About this file

This document is a Questions and Answers (Q&A) file related to a pre-solicitation notice for a Department of the Navy contract modification. The Navy intends to award a sole-source modification to Northrop Grumman Systems Corporation (NGSC) for the AN/AAQ-24 Large Aircraft Infrared Countermeasures (LAIRCM) system, specifically for Non-Recurring Engineering (NRE) software updates to transfer sensor calibration data. The modification will be made to existing order N0001924F1082 under Basic Ordering Agreement N0001920G0005.

The solicitation is not a request for proposal, but a notice of intent to proceed with a sole-source award justified under Title 10 U.S.C. 3204(a)(1), citing NGSC as the exclusive developer, producer, and depot repair facility for the AN/AAQ-24 system. Responses showing evidence of potential competitive advantages are due by 10 April 2025. Interested subcontractors are directed to contact Brendan Thornton at NGSC directly. The contract will support the MAGTF Agile Network Gateway Link (MANGL) family of systems by updating the Integrated Aircraft Survivability Equipment (iASE) Advanced Threat Warfare (ATW) sensor calibration data.
