A. Background The Office of Naval Intelligence (ONI) has a requirement for a Raman Spectroscopy Detector with a field-ready handheld material characterization equipment. This requirement is brand name or equal (FAR clause 52.211-6) to purchase an Ace-ID (P/N: 028-1007). The current detector is a Smiths Detection Responder RCI is available for trade-in. To accomplish this objective, ONI is interested in procuring a state-of-the-art chemical identifier with description in Section C. ONI intends to award a firm-fixed price contract. The NAICS Code is 334516. This requirement is solicited as a small business set aside.
B. Scope of Work The Office of Naval Intelligence will be purchasing this equipment.
C. Description of Equipment The primary use of the Raman Detector is to safely identify unknown potentially hazardous material samples during off-site field operations while minimizing the risk of direct exposure.
The proposed replacement detector is required to meet the following specifications.
1) Use Raman Spectroscopy to minimize direct contact risks with the substance in question. The unit must be able to identify material through glass and/or plastic (most operational circumstances the sample will be contained in a small or plastic vial, which will be inserted into the unit for analysis). The unit must be able to identify suspected energetics through an air gap, to reduce the potential of heating or igniting the target substance.
2) Successfully identify at least 450 known explosive and hazardous substances, including powdered energetics, liquid fuels, oxidizers, acids, bases, illegal drugs, and other toxins from a library contained within the unit.
3) Possess an ability to expand and update the built-in hazards library during off-site field operations, without connectivity to the Internet.
4) Must be able to return a result for the questioned substance within 60 seconds from the initiation with the target substance.
5) No Wi-Fi capability is preferred and may be given more weight when determining best value. The ability to turn-off, or permanently disable wireless connectivity is required.
6) Data transfer connectivity is via established, ready-available computer technology, i.e., USB, removable SD Cards/flash drives, etc.
7) A laptop and software package, that connects to the unit, for further analysis and updates is required.
8) The unit must be designed for rugged off-site field use, in a variety of climate conditions. The unit must be able to withstand operating in the following specifications:
· 0 – 110 degrees Fahrenheit
· 90% humidity
· Daytime and nighttime operation
· Water/rain resistant
· Fall resistant from a height of 5 feet
· Dust resistant
9) Unit must be able to be operated by hand, independent from other support elements, i.e., laptop computer. Overall size should be able to be operated by one hand. Suggested size should not exceed: 6”x4”x3”.
10) Unit must weigh under 2 lbs.
11) Start-up time must be under 1 minute.
12) Unit must be able to operate under its own battery power (prefer Lithium). Additional backup replacement batteries capability are required. Recharging needs to be accomplished via established, ready-available computer technology, i.e., USB.
13) Unit operation must be able to accommodate use of Personal Protective Equipment, such as latex gloves and protective eyewear.
14) Unit must be capable to be operated by personnel with minimal training or experience with results easily understood as being benign or dangerous.
15) The purchase must come with vendor supplied on-site training for a minimum of 3 FME personnel.
16) Backwards compatibility with the FME existing Smiths Detection Responder RCI is preferable and may be given more weight when determining the best value.
