| 040 | The High Speed Maneuverable Surface Target (HSMST) shall be capable of being operated as a seaborne target for weapon system test and evaluation exercises and Fleet training exercises. The HSMST shall be capable of being operated manned in its delivered configuration. The HSMST shall be capable of accepting Government remote control systems and shall be sufficiently durable to operate unmanned at full speed in sea state three following installation of Government remote control systems. The HSMST shall be capable of multiple configurations including either a Gasoline Fuel Outboard Engine Package (Item No. 236-01) or a JP/Diesel Fuel Outboard Engine Package (Item No. 236-02); either a Foam Flotation Collar (Item No. 611-01) or an Air Flotation Collar (Item No. 611-02); either with or without Flotation Foam (Item No. 079-02); and either with or without Fuel Water Separators for the JP/Diesel Fuel Outboard Engines (Item No. 261-05). | ||
| 041 | Configuration management shall be exercised to ensure that each craft is identical to the first craft delivered under each Delivery Order, except where deviation has been specifically authorized by a NAVSEA representative. | ||
| 042-01 | A Post-Award Review shall be performed at the Contractor's facility, an alternate location agreed to by the Government, or by phone at the Government's discretion. See Section C for additional requirements. | ||

| 051-05 | The craft shall be capable of maintaining a straight course at all speeds and in all loading conditions. | ||
| 061-01 | The HSMST shall have a deep "V" ocean going heavy duty, ruggedized aluminum hull. The hull shall be welded 5083 and/or 5086 aluminum construction throughout. Structural components shall be constructed only of T and L shaped angle aluminum (square tube shall not be used). Non-structural components such as handrails, small component brakets and wire ways may include square tube and may include 6061 aluminum. The hull shall incorporate lifting strakes. | ||
| 061-02 | Deadrise at the transom shall be between twenty-one (21) and twenty-seven (27) degrees. Deadrise at all points forward of the transom shall be no less than deadrise at the transom. | ||
| 070-01 | The craft shall have a commercial design that has demonstrated proven performance in commercial industry or Government applications similar to the requirements of this procurement. | ||
| 070-02 | With the exception of personal flotation devices (PFDs) and visual distress signals (VDS), the craft shall be capable of meeting all US Coast Guard regulations in its configuration at delivery, with only the equipment installed or included with the craft. | ||
| 070-03 | As a minimum, the craft in all respects shall meet American Boat and Yacht Council (ABYC) Standards and Recommended Practices. | ||
| 070-04 | The craft shall meet the following dimensional requirements: Length overall (LOA) shall be a minimum of 315 inches and a maximum of 365 inches. Chine beam at the transom shall be a minimum of eighty (80) inches. Chine beam at the transom shall be equal to or greater than chine beam at any point forward of the transom. Extreme beam (with flotation collar) shall be a maximum of 116 inches. The combined height of the craft and shipping cradle (with the craft strapped on the shipping cradle and the radar/accessory arch folded down) shall be a maximum of 100 inches. | ||
| 070-05 | The craft shall have a minimum payload capacity of 1,000 lbs. Payload includes crew (when applicable) and additional gear or equipment. |
Minimum Operating Condition shall include the craft complete in all respects including liquids in machinery, 150 gallons of fuel, plus 500 lbs of payload.
Full Load Condition shall include the craft complete in all respects including liquids in machinery, 150 gallons of fuel, plus 1,000 lbs of payload.
Over-the-Road (OTR) Condition shall include the craft complete in all respects including liquids in machinery, full fuel, 500 lbs of payload, and a 10% margin for growth.
Design Hoisting Condition shall include the craft complete in all respects including liquids in machinery, full fuel, 500 lbs of payload, and a 10% margin for growth (same as OTR condition).
| 070-06 | The weight of the craft in Over-the-Road Condition or Design Hoisting Condition shall not exceed 8,000 lbs. |
| 070-07 | The craft shall not have a list exceeding one (1) degree in either the port or starboard direction. |
| 070-08 | The HSMST shall have a forward anchor locker with a hinged watertight aluminum hatch. Vents shall be installed on the anchor locker. Louvers or other spash guards shall be installed over vents to minimize water intrustion. |
| 071 | All items requiring regular operation or maintenance (e.g. switches, valves, filters, etc . . .) shall be readily accessible. |
| 075 | Fasteners installed throughout the craft shall be ASTM F593, stainless steel type 316 (UNS S31600) or type 316L (UNS 31603). Nitronic 50 (UNS S20910), duplex alloy 2205 (UNS S31803), Ferralium 255 (UNS S32550), or alloy AL-6XN (UNS N08367) may also be used. Threaded fasteners, when installed and tightened, shall protrude a distance of between one and nine threads beyond the top of the nut or plastic insert. |
| 078-01 | All construction materials shall be marine grade and resistant to corrosion and UV degradation. |
| 078-02 | Metal structure shall be of welded construction. Except as otherwise specified, structural aluminum materials shall conform to the following specifications: |

