About this file

This document is a set of questions and answers related to a draft Performance Work Statement (PWS) for a forthcoming Request for Proposal (RFP) by the Naval Air Systems Command (NAVAIR) for an Indefinite Delivery, Indefinite Quantity (IDIQ) contract to provide engine procurement, repair, and overhaul services for the CFM56 engines used on the Navy's C-40A aircraft.

The key details include: clarification on maintenance responsibility levels, technical data and documentation requirements, quality system standards, preservation requirements, OPSEC program implementation, risk management reporting, pricing terms for overhauls and engine field team deployments, shipping and transportation responsibilities, and required contractor notifications. The government also addresses the need to provide historical data on support equipment and engine configurations. The draft solicitation document itself is for informational purposes only and does not constitute a solicitation or commitment by the government at this time.

Q# Compnay Name document Reference Paragraph Question Proprietary Government Response

1 AAR PWS Para 1.4

Paragraph lists typical O level maintenance tasks but does not specifically say whether or not engine removal and reinstallation is considered an O level or D level task. If removal and reinstallaiton are depot costs, should the labor and travel be included in the applicable CLIN? Please clarify.

N

Removal and re-installation will be performed by the O-level.

However, in accordance with PWS paragraph 7, the engine field team may be requested through a Task Order to remove and replace an engine. PWS paragraph 1.4 will be updated to provide clarification.

2 AAR PWS Para 2.1

The below instructions are not listed in Para 2.1 but are called out in PWS.

For clarity adding them would be beneficial.

COMNAVRESFORINST 5512.1 (PWS 3.5)

SECNAV M-5510.30 (PWS 3.5)

SECNAV M-5510.30C (PWS 3.6)

SECNAV M-5510.36 (PWS 3.6)

FAA Order 8110.54A Instructions for Continued Airworthiness Responsibilities, Requirements & Contents (PWS 3.4) DOD 7000.14-R Financial Management Regulation (PWS 4.3) DODM 4160.21 Defense Material Dispositon (PWS 4.4) 1 CFR 1 Export Administration Regulations (PWS 4.5.8) 14 CFR 145 Repair Stations (Multi References)

N Please see final solicitation for updates.

3 AAR PWS Para 2.1 Note that change 1 to SECNAVINST 5200.44 has been issued. Will the reference be updated to reflect that.

N Please see final solicitation for updates.

4 AAR PWS Para 2.2 Incomplete Publication Number for the Peculiar Maintenance Information Cards, should read NAVAIR 01-C40AAA-6. No dash is requried after "6".

Further no rev is indicated.

N Dash was removed. Per paragraph 2.2, the contractor shall utilize the most recent version of the applicable maintenance technical data.

5 AAR PWS Para 2.2 Add D633A106-USM Boeing Power Plant Build Up Manual 15 Jun 2024 should be added to cover YG 601 and YG 602

N Reference was updated. Please see final solicitation.

6 AAR PWS Para 2.2 COMNAVAIRFORINST 4790.2D is not a technical document, rather an administrative instruction and should be in Para 2.1, not 2.2.

N

We will remove the D in the final version of the PWS to clarify that per paragraph 2.2, the contractor shall utilize the most recent version of the applicable maintenance technical data. The document will continue to be refenced in paragraph 2.2.

7 AAR PWS 3.1

Is AS9100 Quality Standard acceptable in lieu of ISO 9001. Please confirm whether the MRO must be compliant with or registered at either standard.

N

Yes, AS9100 is an acceptable standard. As for the MRO, we only require that the MRO be compliant with the standard noted in PWS paragraph 3.1. (Not required to be registered). See final solicitation for updates.

8 AAR PWS 3.1

The PWS does not speak to preservation at the MRO, post maintenance and does not list capability to do so as a requirement. Will the government expect the engine to be preserved prior to shipping to the receiving activity.

N Yes, preservation will be required at the MRO. See final solicitation for updates.

