About this file
This is a Sole Source Justification and Approval document for a federal contract opportunity issued by the Department of the Navy, Naval Sea Systems Command (NAVSEA).
NAVSEA is awarding a sole-source purchase order to Ink to Think, LLC, located in Daniel Island, South Carolina, using FAR Subpart 13.5 simplified acquisition procedures. The contract covers commercial services in strategy, communications, and change management with an estimated dollar value of $8,500,000 in OMN (Other Procurement, Navy) funds for FY26-FY27, with a performance period of 20 months. Deliverables include visual information maps, infographics, presentation graphics, brand identity packages, capability briefs, motion graphic videos, strategic development packages, communication plans, communication content packages, and meeting design and facilitation services. These products support NAVSEA's Enterprise Strategy and address national security strategy priorities, including products covering Controlled Unclassified Information (CUI) use cases and Impact Levels 4-5.
The justification cites 41 U.S.C. 1901 (simplified acquisition procedures) as the authority for other than full and open competition. NAVSEA determined Ink to Think, LLC is the only responsible source capable of meeting requirements without unacceptable delays, given the contractor's existing experience as the current provider of strategic communications deliverables and unique understanding of NAVSEA's enterprise strategy initiatives. The justification notes that competitive procurement would require approximately nine months, plus an additional six months for contractor transition, creating unacceptable delays given the critical national security role NAVSEA serves. A pre-solicitation synopsis was issued on December 5, 2025, and two interested companies submitted capability statements, but neither demonstrated relevant experience. The Contracting Officer has determined the anticipated costs are fair and reasonable. The justification was approved on January 13, 2026, by Cristina M. Covalt, Director, Fleet Support Contracts Division (SEA 024).