- Cast for general applications (J92800 or J92500; for non-welded applications UNS J92900 or J92600 may be substituted.)
- Cast for underwater applications (J92800; for non-welded applications UNS J92900 may be substituted.)
- Plate/sheet, bars/shapes, tubing, pipe (S31603; for non-welded applications S31600 may be substituted.)
Non-structural components such as handrails, small component brackets and wire ways may include extruded 6061 material.
| 078-03 | Asbestos and lead paint shall not be used in the construction of the craft. The use of and dependence on hazardous material, as defined in 40 CFR 116.4, throughout the craft life cycle shall be avoided. Pollution prevention measures, including source reduction and material substitution shall be incorporated in the craft design. Alternatives to hazardous material shall be used where applicable. Class I and Class II ozone depleting substances, as defined by the Clean Air Act, 42 United States Code (U.S.C) section 7671, are prohibited in all craft systems and equipment, and shall not be exposed to unsafe levels of electromagnetic radiation. |
| 078-04 | Wood and other hygroscopic or biodegradable materials shall not be used anywhere on the craft. |
| 079-01 | Flotation characteristics shall be incorporated to ensure the craft sheer remains 150mm above the waterline and the craft remains reasonably level when the craft is fully swamped. |
| 079-02 | Flotation foam shall be installed to completely fill all hull compartments which extend below the waterline, except for the fuel tank compartment, the Electronics Box, and stuffing tubes, which shall not contain flotation foam. Flotation foam shall meet the requirements of 33 CFR F 183.113 test of flotation materials and ABYC H-8.10. |

| 080-03 | The craft design shall account for human elements. The human role in operating and supporting the craft shall be addressed at all system levels. Human engineering principles shall be applied to the physical craft design, system and equipment selection, and layout of controls. Switches, levers, pushbuttons, and/or equipment start mechanisms shall be located to prevent the possibility of accidental physical damage and inadvertent activation. ASTM F1166 contains reference data for human engineering and may be used where applicable. |
| 083-01 | Deployment Spare Parts for HSMST with Gasoline Engines: A Deployment Spare Parts package including the items listed in 083-01.01 through 083-01.09 shall be provided. Listed part numbers listed are for reference and when superseded, the superseding part number shall be provided. 083-05 Spare Standard-Rotation JP/Diesel Fuel Outboard Engine:
One Mercury Marine Optimax JP (185 horsepower) or Optimax Diesel (180 horsepower) standard-rotation saltwater two stroke outboard engine shall be provided as a spare.
NOTE: ITEM 083-05 WILL BE ORDERED ON A SEPARATE CLIN/SLIN AND MAY NOT BE INCLUDED WITH ALL CRAFT.
083-06 Spare Counter-Rotation JP/Diesel Fuel Outboard Engine:
One Mercury Marine Optimax JP (185 horsepower) or Optimax Diesel (180 horsepower) counter-rotation saltwater two stroke outboard engine shall be provided as a spare.

