RFP Section L Section 4.0 PROPOSAL PACKAGING AND SUBMISSION states: “However it is requested that Volume 1

Summary); Volume 3 (Past Performance) Table PP-1 (Past Performance Contract Data); and Annex C (Final Versions of
Previous SOW/PWS shall be submitted two weeks prior to the submission date/time…” With this statement, it appears that the only the Volume 3 Table PP-1 (Past Performance Contract Data) is due in early submittal. However, the last sentence in this paragraph states: “Failure to submit Volume 3 by the date/time established for receipt will cause the proposal submission to be rejected in its entirety.” Please clarify if the entire volume 3 is due in early submittal or just the Table PP-1.
With respect to Past Performance, only Table PP-1 and Annex C are required for early submittal.

RFP Section L, 3.3 Evaluations, a. Relevancy (Pg. 95) states: “Final Versions of Previous SOW/PWSs for Past

Do Offerors need to supply Annex C in both hard and soft copies in the final submission in addition to the electronic copy with the early submission?
The Final RFP will be updated to clarify the requirement.

Table Gen Inst 2 Proposal Structure on Pg. 84?
Yes, changes will be addressed in Final RFP.
82 SOW
There is no mention of an Authorized Government Technical Representative (AGTR) in the SOW. Will NAVAIR consider locating such a representative on-site to perform this function at a Canadian location?
No, the Government does not intend to utilize an
AGTR.
Attached is the list of documents identified, to date, that will be required to properly estimate the DLM scope. The most critical documents are the missing TDs (2 released and 11 in Val/Ver stage). We also would like to request, if available, the referenced drawings in the discreet mod packages. In certain cases, the technical instruction refers to a specific area of a drawing, so in those cases the drawing is required. We would like to ask for the drawings for all the
Mod packages as these would be the most useful in estimating the job.
See attached list, including status of requested documents. The Government intends to make available modification drawings in the technical library.
