Question and Feedback Form
| Question/Feedback | Proprietary (Y/N) | If Proprietary question, provide rationale |
| Currently in the sources sought release, there is statement, "This additional information is outside the page limits identified in paragraph 11 above." It is difficult to determine exactly what the additional information it is referring to as there is no paragraph 11 in the announcement. Does it mean only the paragraph above, or Paragraphs 1-3 and the paragraph below? Please advise. | N | No response required Question applies only to November RFI (2018). |
| N00019-19-RFPREQ-PMA-281-0157-Iam hoping to confirm this is the follow-on requirement to previously awarded contracts N0001915D0010 through N0001915D0017? If it is not the follow-on, are you able to provide the incumbent information: contractor names and contract numbers? | N | This is a follow-on contract. |
| Can a receipt confirmation for the response be expected? | N | Yes |
| Should the secondary POC be copied on the submittal? | N | Yes |
| The NAICS selected for this opportunity, 541511, is for Professional, Scientific, and Technical Services -Custom Computer Programming Services. This NAICS seems to align to the software requirements of opportunity, but does not seems to enable complete systems execution with a hardware component. Has the Government considered a more inclusive system implementation NAICS’s such as: |
334118: Computer Terminal and Other Computer Peripheral Equipment Manufacturing. This code comprises establishments primarily engaged in manufacturing computer terminals and other computer peripheral equipment (except storage devices).
334511: Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing. This code comprises organizations primarily engaged in manufacturing search, detection, navigation, guidance, aeronautical, and nautical systems and instruments. Examples of products made by these establishments are aircraft instruments (except engine), flight recorders, navigational instruments and systems, radar systems and equipment, and sonar systems and equipment.
These NAICS selections would enable complete system implementation and would also allow more robust small businesses, determined by employee number vs. revenue, to compete for this mission critical support requirement.
| N | The Government believes the preponderance of the work to be done under this effort is best described by NAICS code 541511. | |
| With the acquisition strategy being a multiple award contract, would the Government consider solicitation requirements for prior/current corporate experience performing efforts of similar size and scope within the last three (3) years be inclusive of one of the three product lines requested? This would enable greater competition while still allowing a discriminating review of submissions for technical capabilities and past performance. | N | The evaluation criteria are to be determined. |
| Would the Government consider separate NAICS at the Task Order Level? | N | At this time the Government is anticipates utilizing one NAICS. |
| Is the Government considering both small and large business lots? | N | The Government is still conducting market research to determine its acquisition strategy. However, the Government's current intention is to utililze both Small and Large businesses. |
