Document/Paragraph/Page Question Answer
RFP, Section B.1, Page 13, Attachment 0007 and
Attachment 16
How will acceptance for CLIN 0X03, 0X04 and 0X06 be evidenced?
Will this occur monthly?
The answer will be addressed in the Final RFP under clarified Section
E, Inspection and Acceptance terms.
RFP, H-3 OVER AND
ABOVE WORK REQUEST
PROCEDURES, pg 37
"The contractor shall prepare and submit the applicable Over and
Above Work Request (OAWR) Form including similar information as required by CDRL A009, OAWR, to the DCMA Representative listed in Supplement 1 to the Exhibits, for authorization to proceed." What is the timeframe for DCMA to provide Authorization to Proceed?
What is the timeframe for the ACO to approve the OAWR modification? Please confirm that Contractor is not penalized for any schedule delay while awaiting authorization to proceed.
It is anticipated that DCMA will provide a response of approval or disapproval of the O&A request within three calendar days. Any approved O&A's will be authorized via a contract modification. The
Contractor will not be penalized due to delays awaiting U.S.
Government authorization to proceed.
71 SOW General
The timeline for material requirements identification is unclear. Will there be a planning and material requirements conference prior to aircraft arrival?

Statement of Work will contain revised ordering instructions when the
Final RFP is released.
Solicitation N00019-15-R-0090 Draft RFP Questions
RFP, Section C Item 0005, Option Items 0105 and 0205, pg 17- The Contractor shall procure the Over and Above for
Parts and Material identified in each individual task order in accordance with Attachment 1, Statement Of Work (SOW) for
F/A-18 A/B/C/D Depot Level
Maintenance dated 5 December paragraphs 3.5.13 - 3.5.14, 3.8 -
3.8.6, DFARS Clause 252.217-
7028 and Clause H-3, Over
And Above Work Request
Procedures.
How will bidders price CLIN 0005? Will a representative list of parts be provided? Also, does O&A include any material the Gov’t can’t provide including parts for scheduled HFH or Mod tasks?
The Contractor will purchase parts in accordance with Attachment 1, F/A-18A/B/C/D Contractor Depot Level Maintenance Statement of
Work (SOW) paragraph 3.8.3.1. The Government provided a ceiling cost in Section F under NAVAIR clause 5252.216-9506, CLIN 0X05, of the RFP. Offerors may price G&A based on the cost provided.
Attachment 1, SOW paragraph 3.8 will contain revisions when the
Final RFP is released.

Reference provides 3 examples of non-conformances and requests
Offerors to provide a repair disposition for each one. For item #1, Door 4 is referenced. Door 4 is not close to the Upper Outboard
Longeron. Please clarify this Door number? In addition, to provide a sound and relevant DR, it is necessary to have additional details on the defects (i.e. which hole, exact crack orientation and size, corrosion size, etc). These details could make a significant difference in recommended approach (i.e. a bushing or a strap). If it is NAVAIR's preference that we just make assumptions in this regard and provide the appropriate disposition based on our own assumptions, then please clarify this.
Paragraph 2.3 under Volume 2 under Section L, Instructions, Conditions and Notices to Bidders of the Final RFP will include revisions that address this question.
Question 11 of Q&A posted on
3/23/15 and RFP, Section B.1, Page 13, Attachment 0007 and
Attachment 16
Question # 11 to the previously posted Q&A's requested the
Government remove the progress payment clause (FAR 52.232-16) and replace with the Performance Based Payment clause (FAR 52.232-
32). As CLIN 0X01 and 0X02 have a well-defined scope of work and given the aircraft inspections have various checkpoints for major milestones that are signed off by DCMA throughout the inspection process and prior to the final DD250 being signed off, performance based payments would appear to be easier, less time consuming and less costly to manage than Progress Payments.
No, the Government intends to require progress payments IAW FAR
Clause 52.232-16 as included in the Draft RFP.
Question 44 of Q&A posted on
3/23/15 and RFP, 5.0
VOLUME 5 – CONTRACT
ADMINISTRATION,
Subsection e, pg 106
In, RFP, 5.0 VOLUME 5 – CONTRACT ADMINISTRATION, Subsection e, pg 106, it appears the Government is allowing the
Offeror to include exceptions or deviations in our proposal, but, as stated in the Government's response on 3/23/15, the Government considers this a deficiency. If the Contractor includes exceptions or deviations in our proposal, which appears to be allowable, will the
Government address the exceptions/deviations with Contractor prior to award or will the inclusion of any exceptions or deficiency render the
Offeror proposal awardable?
Revisions to this section of the Final RFP will address this question.
Flight and Ground Operations section of the Draft Statement of Work, RFP Attachment 1, Paragraph 3.4.1.1
The Navy has specified a minimum runway length of 8,000 feet at the contractor's facility, to support the F-18 SLEP program. We respectfully request clarification of basis for this specific requirement and re-consideration of identifying the runway length requirement to
7,000 feet (or less).
This will be addressed in the Final RFP.