084-01 A re-usable welded aluminum shipping cradle shall be provided. The shipping cradle shall support and prevent movement of the craft for over-the-road shipping on a flat bed truck or trailer. The shipping cradle shall be padded to protect the craft hull and shall incorporate two sets of forklift slots and four (4) tie-down eyes. Tie- down eyes shall be located near each corner of the cradle. All forklift slots shall be boxed and located to accommodate lifting from the port and starboard sides of the craft/cradle. One set of forklift slots shall be ten (10) inch wide slots separated by a maximum of twenty-four (24) inches. The second set of forklift slots shall be twelve (12) inch wide slots separated by a minimum of fifty-five (55) inches. All forklift slots shall be five (5) inches tall.

084-02 A trailer shall be provided and shall meet the following requirements in Item Nos. 084-02.01 through 084-02.28:

| 084-02.01 | The trailer shall be heavy duty and of aluminum or hot-dipped galvanized steel construction. |
| 084-02.02 | The trailer shall comply with all applicable federal requirements, including CFR title 49 Chapter III Part 393 and Chapter V Part 571, excepting that the CFR exclusion of heavy trailers does not apply for all cited CFR requirements. |
| 084-02.03 | The trailer shall be properly sized for the weight of the HSMST in Over-the-Road Condition. |
| 084-02.04 | The loaded trailer dimensions (with HSMST) shall be within acceptable limits for over-the-road transportation per MIL-STD-1366E. |

The TDP shall include but not be limited to: Commercial Off the Shelf (COTS) manuals, as-built construction drawings, and technical information essential for repairs and supply support (i.e., operation and maintenance information and parts lists/ illustrations). |
| 085-01.01 | Drawings supplied shall include but are not limited to : arrangements, structure, mechanical systems, hoisting arrangements and calculations, and electrical diagrams/schematics in accordance with IEEE-45 documentation requirements. Drawings shall be prepared in accordance with ASME Y14.100 series. Drawings shall contain or be cross referenced to a master parts list (Bill of Materials, BOM) to the Line Replaceable Unit (LRU) level with original equipment manufacturer (OEM) part numbers. BOM shall contain the item number (referenced by callout or find number to each material item shown on the sheet). OEM part number, OEM CAGE code, quantity, description, material, grade, and notes as applicable. OEM contact information (name, address, and phone number) shall be listed for each CAGE code. |
| 085-01.02 | Contractor shall provide OEM-supplied warranty information for all components provided on the craft which are covered under warranties. |
| 085-01.03 | All drawings shall be provided in hard copy (11" x 17") and in both AutoCAD DWF and Adobe PDF electronic formats. All technical manuals and associated documentation shall be provided in both hard copy and Adobe Acrobat electronic format (PDF). Electronic files shall be generated using latest available software versions and provided on CD or DVD. A master data index shall list each drawing and each technical manual with the corresponding title, file name, and revision number. |

