About this file
This is a Class Justification and Approval (CJ&A) document from the Department of the Navy's Naval Sea Systems Command for a sole-source contract award to Bollinger Shipyards Lockport, L.L.C. for the construction of one (1) Medium Landing Ship (LSM) Block 1 Nondevelpmental Landing Vessel (NDLV). The proposed contract, anticipated to be awarded in September 2025, will provide a landing ship capability to the Marine Corps fleet as quickly as possible, with delivery projected by April 2030. The Navy selected Bollinger as the sole source based on extensive market research, including an industry-wide Request for Information (RFI), which identified two viable NDLV designs that meet the Top-Level Requirements (TLRs) for LSM Block 1.
The contract will include design artifacts, specifications, data rights, and technical information to operate, maintain, and sustain the vessel's lifecycle. The total estimated Basic Cost of Construction is redacted, with funding appropriation to be determined at execution. The Navy is leveraging an existing NDLV design to reduce schedule and cost risks, utilizing either the Bollinger ND-LSV or Damen's LST-100 design. The procurement strategy aims to fulfill the Marine Corps' critical operational requirements for distributed shore-to-shore maneuverability and littoral force operations, with the Navy intending to compete future LSM program requirements and procure technical data packages to enable future full and open competition for subsequent vessel construction.
