About this file

This is a Class Justification and Approval (CJ&A) document authorizing sole-source procurement from The Boeing Company for supplies and services supporting U.S. Navy (USN), U.S. Marine Corps (USMC), and Foreign Military Sales (FMS) aircraft weapons systems.

The contracting activity is Naval Air Systems Command (NAVAIR) Headquarters. Orders will be placed under a NAVAIR-established Boeing Corporate basic ordering agreement (BOA) (N00019-21-G-0006) for the F/A-18 A-F and EA-18G aircraft platforms under PMA265. The authority to act under this CJ&A expires on March 14, 2026. The estimated ceiling value for the five-year BOA is redacted. NAVAIR will use fiscal years 2020 through 2026 for Research, Development, Test and Evaluation (RDT&E); Operation and Maintenance, Navy (O&M,N); and Aircraft Procurement, Navy (APN-1, APN-5, or APN-6) funding, with FMS funds as delineated separately.

Required supplies and services include design, development, manufacturing, assembly, testing, prototyping, and calibration; engineering change proposals and forward-fit upgrades or retrofit kits; software development and infrastructure support; trade studies and system-level performance analysis; worldwide fleet engineering and technical support; testing and experimentation; engineering sustainment and maintenance; and obsolescence mitigation. Specific systems and capabilities include Infrared Search and Track (IRST), Next Generation Jammer, Satellite Communications, Tactical Targeting Network Technology, Navigation Warfare, Electronic Warfare, System Configuration Sets, Collision Avoidance Systems, training systems, and radars. Boeing is the sole responsible source due to its unique technical data, specialized engineering capability, subject matter expertise, and exclusive design and manufacturing processes for these critical aircraft systems. The CJ&A justifies sole-source award based on FAR 6.302-1(a)(2)(ii)(B), determining that only Boeing can fulfill the government's requirements without unacceptable delay.
