All other terms and conditions of this solicitation remain unchanged.
INDUSTRY QUESTIONS
The questions submitted by industry in response to solicitation, N00019-17-R-0055, and the respective Government responses to these questions are detailed as follows:
1. Section J, page 56 of the solicitation identifies the Exhibits/Attachments. Can the Government provide the Exhibit A & B, List of CDRL’s?
a. The CDRLs are provided with the technical data package that is mailed to the contractor after receipt of an approved DD2345 and confirmation of active SAM registry.
2. Section F, pages 30-32 of the solicitation provides Delivery Schedule Information. Can the Government clarify if this Delivery schedule posted in the new solicitation is accurate?
a. The delivery schedule set forth in the RFP is accurate and necessary to meet current requirements.
3. Can a bidder propose a modified delivery schedule with an Integrated Master Schedule (IMS) and optional CLIN deliveries?
a. The proposal must meet all of the requirements set forth in RFP. Opportunities for strengths are detailed in Sections L and M of the RFP.
4. If the proposed design has previously been accepted through First Article Testing against the previous version of the Performance Specification (TGT-TAS-056A), can the existing First Article Test Reports be used for all areas of the specification that have not changed in TGT-TAS-056A, REVISION A?
a. First Article Testing shall be required in accordance with the current RFP requirements.
5. If a proposal is submitted that meets stated scoring performance and environmental requirements, but does not meet every aspect of the overall Performance Specification (TGT-TAS-056A, REVISION A), will this proposal still be evaluated as a best value with trade-offs?
a. The proposal must meet all of the requirements of the Request for Proposal, which includes associated attachments. Proposals will be evaluated in accordance with the best value evaluation criteria set forth in sections L and M of the RFP.
6. The Performance Specification (TGT-TAS-056A, REVISION A) only states the Max weight for Sensor and Base Plate. Does the weight of the new unit need to be the same as the prior contract AN/DSQ-50A?
a. Yes, the new unit must meet the requirements set forth in the Performance Specification. The Sensor and Base Plate could be lighter than the units awarded on the prior contract.
7. The Performance Specification (TGT-TAS-056A, REVISION A) references MIL-STD-810E and the SOW references MIL-STD-810G. Can the Government provide clarification?
a. The requirement is for the latest version, MIL-STD-810G. The Performance Specification shall be updated to reflect the correct reference.
8. The Performance Specification (TGT-TAS-056A, REVISION A) references IRIG 106-01 and newer standards apply IRIG 106-15. Can the Government confirm the applicable IRIG standard?
a. The requirement is for the latest version, IRIG 106-15. The Performance Specification shall be updated to reflect the correct reference.
9. The Performance Specification (TGT-TAS-056A, REVISION A) refers to MIL-STD-461E. The latest revision is MIL-STD-461G and test facilities are not always equipped to test to outdated requirements. Can the Government clarify the applicable revision?
a. The requirement is for the latest version, MIL-STD-461G. The Performance Specification shall be updated to reflect the correct reference.
10. The Performance Specification (TGT-TAS-056A, REVISION A) states that the Telemetry Transmitters (TM) must be COTS and have a JF-12 assignment in place. Would the Government allow the TM unit to be approved during or prior to the First Article submissions?
a. The contractor shall provide JF-12 documentation with radar and TM information for updating the JF-12 prior to the First Article submissions.
11. Will the Government sponsor the submittals for the DD-1494/JF-12 data?
a. Yes, the Government will sponsor with the necessary contractor provided data.
12. The Performance Specification (TGT-TAS-056A, REVISION A) does not mention DD-1494 or JF-12 information for the Radar. Will the Government sponsor any required submittals for the DD-1494/JF-12 data related to the Radar?
a. Yes, the Government will sponsor any required submittals for the DD-1494/JF-12 data related to the Radar. The contractor shall provide JF-12 documentation with radar and TM information for updating the JF-12 prior to the First Article submissions.
13. The Performance Specification (TGT-TAS-056A, REVISION A) 3.8.3 defines strict envelope requirements, connector locations, and cable lengths. The Government is responsible for target integration, so why is target compatibility flowed down to the bidder of the sensor? How can this be tested/verified by the bidder? Will the Government provide this data for Target compatibility?
a. The proposal must meet the physical requirements of the box, such as connectors’ locations, as detailed in the Performance Specification. The Government will integrate it into the targets.
