Solicitation # N00019-10-R-0054

THIS SYNOPSIS IS FOR INFORMATIONAL PURPOSES ONLY.

Per FAR 5.201, the Naval Air Systems Command (NAVAIR) (AIR-2.4.4.2) hereby notifies industry that they intend to conduct an Industry Day information session for the Unmanned Air System (UAS) Intelligence, Surveillance, and Reconnaissance (ISR) services (UAS/ISR) requirement as posted in FED BIZ OPPS on 24 March 2010. This Industry Day is intended for prime offerors/teams with an existing (non-developmental) material solution for the UAS/ISR requirement only. A general information session will be held on Wednesday 16 June 2010 starting at 8:00am EDST at the Norfolk Naval Base, Norfolk Ships Support Activity (NSSA), 9727 Avionics Loop, Building LF-18 (Granby Room), Norfolk, VA 23511-2124. The UAS/ISR program team will make Wednesday afternoon available for a shipboard walk-through of a Naval Ship, representative of the type that would be utilized for prospective indefinite delivery / indefinite quantity (IDIQ) delivery orders for the ship-based portions of the UAS/ISR requirements.

On Thursday, 17 June 2010/Friday 18 June 2010, the Program Team will offer the opportunity for technical one-on-one meetings (not to exceed 60 minutes) for potential prime offerors/teams to discuss the (UAS/ISR) requirement and technical/performance requirements in the Draft UAS/ISR Performance-Based Work Statement (PWS) with the Government. The Draft UAS/ISR PWS will be made available at the NAVAIR Solicitations Website: http://www.navair.navy.mil/index.cfm?fuseaction=home.display&key=OpenSolicitations under solicitation N00019-10-R-0054 not later than 28 May 2010. One-on-one meetings will take place in Building LF-18 (Granby Room) and must be scheduled in advance. To register for a one-on-one technical meeting or the general session; email the Contracting Officer, Vicki Fuhrmann at vicki.fuhrmann@navy.mil. Registrants shall include business name, address, attendee’s full name (limited to 5 persons including subcontractors), and a point of contact phone number. REGISTRATION BY TELEPHONE WILL NOT BE ACCEPTED. The deadline for submitting requests for one-on-one discussions is Wednesday, 2 June 2010. All attendees, in addition to those requesting one-on-one meetings, are requested to register with the Contracting Officer by Wednesday, 9 June 2010.

To the maximum extent practical, offerors are requested to email questions in advance to the Contracting Officer by Wednesday, 9 June 2010 so issues can be addressed during Industry Day. All questions, both written and oral, submitted in advance, from the general session, or from the one-on-one sessions; will be consolidated into a master questions and answers list that will be published on the NAVAIR Solicitations Website.

Visit clearances will be required for base access and the shipboard tour. Additional information regarding the shipboard tour and visit requests will be provided at a later date. Due to the physical constraints of the shipboard spaces to be toured, special needs cannot be accommodated and offerors will be limited to 2 persons for this tour.

The Government will NOT assume any liability for costs incurred by an offeror for travel expenses, presentations, marketing efforts or corporate data offered for examination. This is an unclassified meeting. All information to be discussed must be unclassified. All information provided by or discussed by the Offerors must not be Contractor Proprietary or Business Sensitive Information. Any information or ideas shared during this Industry Day may potentially be incorporated into, or considered in development of, the solicitation for UAS/ISR services.