| 085-01.05 | Non-commercial Technical Data and computer software: The Government desires at a minimum Government Purpose Rights (GPR) in non-commercial technical data (including drawings, manuals, etc. developed by the builder or their sub-contractor) and computer software to be delivered under the contract. Hull lines drawings and other proprietary details of the boat/system design may be marked with Limited Rights Legend per DFARS 252.227-7013. Rights in Technical Data: For all non-commercial technical data and computer software to be delivered under the contract, the Contractor shall provide a table as required under DFARS 252.227-7017. |
| 085-01.06 | Commercial Technical Data: Under DFARS 227.7015 (c) Additional License Rights the Government desires, at a minimum, a special license agreement that provides the Government, in the commercial technical data and commercial computer software to be delivered under the contract by the Contractor and the sub-contractors, the right to use, modify, reproduce, release, perform, display, or disclose the technical data developed by the builder and sub-contractors, and to permit others to do so, that are necessary for acceptance, operation/training, maintenance, repair, modification, and supply support for the delivered boat and trailer (where provided). The Government shall not use the technical data and/or the computer software to manufacture additional quantities of the commercial items. |
The Government shall not release or disclose any non-commercial technical data, commercial technical data, and computer software delivered under the contract unless A) Prior to release or disclosure, the intended recipient is subject to the non-disclosure agreement at DFARS 227.7103-7; or B) the recipient is a Government contractor receiving access to the data for performance of a Government contract that contains the clause at DFARS 252.227-7025, Limitations on the Use or Disclosure of Government-Furnished Information Marked with Restrictive Legends. For all technical and commercial computer software to be delivered under the contract, the Contractor shall provide a table as requested in the clause for technical data for commercial items.
085-01.07 Commercial Data Marking Requirements: The Contractor shall place the following legend on all technical data relating to commercial items and all commercial computer software:
SPECIAL LICENSE RIGHTS
The Government's rights to use, modify, reproduce, release, perform, display, or disclose these data are restricted by Contract No._(Insert contract number)____, License No. (Insert license identifier)____. Any reproduction of technical data or portions therof marked with this legend must also reproduce the markings.
| 085-01.08 | A complete preliminary/draft TDP shall be submitted no later than thirty (30) days prior to Acceptance Trials (ATs) on Craft No. 1 and Craft No. 2. The Government will provide comments on the preliminary/draft TDP. Final TDP (with Government comments incorporated) is due at ATs on Craft No. 1 and Craft No. 2. Any additional TDP comments will be included in the Acceptance Trials Discrepancy List. One final copy of the TDP (with all comments incorporated) is due with each craft. One final copy of the TDP in digital format only (with all comments incorporated) shall be submitted to the PMS325 Project Manager concurrent with delivery of Craft No. 1 and Craft No. 2. Government acceptance of the preliminary/draft and final TDP for payment events is predicated upon accuracy (data matching the as-built configuration) and completeness (all technical data provided with status/rationale provided for any outstanding/missing data). |
| 094-01 | Builder's Trials (BT): The Contractor shall perform Builder's Trials at the Contractor's facility and shall demonstrate the successful operation of all craft equipment and systems, that the craft is seaworthy, and that the craft is ready for delivery (except for final cleaning and packaging). The Contractor shall provide all test equipment, fuel, fluids, and qualified personnel to conduct Builder's Trials. The Contractor shall e-mail Builder's Trials results to the PMS325 project manager within 7 days of completion. The Builder's Trials report shall also be made available to the Government at Acceptance Trials on Craft No. 1 and Craft No. 2. Successful completion of Builder's Trials and correction of resulting discrepancies is a prerequisite to Acceptance Trials. |
| 094-02 | Acceptance Trials (AT) for the First Two (2) Craft Per Delivery Order: Acceptance Trials shall be performed by the Contractor for the purpose of inspection, verification, and overall compliance with contract requirements. Acceptance Trials shall be performed at the Contractor’s facility prior to final delivery to the Government. Government personnel attending will pay own travel expenses. The Government reserves the right to inspect the craft, witness in-water (underway) trials and request related demonstrations, and review technical documentation. | 094-02.01 | Acceptance Trials shall include inspections and verifications that: a) all systems have been satisfactorily tested in accordance with USCG regulatory requirements and the commercial marine standards as specified in the Delivery Order; b) all equipment, machinery, components and systems can be safely operated to full capacity under full load operating condition; c) the craft is clean and free of trash and other debris; and d) the craft is in all respects ready for delivery, except for final cleaning and preparation for shipment. The first HSMST shall be in the configuration with the Gasoline Fuel Outboard Engine Package specified in Item No. 236-01. Unless otherwise specified, the performance aspect of the trials shall be conducted beginning with a minimum fuel load of 50%. |
| 094-02.02 | The underway (sea trials) portion of the Acceptance Trials shall include the following tests: |
Speed Test: The maximum sustained speed of the first HSMST shall be recorded on each leg of a square route. Each leg of the route shall be a minimum of one (1) nautical mile. If the sea trials are conducted on a waterbody with insufficient area for a square route, the route for the speed test shall be in two opposite directions. Speed shall be measured using a handheld GPS.
Endurance Test: The HSMSTs shall be run for a minimum of one hour at a minimum speed of 20 knots.
Towing Test: The first HSMST shall tow the second HSMST in two opposite directions and the maximum sustained speeds shall be recorded. The towed HSMST shall have a minimum fuel load of 50%. Towline length shall be between 150 and 200 feet. Towline shall be 1 inch diameter 3-strand ultra blue polyolefin. Bridle length shall be between 12 to 15 feet. Bridle shall be 1 inch diameter 3-strand nylon. Bridle shall be attached to a 7/8 inch nominal size safety bolt type anchor shackle which shall be attached to the bow eye of the towed HSMST. Speed shall be measured using a handheld GPS.
Steering Test: The HSMST shall be maneuvered in a figure 8 pattern at 10 knots and at 20 knots.
Backing Test: The HSMST shall be driven aft at 5 knots.
| 094-02.03 | The Contractor shall ensure that each craft is complete and ready for presentation to the Government prior to the Acceptance Trials date. This includes, but is not limited to all hardware installed, all systems fully operational, and associated drawings, tech manuals, and certification data is complete and available. The Contractor shall provide all test equipment, fuel, fluids, and qualified personnel to support all inspections, systems verifications, and in-water trials. | ||

