About this file
This document is a Justification and Approval (J&A) for other than full and open competition for a Basic Ordering Agreement (BOA) in support of the NP2000, 54460, and 54H60 propeller systems. The Naval Air Systems Command (NAVAIR) is awarding this sole-source BOA to Collins Aerospace, the original designer, developer, and manufacturer of these propeller systems, as they are the only source with the requisite knowledge, experience, and technical data necessary to provide the required engineering services, logistics support, and modification kits. The J&A cites 10 U.S.C. 3204(a)(1) as the statutory authority, indicating that Collins Aerospace is the only responsible source and no other supplies or services will satisfy the agency's requirements. The contract will be available for issuing orders for a period of five (5) years.

4. Statutory Authority Permitting Other Than Full and Open Competition.
10 U.S.C. 3204(a)(1), Only one responsible source and no other supplies or services will satisfy agency requirements.
5. Rationale Justifying Use of Cited Statutory Authority.
In accordance with FAR 6.302-1(a)(2)(ii)(A) and FAR 6.302-1(a)(2)(iii)(A), the Government has deemed the requirements listed above to be available only through the original source and award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition. Collins Aerospace is the original designer, developer and manufacturer of the NP2000, 54460, and 54H60 propeller systems, and as such is the only source with the requisite knowledge, experience, and technical data necessary to continue production of the propeller systems. It is the only source with the design and performance data necessary to provide flight test and fleet evaluation, and logistics support of these propeller systems, and the only source for maintenance support of the NP2000 propeller system. Other vendors do not have the technical data to provide engineering services, logistics services and modification kits in support of the NP2000. Only Collins Aerospace (Windsor Locks, CT) can provide technical assistance, flight test and evaluation support, sustaining engineering, and logistics/modification support including the CIP for NP2000. Other vendors produce a form, fit, function replacement for the 54460, and 54H60 propeller systems that would be compatible with the current infrastructure on the aircraft; however, they lack the technical data to be able to perform services in support of these specific systems.
. Therefore, the efforts described herein cannot be performed by another source other than Collins Aerospace without substantial duplication of cost to the Government, which is not expected to be recovered through competition.
6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable.
PMA-231 Program Office experts in the field, current on trade studies and the technology environment, have no knowledge of any other capable sources. In accordance with DFARS PGI 206.302-1, NAVAIR posted a sources-sought notice for this effort on the beta.SAM.gov website on 6 June 2023 and although one response was received, Program Office Subject Matter Experts (SMEs) conducted a capability assessment and deemed the respondent not capable of fulfilling these requirements. In accordance with FAR 5.201, this contracting action was synopsized via the beta.SAM.gov website on 29 June 2023; no responses were received. In addition, each BOA order will be individually synopsized on the beta.SAM.gov website. Any responses received prior to a BOA order award will be evaluated.
7. Determination of Fair and Reasonable Cost.
The Contracting Officer has determined the anticipated cost to the Government for the supplies/services covered by this CJ&A will be fair and reasonable.
8. Actions to Remove Barriers to Future Competition.
For the reasons set forth in Paragraph 5, NAVAIR has no plans at this time to compete future contracts for the types of supplies/services covered by this document. If another potential source emerges, NAVAIR will assess whether competition for future requirements is feasible.
As this is a follow-on for supplies and services previously awarded on a non-competitive basis, in accordance with DFARS PGI 206.304(a)(S-70)(i), the prior CJ&A (CJ&A_18-0207) was provided to the approval authority for review.
Approval of this CJ&A signifies the approval authority has made the determination required by DFARS PGI 206.304(a)(S-70)(ii).
