You may add as much text as necessary. The box will expand to show all text.: This Limited Source Justification (LSJ) authorizes the issuance of a firm fixed price contract for the procurement of a brand name commercial of the Shelf (COTS) software named Multiple Analyst & Archival System (MAAS) annual maintenance subscription to meet the government's requirement for an Electronic Light Table (ELT) for Full Motion Video (FMV).
You may add as much text as necessary. The box will expand to show all text.: This requirement is to procure an annual subscription sustainment for MAAS, which includes license upgrades, on sight support (if needed) and telephonic help desk support for a period of 12 months.

You may add as much text as necessary. The box will expand to show all text.: The MAAS software annual maintenance subscription is exclusively maintained by General Dynamics Mission Systems (GDMS) and has been in use at the Office of Naval Intelligence in FY17. Implementation of a different brand name solution would not be cost effective in trade-craft or in alignment with the current Navy GEOINT strategy, the Department of Defense (DoD), and the GEOINT community as a whole who utilize the same product for production of GEOINT data. Also, the procurement of a new software package at a large scale would impact resources e.g. initial purchase and integration and implementation (labor) to deploy.
You may add as much text as necessary. The box will expand to show all text.: The MAAS software annual subscription is offered on GSA schedule. Historical data, the IGCE, and the published GSA price lists will be utilized to determine fair and valuable pricing.
You may add as much text as necessary. The box will expand to show all text.: Market research was not conducted for this acquisition as this requirement is for the sustainment of the annual subscription for current software already owned by the Government.
You may add as much text as necessary. The box will expand to show all text.: Although an alternative application could meet the stated requirement if the alternative application were to be acquired, there are three major elements that need to be considered; additional product integration, deployment and sustainment costs, training and CONOPS impacts, and delay in time lines in meeting the Government needs.

1. MAAS is already in us within the GEOINT application baseline. To integrate and maintain an alternative application in addition to MAAS would incur a substantial duplication of effort. Duplication includes initial integration efforts, as well as the life cycle sustainment resources such as integration of version updates, and basic sustainment support.

2. Supplemental training would be required for GEOINT analysts and duplicate CONOPS would have to be developed an integrated into FIST's production work-flow.

3. The Government would experience an unacceptable delay in meeting its time-line for requirements. The direct cost for additional system administration and training, and the indirect costs of mission impacts clearly outweigh any potential savings realized from competing this requirement. Mission impacts for this acquisition effort are associated with limited license counts to include FIST's ability to fully utilize analysts time effectively in the SIPRNET domain and FIST/FID trade-craft.

You may add as much text as necessary. The box will expand to show all text.: Acquiring GDMS proprietary code is not presently feasible and replacing the MAAS COTs application with an alternate product is not cost effective, nor does it comply with the fielded Navy Architecture standards for targeting and exploitation of FMV. Nevertheless, ONI continues to analyze the capabilities of competing FMV ELT applications and if the results of such study indicated that it is the Government's best interest to procure an alternate product, ONI will open its FMV ELT requirement to full and open competition.
