Solicitation No. N00019-12-R-1001

Contracted Air Services, (CAS) Fighter Jets

Batch #4, For Final RFP

Question #1 The Government received the following response regarding the solicitation and considers the submission a question, therefore is providing a formal response.

We appear to have an oversite which creates a conflict in the subject Solicitation. Specifically, in the PWS, page 19 of 36 para. 4.1.2 it states, in the title "Type III andIV Fixed Rate Work Tasks (Applicable to CLINs 0X01 and 0X03)--However in Section C, page 16 of 102 the description of the CLINs does not refer to 4.1.2, it only refers to 4.1.1 and 4.1.3. We believe this to be an oversite. We are proceeding on that assumption. Please confirm that our assumption is correct. Time is of the essence.

Answer:

The Government has reviewed Section C of the solicitation and compared it to Attachment (1), Performance Work Statement. As a result, Section C is being revised as follows:

SECTION C CLIN INFO

CLIN 0X01 – Type III High Subsonic Aircraft (A/C). The Contractor shall include all fixed aircraft flight effort associated with providing Type III, High subsonic capable aircraft and all support e.g.; aircrew, support personnel and CFE equipment, tools, material, all shipping (except as identified in CLIN 0X07) in support of mission/training exercises ordered by the Government in accordance with Attachment (1), Contracted Air Services, Fighter Jets

Performance Work Statement (PWS) (para. 4.1.1, 4.1.2 and 4.1.3). Travel costs in support of this CLIN shall be billed under CLIN 0X07.

CLIN 0X02 – Type III High Subsonic Aircraft (A/C) Flight time. The Contractor shall include all variable aircraft flight effort associated with providing Type III, High subsonic capable aircraft flight time in support of mission/training exercises ordered by the Government in accordance with Attachment (1), Contracted Air Services, Fighter Jets Performance Work Statement (PWS) (para. 4.1.1 and 4.1.3). Travel costs in support of this CLIN shall be billed under CLIN 0X07.

CLIN 0X03 – Type IV Supersonic Aircraft (A/C). The Contractor shall include all fixed aircraft flight effort associated with providing Type IV supersonic capable aircraft and all support e.g.; aircrew, support personnel and

CFE equipment, tools, material, all shipping (except as identified in CLIN 0X07) in support of mission/training exercises ordered by the Government in accordance with Attachment (1), Contracted Air Services, Fighter Jets

Performance Work Statement (PWS) (para.4.1.1, 4.1.2 and 4.1.4). Travel costs in support of this CLIN shall be billed under CLIN 0X07.

CLIN 0X04 – Type IV Supersonic Aircraft (A/C) Flight time. The Contractor shall include all variable aircraft flight effort associated with providing Type IV, supersonic capable aircraft flight time in support of mission/training exercises ordered by the Government in accordance with Attachment (1), Contracted Air Services, Fighter Jets

Performance Work Statement (PWS) (para. 4.1.1 and 4.1.4). Travel costs in support of this CLIN shall be billed under CLIN 0X07.

As a result of these revisions and amendment to the solicitation will be posted to NAVAIR open solicitations website in the near future.

Question #2 The Government received the following response regarding Amendment 06 and is considering the submission a question, therefore is providing a formal response.

We appear to have a Government oversite which creates a conflict in the subject Solicitation, Amendment 0006. Specifically, in Section L, para. 2.2 Technical Element #2 conflicts with the change to the Pre-Requisites on page 25 PHASE II, para. 2.6. Para 2.6 allows the Airworthiness Certificates to be provided on or about three (3) days following 14 February 2014. In order to have an Airworthiness Certification you need to have the information in Tech Element #2. So, we believe we should proceed accordingly on the assumption that Technical Element #2 may be satisfied on or about three (3) days following 14 February 2014 along with the Airworthiness Certifications and operating limitations. Please confirm our understanding.

Answer:

Airworthiness Data is a critical component of the CAS Fighter Jet Source Selection. This technical evaluation factor represents fundamental aspects of airworthiness and will be used to determine an offeror's airworthiness risk assessment while flying under Public Use Status. As a result, this information must be received during the evaluation phase of the source selection in order to evaluate, assess and make a determination, which is different than receiving the FAA certification which only requires validation. Therefore no conflict exists in the solicitation and no revisions will be made.
