The Offerors shall propose a composite rate for each CLIN (0X03, 0X04 and 0X06).

RFP, Section B.1, Page 13 and

Attachment 16

Should the Contractor assume a 40 hour work week when preparing the Labor Hour rates for CLIN 0X03, 0X04 and 0X06?

The Offeror may propose labor rates however it deems appropriate to meet the requirement.

Solicitation N00019-15-R-0090 Draft RFP Questions

RFP, Section B.1, Page 13, Attachment 0007, Attachment

13 and Attachment 16 Will Attachment 7, 13 and 16 be incorporated into the awarded IDIQ?

Yes, Attachments 7 "Unit Price Matrix (FFP)", Attachment 13

"Government Furnished Property List" and Attachment 16 "Labor

Hour Matrix" will be incorporated into the awarded contract.

RFP, Section B.1, Page 13, Attachment 0007 and

Attachment 16

For CLINs 0X01 and 0X02, instead of progress payments would the

Government allow the contractor to propose performance milestones or invoice in equal monthly increments based on the total task order value? This would eliminate the administrative burden associated with managing progress payments.

No, the Government intends to require progress payments IAW FAR

Clause 52.232-16 as included in the Draft RFP. FAR Subpart 32.1003 prohibits contracts from having both progress payments and performance-based payments on a contract at the same time.

RFP, Section B.1, Page 13, Attachment 0007 and

Attachment 16

For CLINs 0X03, 0X04 and 0X06, will the contractor invoice monthly based on the hours worked multiplied by the labor hour rate on contract?

Yes.

RFP, 5252.211-9507 (PERIOD

OF PERFORMANCE

(NAVAIR)(SEP 2013), page 23

Clause states "The contract shall commence on contract award and shall continue for a period of time, Not To Exceed, 540 calendar days from date of last aircraft inducted under the Base year ordering period.

" However the base period of performance as specified in Section F indicates AWARD through 30 September 2016 which is less than 540 days. Please clarify what the timeframe of the base period is and what the 540 days means?

The ordering period for purpose of issuing task orders is based on the pricing established in a particular year as defined in the CLINs under

Section B. The RFP distinguishes between the "Ordering Period" and the "Period of Performance" in Section F.

NAVAIR clause 5252.211-9507 only speaks to the "Period of

Performance" not the "Ordering Period".

D/RFP, Section F, Page 24 of 115

Reference provides Turn Around Times (TATs) for CLINs 0X01 and

0X02, including combined HFH and Modification aircraft, Standalone

Modification aircraft, and HFH Recurring Inspection aircraft. Will

NAVAIR provide the expected TAT for an aircraft just receiving an

HFH Inspection, or is this not a foreseen option?

If an aircraft requires an HFH inspection only, the TAT will be the same as a combined HFH and modification aircraft.

D/RFP, Page 28 of 115, Para

5252.216-9506

Reference provides Labor Hour (LH) figures and dollar amounts against the various CLINs for O&A and other activity for the

'Maximum' aircraft induction scenario. Are these numbers hard ceiling amounts or planning figures? Can NAVAIR provide similar numbers for the 'Minimum' aircraft induction scenario?

NAVAIR clause 5252.216-9506 provides the minimum and maximum quantities for each CLIN.

D/RFP, Page 28 of 115, Para

5252.216-9506

Reference provides an IDIQ minimum and maximum aircraft induction forecast. Given the high Out of Reporting (OOR) aircraft rates on the F/A-18A-D fleet would NAVAIR consider increasing the

'Maximum' ceiling to allow more flexibility in managing future operational demands?

NAVAIR does not intend to increase the maximum ceiling at this time.

RFP, H-3 OVER AND

ABOVE WORK REQUEST

PROCEDURES, pg 37

Clause states "The Contractor shall compile a list of all nonconformances (O&A) by BUNO and submit to DCMA for review and authorization. What is considered a nonconformance? Is it at the

Contractors discretion what constitutes a nonconformance?

The definition of a nonconformance is found on page 50 of

Attachment 1, F/A-18A/B/C/D Contractor Depot Level Maintenance

Statement of Work.

RFP, H-3 OVER AND

ABOVE WORK REQUEST

PROCEDURES, pg 37

0X02, if the Contractor is requested to perform tasking on CLIN 0X01 and/or 0X02 that is not an identified tasking on Attachment 7 does that constitute an O&A that will be approved by DCMA?

Attachment 1, F/A-18A/B/C/D Contractor Depot Level Maintenance

Statement of Work, paragraph 3.5.19 will be revised in the Final RFP to address this situation.

RFP, H-3 OVER AND

ABOVE WORK REQUEST

PROCEDURES, pg 37

If the Contractor determines effort in CLINs 0X01 and/or 0X02 to be

O&A, but the DCMA representative and/or PCO determines the effort to be within the scope of CLINs 0X01 and/or 0X02 how will the disagreement be resolved? Please confirm that Contractor is not penalized for schedule delays while the disagreement is resolved.

Disagreements between Contractor and Government will be resolved

IAW FAR Clause 52.233-1 ALTI.

RFP, H-3 OVER AND

ABOVE WORK REQUEST

PROCEDURES, pg 37

"The contractor shall certify in the OAWR that the work is not covered by the fixed price maintenance effort. " Is the Contractor certification that this effort is OAWR sufficient for DCMA and ACO to provide authorization to proceed?

DCMA will assess every OAWR and determine if additional information is needed or whether to provide authority to proceed.

Authorization to proceed will be made IAW Clause H-3.

RFP, H-3 OVER AND

ABOVE WORK REQUEST

PROCEDURES(5)(b)(iii), pg

"The ACO will verify hours submitted on each voucher and recommend disallowance if not acceptable." How will the ACO make the determine if the hours performed are not acceptable? Will the

Depot Level Maintenance, for a period not to exceed 72 hours from time of arrival." The requirement to have the Contractor safeguard and store the aircraft prior to task order issuance presents a significant risk to the Contractor as the Contractor would be performing effort in the absence of a contractual vehicle and without the coverage of the

Ground and Flight Risk Clause. Is this the Government's intent?

The Government intends to remove this clause, which will be addressed in the Final RFP.

5252.216-9534-TASK ORDER

Supplemental SOW

Reference provides security restrictions on Canadian companies and outlines what activities must be carried out by a U.S. Company inside the aircraft. Would a Canadian national with appropriate clearance, and authorized by the U.S. Navy under bi'lateral agreement provisions be acceptable for performance of these tasks. Additionally, If a

Canadian military reservist with appropriate security clearances is employed by a Canadian company, can these individuals fulfill the functions outlined in this reference?

As stated in paragraph 3.2.1.1 of Attachment 2, Supplemental F/A-

18A/B/C/D Statement of Work", the "U.S. Contractor shall be composed of U.S. citizens only – dual citizenship is not authorized."

Supplemental SOW

If NAVAIR were to load the aircraft with a generic OFP software load

(such as the FMS load which is currently provided to Canada) before arriving at the contractor's facility, could this reduce the imposed restriction on Canadian access to the cockpit when power is applied?

NAVAIR will not utilize a generic OFP software load
