procedures due to SBIR rights.
CAC Standard Operating Procedure (SOP) (27MAR2015). With regards to the remaining classified and unclassified references not already uploaded to the AN/BQQ‐10 CAC Online Reading Room, the way we interpret the CAC Standard Operating Procedure (SOP) (27MAR2015) is that they are only available for viewing at the physical reading room located at NUWC Newport in Building 1320 Rm. 443B.
Is this interpretation correct? See response provided in Question #33.
Attachment 3, CAC Performance Specification paragraph 3.4.11.6, 2. 'Power Interface Requirements'
(pg. 14) states, "Maximum normal operation power limits shall be 7,414W, nominal power is 7,242W."
Appendix A sheet A‐4, Cable Number W 2713 (Ship's Power) lists, "115VAC 60Hz 3‐Phase vital bus". MIL‐STD‐1399 states in section 5.2.2 that, "User equipment rated above 5 Kilovolt amperes (kVA) shall operate from 440 Vrms, 3‐phase input
Can the Government provide clarification as to voltage specification supplied to the CAC via the Ship's Power interface as either being 115 or 440 VAC? If the power supplied by Ship's Power to the CAC is 115 VAC, is there an approved deviation in place for TI‐16 and TI‐18 that allows deviation from the referenced MIL‐
STD?
115VAC is the requirement per Table 3-1 in the CAC Performance Specification power."
Section L‐3, 1.1, Solicitation Response Requirements.
"…delivered 60 calendar days after issuance of the
RFP."
Due to the amount of information being requested and the number of questions being asked, respectfully, can the Government extend the due date of the proposal to "…delivered 90 calendar days after issuance of the RFP?"
See response to Question #15.

Section B: SLINs: 0203AA-
0203AM; 0303AA-0303AR;
0403AA-AP
Pages 10-58
Does the government intend to exercise all SLINs for each year for CLINs 0203, 0303 and 0403 at once? To stated it a different way, could the SLINs be exercised at different times?
The CLINs/SLINs will be exercised at different times.

Section C, "TI16 Common
Acoustic Cabinet EDM: Item 0001, 1st paragraph
The section on TI16 EDM states the enclosure will be GFM. Please clarify exactly what is being provided as GFM for the enclosure. Will the enclosure that is being provided as GFM be just the shell of the enclosure with external isolators or will it include the door, I/O panel, any of the existing rack slides from existing servers and CTAPs etc. Will any existing door status panel or anything else be provided?
The CAC Spec, Section 3.1.2, “Subsystem Overview and Hardware Description” clearly states that the Government will provide the enclosure as GFM (i.e., cabinet without internal components, connectors, and status panels). Therefore, no other material and software be provided by the government. The contractor shall use the Government furnished enclosure in accordance with the requirements in Section C of the RFP (pages 66 and 69).
The Government will provide doors. No shock isolators will be provided..

85 RFP Section F, "Delivery Information" for all production option line items
Page 91-93
This section outlines required delivery dates for all production options for FY 18, FY 19 and FY 20. These delivery dates are fixed although option exercise dates are not. For production lead time planning and option pricing, recommend that each option item delivery is tied to XXX number of days ARO ( after order receipt).
Left in this current state, delays in option award early in the fiscal year could force unrealistic delivery schedules on the contractor. (e.g., if the first FY 18 option is not exercised until 1 Jan 2018, then the first cabinet delivery would be required less than six months later).
Delivery Dates to be updated after option exercise based on the proposed production lead time for production option SLINs (0203AA-AH, 0203AJ-
AM, 0303AA-AH, 0303AJ-AN, 0303AP-AR,
