TO PROCURE USING OTHER THAN FULL AND OPEN COMPETITION

JUSTIFICATION

1. Contracting Activity

The Naval Sea Systems Command,

2. Description of the Action Being Approved

Award of a contract on a sole source basis to Affiliated Services, Incorporated, 836 Ritchie Highway, Suite 23A, Severna Park, MD for physical security access control for NAVSEA facilities located at 2100 2~ Street, SW, Washington DC.

3. Description of Supplies/Services

The services and supplies are in support of physical security access control for NAVSEA facilities located at 2100 2’~ Street, SW, Washington DC. This includes the removal, installation, and/or relocation of physical access card readers and alarm panels at this location; support for meeting and maintaining all Sensitive Compartmented Information Facility (SCIF) requirements at this location, to include: 1)relocation of servers, partitioning alarm panels, relocation of access readers; 2) necessary upgrades to the current software, including licenses in support of the building’s existing security system; 3) on-site technical support and systems administrator support for badge issuance; 4) necessary training to enable operation of the existing security systems, and; 5) system maintenance. This effort has an estimated value of $956,556 and will be funded using FY14 O&MN funds. The period of performance is for one year after award of the contract.

4. Statutory Authority Permitting Other Than Full and Open Competition

In accordance with 10 U.S.C. § 2304 (c) (1) , the supplies or services required by the agency are available from only one responsible source and no other type of supplies or services will satisfy agency requirements.

5. Rationale Justifying Use of Cited Statutory Authority

Due to the tragic shootings at the Washington Navy Yard (WNY) on 16 september 2013, NAVSEA employees working in building 197 will be temporarily relocated to 2100 2~ Street SW, Washington DC 20953 (known as the Transpoint building and now referred to as “NAVSEA West”). This building is owned by a private entity and is being leased by the General Services Administration until April 2015, upon which time NAVSEA will be able to return its workforce to renovated building 197 workspace at WNY.

The NAVSEA West facility was previously occupied by the U.S.

Coast Guard, who contracted with Affiliated Services, Incorporated for similar support as the original equipment/system installer and maintainer. Due to the Coast Guard’s planned departure from this facility, maintaining the building’s infrastructure was not a priority. It is aged and undocumented. Their physical access system was not upgraded over the years to any commercial-type standard.

Given the temporary duration that NAVSEA will occupy this facility, it is not practical or cost effective to install new equipment. As the original equipment/system installer and maintainer, only Affiliated Services Incorporated has the requisite knowledge, equipment documentation and experience to modify and maintain the existing physical security access system infrastructure that exists in the NAVSEA West facility.

6. Description of Efforts Made to Solicit Of fers from as Many Offerors as Practicable

NAVSEA 09P examined various physical security models and conducted market research with other vendors to determine the most efficient and cost effective method to provide the necessary level of physical security access to the NAVSEA West facility. 09P assessed the possibility of installing new equipment, which could be readily competed. However, based on research, this option appears more costly and presents risk to the building’s aged and over-stressed electrical system.

Utilization of the building’s existing physical access system is most practical and cost effective given the short duration that NAVSEA will occupy the building.

7. Determination of Fair and Reasonable Costs

The Contracting Off icer has determined that the anticipated costs to the Government for the supplies/services covered by the J&A will be fair and reasonable.

8. Actions to Remove Barriers to Competition

This contract action is limited to provide only the necessary physical access control support, capitalizing on existing facilities infrastructure while NAVSEA temporarily occupies the NAVSEA West facility until it can return to the WNY.
