About this file
This document is a Request for Information (RFI) from NAVAIR regarding the Digital DIFAR Vertical Line Array (DDVLA) Engineering & Manufacturing Development (EMD) procurement. The RFI contains eight contractor questions and corresponding government responses addressing technical and contractual details for an upcoming undersea anti-submarine warfare program. Key details include a planned July 2026 award date, government retention of systems integration and design authority, and plans to provide up to two lower DDVLA units as government-furnished property (GFP). SeaLandAire Technologies (SLAT) will serve as a design agent and advisor, funded for Non-Recurring Engineering (NRE), with an expected Technical Data Package (TDP) transition at the System Level Critical Design Review. The procurement is managed by the Department of the Navy Naval Air Systems Command, with the EMD contract to be incrementally funded through R&D resources and no anticipated impacts from a potential continuing resolution.

Vendor Request for Information # (30 September 2025):
1. Are there any planned design changes that need to be implemented by SeaLandAire Technologies (SLAT) and not by the vendor?
2. When will design authority for the lower unit transition to the selected vendor for the EMD phase?
3. Will SLAT be maintaining any part of the Technical Data Package (TDP) during the EMD effort? If yes, when will that transition to the buoy manufacturer?
4. The response to Q27 (A27) is unclear to us. Could you please clarify what ‘design agent’ means?
5. What is the anticipated award date for the EMD OTA?
6. Will any part of the EMD contract be classified?
7. Will the government be providing qualified buoy hardware as government furnished material under the EMD effort?
8. Does Government see any potential impacts to this program as the result of a continuing resolution (CR)?
NAVAIR Response # (30 September 2025):
1. No.
2. The Government is the lead systems integrator and has final design authority throughout the program.
3. The current plan is there will be a transition of the TDP to the buoy manufacturer at System Level Critical Design Review (Knowledge Point 3).
4.
Q27: Will SLAT be a directed source under the OTA or will they be a member of the Government integration team? Will a subcontractor agreement be required? Are they funded for integration?
A27: SLAT will be the design agent and a member of the Government integration team; they are funded for Non-Recurring Engineering (NRE) and expected to update the TDP throughout EMD. No official subcontractor agreement is required, however, Non-Disclosure Agreements (NDAs) will be required.
SLAT, the original designer of DDVLA is on contract to be advisors to the Government and interface with the EMD vendor to answer design questions throughout EMD.
5. July 2026
6. No.
7. The Government will provide up to (2) lower DDVLA units as GFP.
8. No, the EMD contract will be incrementally funded with R&D.
