mbat Ship (LCS) systems. The mission essential equipment, identified in Table 1 of this document, is critical to meeting fleet schedules and operational readiness objectives for deployment and performance of the LCS mission. CJ&A Number: 41,415
7. Determination of Fair and Reasonable Costs
The Contracting Officer has determined that the anticipated cost to the Government of the supplies/services covered by this CJ&A will be fair and reasonable in accordance with FAR Part 15.
8. Actions to Remove Barriers to Competition
For the reasons set forth in Paragraph 5, SEA 21/ CNRMC has no plans at this time to compete future contracts for the types of supplies/services covered by this document. The current LCS sustainment strategy, consisting of a family of contracts, is to build upon the ng the Navy perform repairs organically with minimal OEM assistance. As such, a training component is included in this requirement to support that desired capability; and the government is currently executing alternatives that will result in individual, direct contracts with various other OEMs. If the LCS sustainment strategy shifts and the technical documentation produced from these agreements can be shared amongst vendors other than the OEM, CNRMC will assess whether competition for future requirements is feasible. NAVSEA will continue to seek opportunities to expand competition for future requirements, while developing internal capabilities.