9 AAR PWS 3.6.1

PWS states that OPSEC program will be established per NSDD 298. NSDD 298 requires agencies to establish OPSEC program. SECNAVINST 3070.2A provides that lower lever commands should provide OPSEC guidance. Does NAVAIR publish OPSEC Instruction/Guidance? Does each squadron have published OPSEC instructions that bidders should be preparing to comply with?

N

The SECNAVIST 3070.2A is not referenced in the PWS or CDRL.

The PWS contains all the Instructions and Guidance for OPSEC. No additional Guidance or instructions will be published at the squadrons.

10 AAR PWS 4.5.3

Paragraph 4.5.3 speaks to development of a Risk Management Plan and states that the plan should be updated in accordance with the Risk Management Report. Did the government mean to say that the Risk Management Report should be updated monthly, or the Risk Managment Plan?

N The Risk Management Status Report should be updated monthly.

PWS has been updated to clarify. See final solicitation for updates.

11 AAR PWS 5.5

PWS requires contractor to bid a FFP for module overhauls. The overhaul workscope is affected by the specific configuration of each engine. For purposes of the bid, should we assume that all required SBs will be priced in at the task order level or at the IDIQ level?

N Yes, the Service Bulletins will be identified and priced at TO level.

12 AAR PWS

3.2 6.1.2

PMA Part Substitution Requests must be submitted to COR, response time will impact TAT of engine. Will time wating for a response extend the expected TAT of 120 days?

PWS advises that the contractor shall notify the government if a component is deemed repairable and provide a recommended disposition. Will the delivery time be extended while waiting for government processing an funding of the OAWR?

N The time waiting for a response may extend the TAT if the Goverment delay is the cause and we will evaluate each situation on a case-by-case basis.

13 AAR PWS 7.1

PWS requires contractor to bid a FFP per person for EFT deployments which is staightforward, however apparently asks that the transportation cost includes shipment of supplies and tools needed. The quantity and cost of shipping tools can vary widely depending on the issue. i.e. and engine change as opposed to a blade blending. Not knowing the issue with the engine in advance makes it difficult to propose a fair and reasonable price.

Recommend a separate CLIN for CFT Transportation of Material that would be negotiated at TO level.

N Government updated the language in 7.1 to tie the transportation cost for tools and supplies to CLIN 0040. See final solicitation.

14 AAR PWS 5.1 & 5.2

PWS states that the contractor is responsible for packing the engine for shipments inbound to the MRO. Will travel be allowed by contractor personnel to do so, or should that cost be built into the overhaul price? Will the contractor be required to preserve the engine prior to shipment to the MRO? Can the contractor assume the engine will be off-wing and already on the stand for transportation upon arrival of contractor personnel at the site?

N In accordance with paragraphs 5.1 and 5.2 of the final PWS the government will package the engine for shipment.

15 AAR PWS 8.0

PWS requires that government be notified within 24 hours of discovery of an O&A discrepency. The OAWR form may require the involvement of planners, procurement and engineers. A 24 hour deadline will like decrease the accuracy and completeness of the submission. Recommend consider 3 business day deadline.

N Updated to reflect notification to the PCO within 24 hours and submission of the OAWR form within 3 business days. See final solicitation.

16 AAR PWS 13.0

Will the government provide historical data on support equipment to include service changes incorporated or desired, prior rework history, and expected configuration listing (pucks, adapters etc). Additionally could the government provide an inventory of engine stands by PN, Serial Number and manufacturer

N No, the Government does not have historical data to support the scope of work identified in PWS Paragraph 13.0

17 AAR PWS 13.0

The contractor assumes custody of the engine and engine stand when picked up at squadron, but is required to inspect stand at MRO. If issues are discovered during the inspection at the MRO, which party is liable for costs incurred to correct?

N

The squadron will be preparing the engine for shipment in accordance with the AMM. If there are any descreancies when the engine arrives at the MRO, an assessment will be performed at that point to determine liability.

18 AAR PWS NA

Recommend adding a paragraph titled "Government Furnished Information" that would convey to offerors what information the governement will provide (and in what format) relating to engine maintenance and configuration history. Knowing that will enable offerors to more quickly respond to government questions.

N The Government will add the information to PWS paragraph 5.1 and

5.2. See final solicitation.
