Questions and Answers concerning the Synopsis Post N00019-11-P7-ZB271:
1. Is this strictly a procurement for the units or are you also seeking sources for the integration work?
Answer: The government is not soliciting proposals for the transceivers or integration efforts of the system at this time. The sources sought is strictly seeking information related to Non-developmental item transceivers available in the marketplace to support a Full Motion Video (FMV) data link capability on the H-1 series aircraft. Once the government has received and reviewed the information, a FMV program plan will be developed which may or may not include a sources sought/solicitation for the actual integration effort.
2. It states:
• Weight should not exceed 12 lbs
• Size should not exceed 5"x5"x10"
Is the Government really expecting all the described capabilities in a box this small?
Transmission and reception of Full Motion Video is a requirement, does the video need to be encoded and decoded in this box as well?
Does the box need to be ARINC compatible?
The wording implies that transmission and reception are air to ground and ground to air directly, not satellite based, is that correct?
Answer:
