About this file
This document is Standard Form 30 (Amendment 0003) to a Naval Air Systems Command solicitation for engine module and Quick Engine Change Kit (QECK) overhaul and repair services. The amendment extends the proposal submission deadline from January 8, 2026 to August 28, 2026 at 2:00 PM Eastern Time, reopening the timeline for offerors who previously submitted timely proposals.
The amendment adds three key requirements to the solicitation: paragraph 4.3 to Section L establishing an Economic Price Adjustment mechanism for established OEM catalog prices on Contract Line Item Numbers (CLINs) 0001, 0003, 0005, 0006, 0010, 0012, 0014, and 0015; DFARS clause 252.225-7962 (Vendor Threat Mitigation Support to Operations) requiring contractors to comply with vendor threat mitigation policies and prevent covered activities; and DFARS clause 252.225-7975 (Additional Access to Contractor and Subcontractor Records) authorizing government examination of contractor records to support vendor threat mitigation programs. The Economic Price Adjustment allows upward adjustments only when OEM published prices increase by more than 10 percent, with adjustments proportional to the percentage change above the threshold, while downward adjustments must be made immediately with no threshold requirement. The solicitation is for repair services on AE2100, 1107, 3007, 501, and T56 engine modules with maximum turnaround times of 95 days for power section modules, 90 days for reduction gearbox assemblies, 45 days for torquemeter modules, and 120 days for QECKs. The contract is anticipated to award in Quarter 3 FY 2026 and is subject to Service Contract Labor Standards with mandatory Area Wage Determinations and Collective Bargaining Agreements requirements.

SUMMARY OF CHANGES
SECTION A - SOLICITATION/CONTRACT FORM
The required response date/time has changed from 08-Jan-2026 04:00 PM to 28-Aug-2026 02:00 PM.
SECTION H - SPECIAL CONTRACT REQUIREMENTS
The following have been added by full text:
HTXT-0001
HTXT-0001 Economic Price Adjustment – Established Catalog Prices (CLINs 0001, 0003, 0005, 0006, 0010, 0012, 0014, and 0015) (August 2026)
(a) Baseline Pricing: The Contractor warrants that the unit prices set forth in this contract are based on the Original Equipment Manufacturer's (OEM) Published Commercial Catalog/Price List, dated [Insert Date] (Offeror to Fill-in) or version [Insert Catalog Number/ID] (Offeror to Fill-in). This catalog serves as the established pricing standard at the time of contract award.
(b) Upward Adjustments: The Contractor may submit a written request for an upward price adjustment only if the OEM publishes an updated, official commercial catalog where the revised item price has increased by more than ten percent (10%) relative to the previously established baseline price for that corresponding item.
If the 10% threshold is met, the portion of the Contract Line-Item Number (CLIN) unit price directly attributable to the OEM catalog price shall be adjusted in direct proportion to the percentage change above the 10% threshold.
(c) Downward Adjustments: The Contractor shall notify the Contracting Officer in writing within thirty
(30) calendar days of the publication date of any decrease in the OEM's catalog price for any item under this contract. The CLIN unit price directly attributable to the OEM catalog price shall be reduced by the exact percentage of the downward catalog change. There is no threshold requirement for downward adjustments; the Government shall receive the benefit of any price reduction. If the Contractor fails to notify the Contracting Officer within the required thirty (30) days, the Government reserves the right to apply the downward adjustment retroactively to the exact publication date of the catalog price reduction, and the Contractor shall be fully liable to the Government for any resulting overpayments.
(d) Adjustment Limitation: No adjustment shall be made to the profit, overhead, or G&A portions of the CLIN unit price.
(e) Request Procedures & Documentation: To request an upward adjustment, the Contractor must submit a formal written request to the Contracting Officer containing, at a minimum:
1. A complete copy of the previously established (baseline) OEM catalog pricing.
2. A complete copy of the newly published OEM catalog pricing.
3. A detailed comparison table identifying the specific affected items, the old price, the new price, and the exact percentage change.
4. A signed certification stating that the new catalog prices are established commercial prices sold in substantial quantities to the general public, and that the same price changes have been applied uniformly to commercial customers.
(f) Government Rights & Execution: The Contracting Officer retains the right to request additional supporting documentation or verify the commercial catalog pricing prior to approval. Any agreed-upon unit price adjustment shall become effective only upon the date the Contracting Officer executes a bilateral contract modification. The adjusted price shall only apply to delivery orders or performance periods initiated on or after the effective date of the modification.
(g) Aggregate Limits: The aggregate of all upward adjustments made under this supplemental language during the life of this contract shall not exceed ten percent (10%) of the original awarded CLIN unit price.
There is no percentage limit on downward adjustments.

(1) The Offeror shall complete Table ES-1 (Offeror Summary), provided in Attachment L-1 (Executive Summary Tables), according to the instructions within the attachment, and submit it within this section and as a separate electronic file. This table summarizes the Offeror and its entities’ proposed type and level of work, indicating a commitment to that effort during contract performance. Offerors are advised that in order to demonstrate work commitment, each entity identified in Table ES-1 (Offeror Summary) must be identified in Volume 4 (Price) and associated with a dollar value commensurate with the Percent of Total Proposed cost identified in Table ES-1 (Offeror Summary). Therefore, this table must be a reflection of what is proposed in Volume 4 (Price).
(2) For the Past Performance evaluations, the CAGE code/UEI of the proposed principal entity shall match the CAGE code/UEI for the contract reference. Contract references that relate to a different CAGE code/UEI than the principal entity will be considered if the CAGE code/UEI was created as a result of a corporate acquisition, reorganization, merger, or other administrative reason and refer to the same division in the same physical location for where the work is being performed or from where the work is being directed in accordance with the proposed roles and responsibilities. All current CAGE Codes/UEI must appear in Table ES-1(Offeror Summary Table) which indicates a commitment of work for those entities. To facilitate the Relevancy determination for Past Performance, the Offeror shall provide a written explanation if multiple CAGE codes/UEI for the same physical location are applicable to one entity. The written explanation shall detail the distinct roles and responsibilities for entities with different CAGE codes/UEI at the same physical location for where the work is being performed or from where the work is being directed. The description shall include all changes in the organization as a result of a corporate acquisition, reorganization, merger, or other administrative reason and explain how the changes impact the relevance of any contract references provided.
Note: “Place of Performance” for this solicitation pertains to the physical location of the prime or other entities that will perform the work.

c. Technical
The Offeror shall provide a summary of what is proposed for each technical element, describing the approach/or the proposed solution. In general, the description should be a short paragraph that provides only the factual description of what is proposed without adjectives or discussions of benefit. In a separate paragraph, identify significant features or approaches of its proposal that exceed requirements, enhance performance or operations, or reduce risk with benefit to the Government. Specifically identify where in the Technical Volume (e.g., paragraph and page number as a minimum) the details of these features or approaches are provided.
d. Terms and Conditions Submission of a signed offer to the Government constitutes agreement and acceptance of the terms and conditions of the solicitation.
An exception to the terms and conditions or proposed deviation will be considered a deficiency. A deficiency renders the Offeror’s proposal un-awardable. An exception occurs if/when an Offeror states it will not comply with a solicitation requirement, usually involving contract terms and conditions. A deviation is where an Offeror states it will not comply with a solicitation requirement but proposes an alternative to meet the intent of the requirement, usually involving a PWS requirement.
