About this file
This is a Synopsis/Notice of Intent to Sole Source for a federal contract opportunity issued by the F-35 Joint Program Office (JPO) located in Arlington, VA. The JPO intends to award a sole source contract to Lockheed Martin Aeronautics (LM Aero) under FAR authority 6.103-1 for integration of a Laboratory Intelligence Validated Emulator (LIVE) and an accredited Secret Training Network (STN) into the Australia, Canada, United Kingdom Reprogramming Laboratory (ACURL) at Eglin Air Force Base, FL. The NAICS code is 336411 (Aircraft Manufacturing) with a small business size standard of 1,500 employees. All responsible sources may submit capability statements within 15 days of publication. Potential offerors must hold a Secret security clearance to be eligible for award, and the Government will provide a DD-254 form if a solicitation is released.
The primary requirement involves procuring, delivering, and integrating hardware, software, and network infrastructure for LIVE to provide a full closed-loop threat system representation capable of realistic engagement with simulated F-35 aircraft for countermeasure validation and survivability assurance. The threat model must support real-time operator interaction, data recording with time synchronization, and future upgradability to Block 4 contract capabilities. STN must replace an existing unsupportable network with a fully managed and accredited Secret classification network (REL US/AUS/CAN/UK) for training ACURL personnel on F-35 mission data file production and development/test/evaluation of tools and software. The STN package includes updated hardware, software tools, a 10-year sustainment package with dedicated spares, software licenses, mid-life technical refresh, and on-site technical support by cleared personnel. LM Aero is identified as the sole qualified source due to its exclusive role as designer, developer, and integrator of the F-35 aircraft and its proprietary software and technical expertise. Points of contact are Jonathan Chen (Contract Specialist) at Jonathan.Chen@jsf.mil and Colin McCarthy (Contracting Officer) at Colin.McCarthy@jsf.mil.

Synopsis/Notice of Intent to Sole Source
The F-35 Joint Program Office (JPO) of Arlington, VA, intends to solicit, negotiate, and award a sole source contract under the authority of the Revolutionary FAR Overhaul (RFO) 6.103-1, “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements”, to Lockheed Martin Aeronautics (LM Aero). The proposed North American Industry Classification System (NAICS) code for this acquisition is 336411 - Aircraft Manufacturing. NAICS 336411 has a small business size standard of 1,500 employees.
All responsible sources may submit a capability statement in response to this notice of intent to sole source. The F-35 JPO will consider all capability statements received within fifteen (15) days after the date of publication of this pre-solicitation notice.
Potential offerors must have a Secret security clearance to be eligible for award. If the Government chooses to release a solicitation for the requirements described herein, the Government will provide a DD-254 form.
The F-35 JPO has a requirement to integrate a Laboratory Intelligence Validated Emulator (LIVE) and an accredited Secret Training Network (STN) into the Australia, Canada, United Kingdom Reprogramming Laboratory (ACURL) at Eglin AFB, FL. LIVE is required to provide a full closed loop threat system representation in ACURL that can realistically engage a simulated F-35 to validate countermeasure effectiveness and provide survivability assurance. The threat model must provide real-time operator interaction, be recorded and time synchronized to all other lab test data and be upgradeable to integrate with future air system capabilities being delivered by LM Aero under the Block 4 contract. The contractor shall be responsible for procuring, delivering, and integrating the necessary hardware, software, and network infrastructure that supports LIVE. STN is required to replace an existing unsupportable network with a fully managed and accredited network at Secret classification (REL US/AUS/CAN/UK) for the training of ACURL personnel on the production of F-35 mission data files and the ability for development, test and evaluation of tools and software. The STN must provide updated hardware, software tools and a 10-year sustainment package including a dedicated spares package, software licenses, a mid-life technical refresh and on-site technical support by personnel cleared to Secret / Special Access Requirement.
LM Aero is the sole designer, developer, and integrator of the F-35 aircraft, and the only entity with the experience, proprietary software, and technical expertise needed to fully integrate LIVE into the ACURL. As a result, LM Aero is the only known qualified source able to fulfill the requirements specified herein.
Points of contact are Jonathan Chen, Contract Specialist, at Jonathan.Chen@jsf.mil, and Colin McCarthy, Contracting Officer, at Colin.McCarthy@jsf.mil.
