This document is a Justification and Approval (J&A) for a sole source contract with Damen Naval, located in the Netherlands, for the procurement of a Technical Data Package (TDP) and licensing agreement for the Landing Ship Transport (LST-100) design in support of the Navy's Medium Landing Ship (LSM) Block 1 procurement. The Navy will award the contract under 10 U.S.C. § 3204(a)(1), which allows for other than full and open competition when only one responsible source can satisfy agency requirements.

The contract aims to enable the Navy to quickly procure multiple non-developmental landing ships by leveraging an existing Commercial Non-Developmental Item (CNDI) design. Through extensive market research, including an industry-wide Request for Information (RFI), the Navy determined that only Damen's LST-100 and Bollinger's ILSV designs meet the Top-Level Requirements for LSM Block 1. The Navy intends to use the TDP and licensing agreements to construct landing ships at multiple shipyards under future competitive awards, with funding from Fiscal Year 2025 Shipbuilding and Conversion (SCN) appropriations. The contract will be funded for the first phase, with the potential for future competitive procurements.