14. The Performance Specification (TGT-TAS-056A, REVISION A) 3.8.1- Why is the bidder of the sensor responsible for target installation instructions if they do not have access to or control over the target information or usage?
a. The contractor is not responsible for installation instructions on the target. SOW section 3.8.1 will be deleted.
15. What is the estimated timeframe for award?
a. Based upon our current plan, it is our intention to award during the first quarter of FY18. If the evaluation process and budget allows, it is the Government’s intention to award earlier than that date if possible. This statement does not guarantee an award during the aforementioned timeframe, but provides an estimate for contractor’s planning and pricing.
16. One each of the GFP test sets could be a potential bottleneck during FAT. Can more than one test set of each type be provided?
a. One set of GFP test sets will be provided. No additional units are available at this time.
17. If a separate “enhanced” AN/DSQ-50A is offered, must a full FAT be performed on the enhanced unit or can a “delta” FAT be performed with the unchanged portions qualified by similarity?
a. Yes, a full FAT test must be performed on the enhanced unit. A delta FAT will not be accepted.
18. Are all offerors required to propose the enhanced AN/DSQ-50A?
a. Yes, all contractors are required to propose all CLINs detailed in the Request for Proposal, N00019-17-R-0055.
19. Would the Government consider modifying TGT-TAS-056A Revision A, paragraph 3.6.1.2.3 as follows:
Was:
3.6.1.2.3 Data compression “The receiver (Doppler) video output….”
Is:
3.6.1.2.3 Data compression “If required to prevent Doppler clipping, the receiver (Doppler) video output….”
And paragraph 3.3.7.4
Was:
3.3.7.4 Data Compression Control “A protected and accessible….”
Is:
3.3.7.4 Data Compression Control “If required, a protected and accessible….”
a. The Government does not intend to makes this change to the Performance Specification. Automatic Gain Control (AGC) suppresses sea clutter, but it also suppresses the desired return signal. The AGC approach proposes the removal of the data compression switch that is used to prevent Doppler clipping and the Sensitivity Time Control (STC) Switch. The STC switch is used to minimize/adjust the effects of reflections from the target. Current STC setting range for the target is from 3 to ~15 feet called the “dead zone”. The target reflection (if there is any) will degrade the desired signal for detection. Impact of this proposed change on the overall signal detection performance is unknown, since the sea clutter, multipath returns, and the target reflection (if there is any) are detected within the target “dead zone”. Effects that this change would have on other requirements (loop sensitivity, range, projectile size detection), testing, and compatibility with existing ground station (AN/GSQ-228A) are also not defined.
20. Based on the inherent randomization of the AN/DSQ-50A Doppler data, would the Government be willing to change the requirements listed within TGT-TAS-056A, REVISION A, 3.6.2.12 specification to allow DC or AC coupled transmitters?
a. The Government does not intend to makes this change to the Performance Specification.
Per IRIG 106-15, Appendix A, para. 5.4, “……The NRZ signals should never be AC-coupled unless some sort of positive control exists over the ratio of ones to zeros. The ratio should be one. One method of achieving this control is to randomize the NRZ signal. However, most randomization techniques cause an increase in the BER. Adding a parity bit does not provide sufficient control…..”
Per IRIG 106-01, Appendix A, para. 5.5, " The AC-coupled FM transmitters should not be used to transmit NRZ signals unless the signals to be transmitted are randomized because changes in the ratio of "ones" to "zeros" will increase the occupied bandwidth and may degrade the bit error rate...”
The Government interprets these as AC-coupling would require a randomizer be applied to the signal, which would likely result in some degradation to data integrity. This is not an advantageous trade-off, since Navy targets typically operate in a low altitude “noisy data” environment (as compared to Air Force high altitude environment).
21. (MTBF Clarification) Based on past history with other products requiring MTBF testing and MIL-HDBK-781A wording, can it be assumed that once the delivered product falls into the ‘Accept’ criteria of the test plan curve, the remainder of the deliverable production units do not need to be subjected to PRAT?
a. The Government concurs with this interpretation. The Government does not intend to makes this change to the Performance Specification.
22. In TGT-TAS-056A, REVISION A, Sec 4.5 par 2, sentence 1: Specification states that MIL-HDBK-781A, Test Plan IV-D, Figure 4 is to be used, but Figure 4 is not consistent with the statement in sentence 1. Should the specification refer to figure 40 instead?
a. Concur. The Performance Specification shall be revised accordingly.
23. In TGT-TAS-056A, REVISION A, PRAT section 4.5 vibration references 4.3.5.3. We believe that should be 4.3.5.4. With the section numbers changing due to the addition of the enhanced vibration and shock specs, there may be other references throughout the document that need to be updated as well. Please review and correct as necessary.
a. Concur. The Performance Specification shall be revised accordingly.
24. On page 75 of the solicitation at the end of the CLIN table is the following statement:
* All CDRL CLINs (0010, 0204, 0304, 0404, and 0504) shall be not separately priced.
Is this only applicable for the proposal evaluation or do you want those CLINs not separately priced in our proposal response?
a. These CLINs shall be not separately priced throughout the proposal.
25. One of our vendors has indicated that the combination of compliance with the enhanced vibration requirement of specification paragraph 3.7.7 and the 2 kHzRMS Incidental FM requirement of specification paragraph 3.6.2.7, would require changes to their standard TM transmitter, which would then violate the off the shelf requirement of specification paragraph 3.6.2. They are requesting that the specification be changed to 5 kHzRMS Incidental FM when subjected to the enhanced vibration levels. Can the Navy please consider this request?
a. The Performance Specification shall be updated to reflect the correct reference. See updated specification and text below:
The incidental FM measured over a 10 Hz to 200 kHz bandwidth shall be less than or equal to 2 kHz rms amplitude under any combination of electrical power specified in 3.5 and environmental conditions specified in 3.7, excluding para 3.7.7, Random Vibration (Enhanced).
26. When I look at the CLINS the telemetry frequencies do not seem to match the descriptions.
For example CLIN 0301 lists the unit as L-Band, but three of the required telemetry frequencies are S-Band.
CLIN 0302 lists the unit as S-Band, but three of the required telemetry frequencies are L-Band.
CLIN 0303 for the Enhanced Unit lists it as L-Band, but three of the required telemetry f frequencies are S-Band.
Will there be a requirement for S-Band Enhanced units?
a. CLIN list was incorrect and is revised herein.
b. There is no requirement for S-Band Enhanced units.
27. Our team has requested copies of the following documents that are referenced within the Performance Specification: AS-5251C (AN/USQ-104A), AS-5253C (AN/GSQ-228), TGT-TAS-031C (AN/TSM-195A), TGT-TAS-032C (AN/TSM-196A)
a. These documents will provided with the updated specification on the CD mailed to all contractors that requested the technical package after release of this solicitation with an approved, verified DD2435.
28. Section 3.3.1.1 & 3.3.1.2 specifies for the bottom of the baseplate and the whole mounting plate to be "anodized (conductive)". Anodizing is inherently non-conductive. Can the Government clarify whether it should be anodized or conductive?
a. The Performance Specification is correct as written.
29. Assuming a bidder is only proposing one system design (that can use L-band or S-band TM) that will meet the enhanced vibration and shock parameters. Do these system First Articles still need to be qualification tested at the lower levels or can these tests be eliminated in the Test plan & report?
a. Passing a high level qualification assumes a lower level qualification; however, contractors must provide pricing on all CLINs set forth in the solicitation.
30. Assuming a bidder is only proposing one system design (that can use L-band or S-band TM) that will meet the enhanced vibration and shock parameters. Does this mean that the quantity of First Article units required to quote is only (3) L-Band & (3) S-Band for a total of (6) First Article units?
a. All CLINS must be priced, although the Government reserves the right not to procure any specific CLIN.
31. Assuming a bidder is only proposing one system design (that can use L-band or S-band TM) that will meet the enhanced vibration and shock parameters. Can the bidder eliminate the pricing for CLIN's 0003, 0006, 0203, 0303, 0403, & 0503?
a. All CLINS must be priced, although the Government reserves the right not to procure any specific CLIN.