245-04 Counter-Rotation Propeller for JP/Diesel Fuel Outboard Engine:
A counter-rotation stainless steel propeller shall be provided for the counter-rotation Mercury Marine Optimax JP or Optimax Diesel engine. Contractor shall select and test propeller blade configuration, diameter, and pitch to ensure the craft meets the performance requirements.
NOTE: ITEM NO. 245-04 SHALL BE PROVIDED WITH EACH ITEM NO. 236-02.
| 252 | A complete instrumentation package for each engine shall be installed on the craft. Instrumentation shall be located on the console in view of the coxswain and shall have backlighting controlled by a dimmer switch. The instrument package shall include tachometer, tilt/trim indicator, voltmeter, engine coolant temperature, engine oil pressure, and engine hour meter. Engine oil pressure and coolant temperature alarms shall be both visible and audible with silence option. Keyed mechanical ignition switches and emergency engine kill lanyards shall be installed. |
| 261-01 | A non-integral fuel tank with a minimum capacity of 150 gallons shall be installed. The fuel tank shall be constructed of 5000 series aluminum alloy. The tank shall incorporate internal baffles spaced no more than thirty (30) inches apart. The tank shall be accessible for inspection and repair. Fuel tank supports, chocks, or straps that are not integral with the fuel tank shall be insulated from the tank surface by hard Neoprene or similar non-moisture-absorbing material. The tank shall be provided with both electronic and manual sounding capability to determine the fuel level. The tank shall incorporate a pump out tube extending to the lowest level of the tank. The sounding tube and the pump out tube may be the same as long as holes are not drilled in the tube. A manual sounding rod shall be provided with stowage. A fuel gauge shall be installed on the console. Each opening into the fuel tank shall be at or above the topmost surface of the tank. Fuel fill line shall have two (2) inch diameter pipe and hose. Fuel venting shall be designed for compatibility with high capacity fuel pumps used at Navy facilities (Government to provide guidance). At least one fuel vent shall be located on the opposite side of the fuel tank as the fuel fill. Each fuel tank vent shall have a stainless steel wire screen flame arrestor and a splash guard. The fuel tank compartment shall be vented. Splash guards shall be installed on the fuel tank compartment vents to minimize water intrustion into the compartment. |
