NGJ Low Band DET BAA

1.0 NGJ Low Band Broad Agency Announcement (BAA) for

Demonstration of Existing Technologies (DET)

1.1 Background

The Next Generation Jammer Low Band (NGJ-LB) program is a Department of Defense (DoD) program intended to replace the aging ALQ-99 Tactical Jamming System (TJS) currently used on the EA-18G aircraft for Airborne Electronic Attack (AEA). The Navy’s desire is to develop a

Low Band TJS for implementation as soon as feasibly possible.

1.2 Solicitation Purpose

In particular this Broad Agency Announcement’s (BAA) goal is to increase the Government's knowledge and understanding in regard to existing technologies supporting an airborne wideband low radio frequency (RF) band jamming application where significant size, weight, power and cooling (SWaP-C) constraints exist, such as those limitations when considering applications on carrier-based tactical aircraft (e.g., EA-18G aircraft).

The Government is also interested in long term system viability approaches that encompass the use of open architectures. This includes the ability to easily upgrade subsystems in order to pace the evolving threat.

The information obtained through this BAA will be used to support the determination of the path forward in order to support the Navy’s Low Band TJS mission.

1.3 Objectives

The high-level objectives of this BAA are:

1) Demonstrate a low band transmitter group within the SWaP-C constraints and allocations of a pod concept that fits on Station 6 of the EA-18G.

2) Assess performance in such areas as Frequency Coverage, Effective Isotropic Radiated

Power (EIRP), spatial coverage, spectral purity, and polarization.

3) Obtain previously generated Contractor data related to Low Band tactical jamming performance.

4) Assess potential to rapidly deploy an interim pod solution or Early Operational Capability

(EOC) prior to planned IOC and assess the use of open architectures to support a potential block upgrade approach.

The Navy’s notional NGJ-LB system capabilities and performance goals are included in the Low

Band Goals Document and the Demonstration of Existing Technology (DET) Statement of

Objectives (SOO). The NGJ-LB Goals Document provides detailed draft goals to address capabilities compatible with current and future NGJ-LB needs. Meeting the goals defined in the

Goals Document is not a requirement of the contract, but rather a guidepost for the Contractor in performance of SOO tasking. It is also the criteria the Government will use to assess Contractor technology to determine where the program can enter the acquisition cycle.

1.4 NGJ Low Band DET Proposal Requirements

1.4.1 Proposal Format and Length

All proposals submitted under the terms and conditions cited herein will be evaluated.
