Offerors shall allow the maximum practicable opportunity for Small Business to participate in contract performance and shall submit a Small Business Subcontracting Plan as required by FAR 19.702 with the Cost Proposal.
SUBCONTRACT INFORMATION
In requesting proposals from prospective subcontractors, Offerors shall provide all necessary information for the contemplated purchase. No additional volumes or pages will be reviewed. Sub-headings are for organization purposes, vendors must still address entire Section L.

Any pages that may be revised as a result of discussions shall contain revision numbers and dates. Every paragraph, figure, and table shall be numbered. Pages excluded from the page count must contain only material pertinent to the page heading or be blank and marked “Intentionally Left Blank”. Index pages and Tabs are required and shall be cross-referenced to the Table of Contents. Every page, except those marked as blank, shall be numbered. The numbering system shall uniquely identify each page throughout the proposal. (i.e. each page number in each volume or appendix shall only be used once.) If the proposal exceeds the page limit identified, the Government will remove all pages exceeding the specified page count from the back of the applicable proposal section/area prior to the evaluation and will not evaluate these pages. These pages will not be removed from the index or appendices provided at the back of the proposal.
The first page of each proposal volume shall be in accordance with FAR 52.215-1, paragraph (c) (2). If the Offeror wishes to restrict the disclosure or use of its proposal, use the legend permitted by FAR 52.215-1(e) (1) and (e) (2), respectively. The first page of each proposal volume shall also contain the Volume Number, Volume Title, Security Classification of the Volume, and Serial/Copy Number. A table of contents shall be provided after the title page listing the sections, subsections, and page numbers. Each volume of the Offeror’s proposal shall contain a glossary of all abbreviations and acronyms used, with an explanation for each.
In the event that any portion of the proposal is written, authored, or created by anyone who is not a bona fide employee of the firm submitting the proposal, a certificate to this effect shall be furnished which must be signed by an authorized official of the Offeror and shall indicate the author’s name, employment capacity, firm name, relationship of that firm to the Offeror, and which portion (identified by Volume number and Page Number) of the proposal was written, authored or created by that person.
Said Certificate shall be provided in Volume III - Price Proposal immediately behind the required cover letter.
Offerors are cautioned that, in accordance with the “Instruction to Offerors-Competitive Acquisitions” clause (FAR 52.215-1), the Government intends to award a Firm Fixed Price contract on the basis of initial proposals received, without discussions. Therefore, each proposal shall contain the Offeror’s best terms from a price and technical standpoint.
Competitive Range
If awards are not made on the basis of initial proposals, the Contracting Officer will make the determination as to which proposals are in the “Competitive Range.” Based on the ratings of each proposal against all evaluation criteria, the contracting officer shall establish a competitive range comprised of the most highly rated proposals. However, the number of proposals within the competitive range may be reduced if the Contracting Officer determines the number of most highly rated proposals that might otherwise be included within the competitive range exceeds the number at which an efficient competition can be conducted.
Discussion/Final Proposal Revision
If Discussions are conducted, the PCO will request Final Proposal Revisions (FPRs). Only information included in the FPR will be evaluated.
Cross Referencing
Each volume shall be written to the greatest extent possible on a stand-alone basis so that its content may be evaluated with a minimum of cross referencing to other volumes of the proposal. Cross referencing within a proposal volume is permitted where its use would conserve space without impairing clarity. Information required for proposal evaluation which is not found in its designated volume may be assumed to have been omitted from the proposal.
Glossary of Abbreviations and Acronyms
Each volume shall contain a glossary of all abbreviations and acronyms used, with an explanation for each. Glossaries do not count against the page limitation for its respective volume(s).
L.3.A Forwarding Letter
1. The Forwarding Letter shall not exceed three pages and shall include a signed statement, on the Offeror’s letterhead, stating that the accompanying Proposal:
a) Is for all requirements as stated in the solicitation (including all attachments, appendices, and amendments thereto).

[Qualification of the proposal or taking an exception to any of the terms and conditions may result in the Offeror’s proposal being rejected as unacceptable].
c) An executive summary may be provided as Attachment 1 to the forwarding letter and may summarize the Technical and Price proposal volumes. Attachment 1 shall not exceed two pages.
The Forwarding Letter and Attachment 1 will not be evaluated by the Government.

Any objection to any of the terms and conditions of this RFP may make the offer unacceptable. Offerors are notified that the Government’s acceptance of an offer does not imply acceptance of the pricing rationale or assumptions. For work on projects that have started but not yet completed within the past five years, the value of the work completed within the past five years may be counted toward meeting the $300M total. Evidence such as the first page of any applicable contract(s) will be accepted.
3.1.2 WRITTEN AGREEMENT OF PRE-APPROVAL FOR 20% PERFORMANCE BOND
Provide evidence of a written agreement by a third-party institution to provide a performance bond valued at 20% of the total proposed price, to be effective the date the Offeror takes possession of the

The Offeror could draw upon this easement during ex-ENTERPRISE dismantlement. Since this easement would only be for ex-ENTERPRISE dismantlement waste, upon completion of dismantlement, the easement would confer no additional rights and would no longer have any effect. Alternatively, in lieu of this easement, the Offeror may elect to provide evidence of a written agreement by a third-party institution to provide an additional performance bond for completion of the contract valued at 30% of the total contract price (i.e., increase the total value of the performance bonds for the contract to 50% of the total contract price), effective the date the Offeror takes possession of ex-ENTERPRISE. If the Offeror elects to provide the additional performance bond in lieu of the easement described above, the offeror shall be responsible for providing or purchasing any required radioactive waste disposal services.

At a minimum, the Offeror must provide evidence these officials have been informed of the scope of work to be performed and the radiological regulatory framework. The Offeror shall also provide an assessment of the feasibility of performing the dismantlement of ex-ENTERPRISE at the proposed location for the work in the context of the outreach conducted by the Offeror, including any feedback or comments from the Local and State officials that were contacted.
The term ‘appropriate’ in the context of the officials to be contacted noted above may include, but are not limited to, elected officials, duly authorized representative(s) of the agency or agencies that will oversee business and environmental permits required to perform the tasks in the statement of work, emergency response organizations, and State and/or municipal authorities for ports, harbors, and/or economic development zones where the work is proposed be performed. The Offeror shall provide justification for the officials determined by the Offeror to be ‘appropriate’ in the context of the Local and State jurisdiction where the work is proposed to be performed.

Offerors are advised that a request for indemnification coverage does not ensure coverage will be granted.
3.1.7 OFFEROR PROVIDE COMPLETED REQUEST FOR TRANSFER OF POSSESSION PER
10 CFR 30. 34(b)(2)(i)(i)
Offerors shall submit a Request to Transfer Possession. The request should reflect the information specified in 10 CFR 30.34(b)(2)(i), the NR-NRC Interagency Agreement (Attachment J-4), and additional information necessary to understand the Offeror’s planned activities following acceptance of the ship and prior to approval of the Decommissioning Work Plan (DWP) described elsewhere in this contract.

The Government will review the successful Offeror’s request to Transfer Custody of the vessel and inspect their facility. The Request to Transfer Possession will be reviewed by NRC and approved by NAVSEA as described in the Interagency Agreement (Attachment J-4). Once transfer custody of vessel and facility site is approved to receive the vessel, the Government will deliver the ship to the Offeror’s facility. Actual delivery of the vessel should occur once both conditions are met, contingent upon weather events at the port of origin, along the tow route and final destination.
3.1.8 OFFEROR PROVIDE EVIDENCE OF COMPLETED MANDATORY EX-ENTERPRISE
