FOJ_16_0270
Amend 01
AMENDMENT TO
JUSTIFICATION FOR AN
EXCEPTION TO FAIR OPPORTUNITY (FOJ) 16_0270
Dated 10 May 2016
The purpose of this amendment to Exception to Fair Opportunity FOJ_16_0270 is to increase the dollar threshold of $27M to $39M. This increase will allow for the procurement of the ISR services required by
USCENTCOM Joint Urgent Operational Needs Statement (JUONS) CC-0549. Exception to Fair
Opportunity FOJ_16_0270 authorized the Government to award expanded Operation Inherent Resolve
(OIR) Unmanned Aircraft Systems Intelligence, Surveillance and Reconnaissance (UAS ISR) Services at an existing site and two new sites on a sole source basis to AAI Corporation/Textron Systems. The ISR
Services required by JUONS CC-0549 include full motion video (FMV) at three sites (C, D, and E) and the addition of a modular payload operating simultaneously with the FMV payload at two sites (C and D).
At time of award, additional FMV sensor data hours and standup of two new sites were procured with a
Firm Fixed Price modification at $32M, which exceeded the original estimate of $27M. The aforementioned modification did not include the modular payload services for OIR Sites C and D. The estimated cost for modular payload services at OIR sites C and D, including the services necessary to integrate the payloads and upgrade the equipment, is $7M. Therefore, the dollar threshold increase to $39M is necessary to procure the modular payload services for OIR Sites C and D.
The Amendment to FOJ_16_0270 is as follows:
Under Paragraph 3, “Description of the Supplies or Services Required” change:
FROM:
The estimated value of this Task Order modification is $27M.
TO:
The estimated value of the modification to the AAI Corporation/Textron Systems task order
(Contract N00019-12-D-0009 Task Order 0004) is $39M.
