T3. Concisely describe the nature of this acquisition (i.e. What the item or service is and what function it will perform):
This acquisition will provide the ordering of engineering and logistics investigations and the development of associated technical data; integration studies and studies related to practicability, feasibility, desirability, and supportability of potential changes to the Joint Strike Fighter (JSF) Air System pertaining to P&W’s unique capabilities as the sole source provider of the JSF F135 propulsion system, which may include, but will not be limited to, international commonality efforts, international participation inquiries, cost performance studies, business case analyses, cost benefit analyses, compatibility studies, autonomic logistics and repair studies, design life, operational readiness and reliability studies, modeling and simulation, engineering design, procurement and support for prototype construction and test of related systems and components, and engineering support for future upgrades and modifications. Additional efforts may also include Foreign Military Sales (FMS) case studies for the air system, preliminary site surveys, design assessments, configuration activities, autonomic logistics studies, program management reviews (separate from U.S. Government reviews) and preparation of study and program documentation.
T4. The estimated total dollar amount, including options, of this action is:
$ 75,000,000.00 T5. This J&A approves the following type of action(s): (Coordinate with PCO)

(Check all that are applicable and use as much detail as necessary)
FORMCHECKBOX
Insufficient Technical Data and / or Rights: The Government does not possess adequate data and / or the rights necessary to competitively award this requirement.
· Explain why the technical data is necessary for this acquisition:
The studies will explore complex technical propulsion system design and aircraft integration issues and access to F135 technical data is required to perform the anticipated studies.
· Does the Government possess all the technical data required to competitively award this requirement?
FORMCHECKBOX
Yes
· If Yes, explain why the Government does not possess sufficient data rights to competitively award this requirement:
· Could the necessary rights to the data be purchased?
FORMCHECKBOX
Yes, the necessary rights could be purchased for an estimated This amount was determined by This amount is economically unfeasible due to
FORMCHECKBOX
No, explain:
FORMCHECKBOX
No
· If No, explain why the Government does not possess sufficient technical data to competitively award this requirement.
The Government did not procure the technical data, which is substantially proprietary to P&W and its subcontractors, redacted.
· If No, could the necessary technical data and rights be purchased?
FORMCHECKBOX
Yes, the necessary data and rights could be purchased for
This amount was determined by This amount is economically unfeasible due to
FORMCHECKBOX
No, explain: Access to technical data is required to perform engineering work and studies for the F135 propulsion system, but is not the basis for the contractor's unique capabilities. The contractor is the sole source for the F135 propulsion system, possessing the unique expertise and experience to perform this requirement, that would not be mitigated by purchasing the data.
FORMCHECKBOX
Special Tooling: Only the referenced source has access to special tooling which is necessary to fulfill this requirement.
· Explain why the special tooling is necessary for this acquisition:
· Could the necessary special tooling be purchased?
FORMCHECKBOX
Yes, the necessary tooling could be purchased for an estimated
This amount was determined by This amount is economically unfeasible due to
FORMCHECKBOX
No, explain:
FORMCHECKBOX
Substantial Duplication of Cost (for follow-on actions only): The above source is deemed to be the only source available because an award to a source other than the original provider would result in a substantial duplication of cost which would not be recovered through competition.
· An estimated $ worth of work would be duplicated.
· Explain in detail how this amount was determined.
FORMCHECKBOX
Unacceptable delay of work (for follow-on actions only): The above source is deemed to be the only source available because an award to a source other than the original provider would result in an unacceptable delay in fulfilling the Government’s requirements.
· Going to another source would create a delay of
· Explain in detail how this delay estimate was determined.
· Explain in detail how the Government would be unable to meet its requirements by this delay.
· Describe the specified source’s ability to provide the needed supplies / services within the necessary timeframe.
FORMCHECKBOX
Other:
· Specify why only the stated source can provide the above supplies or services.
P&W is the sole designer of the F135 propulsion system. They are the only source with the requisite knowledge and capabilities to satisfactorily conduct JSF F135 Propulsion System engineering and logistics studies, and Air System / F135 Propulsion System integration studies. This contractor alone has the JSF F135 Propulsion System-peculiar engineering data, capability, resources, and expertise. No other source has, or can obtain, the necessary expertise and experience to perform the engineering and logistics studies effort. Given P&W’s involvement with the design, development, qualification, manufacturing, integration, and continuing improvements of the F135 propulsion system, the company has the required understanding of the original design and integration intent, original engineering drawings, and the most recent design/integration changes to the F135 propulsion system readily available to them, which are necessary to ensure compatability and avoid undesirable interactions between existing and redesigned hardware. In addition, P&W has immediate access to the necessary special tooling, special test equipment, and testing facilities (full-scale models, simulation, and bench type laboratories) necessary to prototype and test proposed engineering solutions. P&W is uniquely qualified as the only known firm that possesses the technical data, drawings, specifications, tooling, test equipment and test facilities necessary to fulfill the Government’s full range of engineering and logistics requirements and support the F-35 program.
Background (Additional information)
T9. Is there a supporting acquisition planning document for this program?
Yes
· If Yes, is the supporting acquisition planning document current?
(ensure legal counsel has a copy of the latest document)
FORMCHECKBOX
Yes, it is current as of 5 December 2008
FORMCHECKBOX
No, explain:
· If Yes, is this J&A consistent with the content of the supporting acquisition planning document, including MOPAS?

No
· If No, why is there not a supporting acquisition planning document?
FORMCHECKBOX
A supporting acquisition planning document is not required in accordance with DFARS FORMDROPDOWN
Other, explain:
T10. Market Research and / or Survey: (Required Pre-Solicitation notices do NOT satisfy this requirement)
Performed
· Describe the research and / or survey that was conducted:
FORMCHECKBOX
Not Performed
· No market research or survey was conducted due to:
In accordance with FAR 5.201, the IDIQ contract was synopsized in the FEDBIZOPS website on 9 April 2010. No responses have been received to date. Only P&W has expressed an interest in this requirement. No additional market research was conducted, because it is not practicable, for the reasons discussed in above, for any company other than P&W to provide the required efforts. Any responses will be evaluated, but to date, no responses have been received. Additionally, any interested parties will be referred to the P&W Subcontracting Manager for possible subcontracting opportunities.
T11. Follow-on Contract Information: (Required for all actions) Will this requirement be acquired again?
FORMCHECKBOX
Yes
· If Yes, what is being done to remove barriers to competition?
FORMCHECKBOX
Nothing, explain: For the reasons set forth above, the JSF Program Office has no plans at this time to compete future requirements for the types of technical support covered by this CJ&A. The scope of this effort stems directly from P&W’s unique capabilities pertaining to the JSF F135 propulsion system and limited competition of this nature is anticipated so long as the JSF continues to utilize that system.
FORMCHECKBOX
Actions such as:
· If Yes, will it be competed in the future?
FORMCHECKBOX
No, explain:
FORMCHECKBOX
Yes, on .
FORMCHECKBOX
No, this is a one time buy.
FORMCHECKBOX
No, this a final buy.
Is this for a follow-on requirement?
FORMCHECKBOX
Yes
