About this file
This is a Class Justification and Approval (CJ&A) document for use of other than full and open competition issued by the Department of the Navy's Naval Sea Systems Command.
The Naval Sea Systems Command seeks to award a sole-source contract to General Dynamics Electric Boat (GDEB) for Reactor Plant Planning Yard (RPPY) support for nuclear-powered submarines and the Navy's Moored Training Ships Support Yard (MTSSY) requirements. The contract covers supplies and services necessary to perform engineering and technical support functions for reactor plant overhauls, maintenance activities, work package formulation, and related logistics support beyond the capabilities of forces afloat. Additionally, the contract will provide Planning Yard requirements for nuclear-powered submarines operated as Moored Training Ships, on-site logistics and engineering support at Newport, management of the MTS rotatable pool including refurbishment and storage, and logistics support for the Nuclear Support Facilities Planning Yard and Fleet Maintenance Support Branch. The estimated dollar value and specific labor hours are redacted in the document. The contracting activity is the Naval Sea Systems Command Shipbuilding Contracts Division (SEA 022), with authority to act under this justification expiring 30 September 2030.
The Navy justifies sole-source procurement under 10 U.S.C. 3204(a)(1), citing that GDEB is the only capable supplier, having been the lead designer of submarine propulsion plants for over 50 years and the sole supplier of RPPY support. The document notes that developing an alternative source would require several years and millions of dollars in source development, plus extensive Naval Nuclear Propulsion Program oversight. A waiver to the Sources Sought notice requirement was approved on 29 October 2019 for the initial solicitation and on 11 August 2025 for the contract extension. The original contract action was synopsized on SAM.gov on 10 January 2020, and the follow-on action on 11 March 2025, with no responses anticipated. Fair and reasonable pricing will be determined through certified cost and pricing data analysis by technical analysts, contract specialists, and Defense Contract Audit Agency auditors. The Navy has no plans to compete future contracts for these supplies and services unless another potential source emerges.

6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable
A waiver to the Sources Sought notice requirement in accordance with the Under Secretary of Defense, Acquisition, Technology and Logistics Memorandum of 21 August 2014, entitled Actions to Improve Department of Defense Competition, for the initial solicitation was approved by Ms. Susan W. Tomaiko, Director, Shipbuilding Contracts Division, on 29 October 2019. A waiver to the Sources Sought notice requirement for the extension of contract N00024-20-C-2114 was approved by Mr. Scott Anderson, Director, Shipbuilding Contracts Division, on 11 August 2025.
The original proposed contract action was synopsized via the System for Award Management (SAM.gov) website on 10 January 2020, and the follow-on contract action was synopsized on SAM.gov on 11 March 2025. No responses have been received to date, and no responses are anticipated.
No additional market research has been conducted because it is not practicable, for the reasons discussed in paragraph 5, for any company other than GDEB to provide the required supplies.
7. Determination of Fair and Reasonable Costs
In accordance with FAR 15.402(a), the Contracting Officer must ensure all supplies and services are procured at a fair and reasonable price. The contractor shall submit certified cost and pricing data in accordance with FAR 15.403-4. Analysis of the proposals will be performed by technical analysts and contract specialists, with the assistance of the Defense Contract Audit Agency auditors and staff from the Supervisor of Shipbuilding, Conversion, and Repair, Groton, as necessary. The Contracting Officer will use cost and price analysis to determine that the final price is fair and reasonable.
8. Actions to Remove Barriers to Competition
For the reasons set forth in paragraph 5, the Naval Sea Systems Command has no plans at this time to compete future contracts for the types of supplies/support covered by this document. If another potential source emerges, the Naval Sea Systems Command will assess whether competition for future requirements is feasible.
