About this file
This document is a Justification and Approval (J&A) for a sole-source contract modification for the Naval Sea Systems Command. The modification is for existing contract N00024-20-C-4315 with Oceaneering International Incorporated (OII) to add labor hours supporting the Submarine Rescue Operations Maintenance Contractor (SROMC) for the Undersea Special Missions Systems program office (PMS 390). The contract modification will increase hours and costs on specific contract line item numbers (CLINs) to provide additional level-of-effort (LOE) labor, material, and travel costs that cannot be accomplished using the current hours.
The modification became necessary due to unforeseen events causing earlier-than-anticipated expenditure of contract hours. Originally intended to fulfill SROMC requirements until 2025, the available hours were exhausted more quickly than expected. NAVSEA determined that contracting with another company would cause unacceptable delays in meeting Navy requirements. As a result, OII is deemed the only source capable of fulfilling the Navy's SROMC support needs. NAVSEA intends to use full and open competition for the follow-on contract for SROMC support beyond 2025, with the current modification being a stop-gap measure to ensure continuous critical submarine rescue support.
