FOR USE OF OTHER THAN FULL AND OPEN COMPETITION

1. Contracting Activity

Naval Air Systems Command (NAVAIR) Headquarters

2. Description of the Action Being Approved

This Class Justification and Approval (CJ&A) authorizes and approves the award of contract actions on a sole-source basis to GCI of Chantilly, Virginia, for the maintenance of Basic

Advanced Communications Architecture (ACA) Radio Network Interface (BARNI) systems, at multiple fielded locations, to include scan/patching requirements, quarterly travel, integration and/or regression testing of related software updates to ensure operability, software compliance, and potential future enhancements. Authority to act under this CJ&A expires on 30 September

2022.

3. Description of Supplies/Services

This CJ&A authorizes the integration, testing, and maintenance of software for the BARNI systems. This includes the development of any future enhancements required. The estimated total value of the contract is $4.5M. PMA-280 anticipates funding the subject work as stated below.

4. Statutory Authority Permitting Other Than Full and Open Competition

10 U.S.C. 2304(c)(1), Only one responsible source and no other supplies or services will satisfy agency requirements.

5. Rationale Justifying Use of Cited Statutory Authority

The U.S. Navy communicates with Tomahawk missiles while in flight using the ACA. The radio for Tomahawk is designated the Integrated Single-Box Solution (ISBS).

To test ACA communications, given the difficulty of scheduling actual overhead collection and satellite channel use for test and training, GCI developed a communications equipment suite that emulates a portion of the ACA known as the BARNI terminal.

BARNI is a dual-band transceiver and processing equipment suite that serves as a limited-functionality substitute for the Ground Segment, or Network Service Provider (NSP), and ACA.

BARNI supports the development of Tomahawk All-Up-Round (AUR) and the associated

Integrated Single Box Solution (ISBS) radio. It also supports platform integration, end-to-end test, training and evaluation of the Tomahawk Weapon System without the need to task the space segment when priority is unavailable. BARNI consists of hardware and custom software to provide ACA waveform processing, formatting, encoding/decoding, modulation/demodulation, spreading/de-spreading, and operator configuration, control and display of data. Transmission and reception of messages occur over radio frequency to and from the AUR or ISBS under test.

BARNI provides the capability to select and configure parameters such as transmit and receive frequencies.

The competitive procurement resulted in award to GCI in 2016 for the BARNI software, uniquely designed for the ACA architecture. GCI maintains and controls the technical data package and documentation for the BARNI software. Due to the required access to classified information and number of sites that access the software, it would not be feasible to utilize any other software company at this time. It is critical that there is not a gap in service to update and maintain the systems for communication. Based on the procurement and the development time, it will take approximately a minimum of three and up to five years to fully develop, test, and qualify the BARNI software from an alternate vendor at the same classification levels. The anticipated cost to develop a new source escalated to FY19 dollars using the inflation index of

1.0602 is $4.7M.

As such, GCI is the only uniquely qualified source that currently possesses the required technical knowledge, expertise, data and facilities required to integrate and update the BARNI software at the field sites within the required time and budget available to meet the U.S. Navy Fleet requirements.

6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable

A market survey was conducted on 16 April 2019 to identify potential sources for this effort resulted in two responses. Discussion with the Government led one respondent to determine that it lacked capability to perform. Contact with the only other respondent resulted in discussions to gauge capability to satisfy technical requirements and timelines. This respondent indicated they could not meet the timeline for the current requirement, but expressed interest in future requirements. After which, a decision was made to pursue a limited contract with GCI while competition documents were being developed. A synopsis, transmitted to FedBizOpps on 10

May 2019, stated the Government’s intent to pursue a sole source procurement. This synopsis yielded no responses.

7. Determination of Fair and Reasonable Cost

In accordance with FAR 15.402, the Contracting Officer shall ensure that procurement of supplies and support will occur at a fair and reasonable price. Technical analysts and contract specialists, with the aid of field pricing support from Defense Contract Management Agency and

Defense Contract Audit Agency will analyze the contractor’s proposals. The Contracting Office will use cost and price analysis as the basis for negotiating a fair and reasonable price for the supplies/support covered by this CJ&A.

8. Actions to Remove Barriers to Future Competition

NAVAIR plans to explore various opportunities to satisfy future requirements for these efforts, including potential future competition or in-house sourcing.
